JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: The contracting agency responsible for this procurement action is the U.S. Army Corps of Engineers, South Pacific Division, Los Angeles District (CESPL), Los Angeles, CA.

2. Description of Action: A new competitive firm fixed-price Design-Build construction contract which includes a “brand name only” components for door hardware, security systems and chiller equipment will be awarded using MILCON-AF funding.

3. Description of the Supplies/Services: The new construction project, FY22 Stage Processing Facility, Vandenberg Space Force Base, CA includes the “Brand Name” components below:

a. Schlage Door Cylinders: The current “in place” key coding matrix at Vandenberg utilizes the Schlage keyway system, non-compatible hardware would create an exponential cost to the installation. The current estimated direct materials cost of this brand name component listed is: $

b. Honeywell Vindicator Security Systems: VSFB’s Electronic Security System (ESS) Network Enterprise uses the Honeywell Vindicator 5 system for Command and Control within its Security Operations Centers (Whiskey Control and Alternate) to monitor Access Control, Intrusion Detection System and Duress Alarms of Protection Level 1 – 4 Resources. The Vindicator 5 system is also used as the central station for all Electronic Access Control. VSFB’s ESS Network Enterprise is the 3rd largest ESS Network Enterprise within the Air Force (soon to be tied for the largest). The current government estimated direct material cost of the brand name components listed above is

c. Trane Chiller has been mandated by the AFCEC/CL and is required and authorized by the Air Force Installation Contracting Center (AFICC). Approved J&A is dated June 2019. The standardization of HVAC chiller system to a single manufacturer has been mandated at the installation level. The current estimated direct material cost of this brand name component listed is: $

4. Authority Cited: 10 U.S.C. 2304(c)(1) and FAR 6.302-1 and 11.105. Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited:

a. Schlage Door Cylinders: Due to the current “in place” key coding matrix at Vandenberg that utilizes the Schlage keyway system, non-compatible hardware would create an exponential cost to the installation, including the purchasing of Lock Shop Equipment to retrofit the entire installation to accommodate a new brand. Furthermore, it would require additional labor and asset’s to create a new key coding matrix, which in turn would impede the support of the lock shop’s limited manpower to the Vandenberg Mission.

Specifications for lock hardware must meet commercial standards for grade 1 lever handle lock that can accommodate a Schlage regular or large format interchangeable core. For uniformity across the installation, a US26D/626 brushed stainless finish lock set is used at VSFB. With multiple brand names, the end user would need to be trained how to use all the different systems. The Base Civil Engineer (BCE) spare parts inventory will remain manageable with all systems of the same brand name.

b. Honeywell Vindicator Security Systems: Introducing new security systems outside of Vindicator 5 system will have rippling affects as a result of causation related to changing configuration standards, training and O&M needs/requirements. If new systems are installed, outside of the existing Vindicator 5 Network Enterprise, new network standards would have to be implemented and maintained. Over the life cycle of any new system this would drive new configuration tracking standards/requirements and could be affected by VSFB’s operating environments. The existing V 5 Network Enterprise currently meets all configuration and ATO requirements set for by Air Force Life Cycle Management Center. With the implementation of any new system there are also training requirements. The average training costs associated with basic system O&M training is $15K per course type – per person (technician) over the life cycle of the system. The effects of new training requirements would also ripple down to the 40 Airmen that are currently certified to monitor Vindicator 5 Alarms and any future Airmen that would monitor the forever expanding ESS Network Enterprise. Each associated Airmen would have to be trained and certified to control any new system; with training course cost at $35K per group course (existing and as new personnel are assigned. There would also be an initial learning curb associated with any additional system. Technicians that are assigned to the Fix Site Sustainment O&M Contract are required to be Vindicator 5 certified as a condition of employment and current Airmen that monitor the Vindicator 5 system are certified as Vindicator alarm monitors. Implementing new systems also creates additional cost associated with maintaining the system. If any parts of the system would fail after a 12-month warranty expires funding would have to be obtained to procure parts. The existing Vindicator 5 Network Enterprise has access to a shared parts supply system that is spread-out throughout the country which is part of the Fixed Site Sustainment contract. Installing/Integrating new security projects through the use of the

Vindicator 5 system saves the government on funding that would be needed for sustainment, training, overall implementation and life cycle management.

c. Trane Chiller Standardization of HVAC chiller systems has been mandated by the Air Force Civil Engineer Center Directorate (AFCEC/CL). Standardization of all installation HVAC chiller equipment significantly reduces the total cost of ownerhsip to include procurement, subsequent maintenance and associated training costs to operate the system over its lifecycle. The AFCEC/CO requested that installations evaluate, and recommend a single manufacturer for their installation and submit a Memorandum of Request (MOR) to AFCEC/CO for approval. Trane was the manufacturer chosen and approved for Vandenberg Space Force Base. See attached support documentation from AFCEC.

It is important to note that these requirements are further identified in the Whole Building Design Guide; www.wbdg.org for “CONUS – Vandenberg AFB IFS)” requirements where you can find the Installation Facility Standards (IFS) specific for Vandenberg Space Force Base requirements.

This IFS is part of the Air Force Corporate Facilities Standards (AFCFS) program and provides standards for Vandenberg Space Force Base.

6. Efforts to Obtain Competition: The Solicitation for the Stage Processing Facility will be issued on an unrestricted bases. The brand name components represent a small portion of the overall construction project that is being competed.

7. Actions to Increase Competition: See Paragraph 6 above.

8. Market Research: There are no known alternative systems that are fully compatible with these systems based on lessons learned and expert judgment by subject matter experts and experience of the Air Force.
