About this file

This document summarizes a pre-bid site visit for the Riverside Levees 1 & 2 Rehabilitation Project solicitation. The solicitation seeks bids for rehabilitation of two federally constructed levees along the Santa Ana River in Riverside, California. The general work includes removing existing riprap and replacing it with grouted and ungrouted stone, installing bedding and filter layers, and adding sub-drain systems and weep holes. Additional work involves levee crest maintenance roads, geotechnical instrumentation, shoring, temporary access ramps and diversion channels. The estimated value is between $25-100 million. The period of performance is 1,460 calendar days. The Corps of Engineers and Riverside County Flood Control District led a site visit for interested contractors to review plans and existing conditions. Bidders were advised to carefully review all documents and environmental restrictions.

OBJECTIVE

A project site visit for the Riverside Levees 1 & 2 Rehabilitation project was held on Thursday, 24-Mar-2022. The objective of this site visit was to provide interested companies the opportunity to review the contract documents in conjunction with the existing site conditions.

SCHEDULE

24-Mar-2022

▪ 0845-0900: Arrived/Checked-in attendees

▪ 0900-0915: Site visit review including safety discussion

▪ 0915-0930: Consolidated in vehicles

▪ 0930-1315: Conducted site visit

MEETING NOTES

The following topics were discussed during the safety and orientation discussion prior to conducting the site visit.

The USACE and RCFCD staff in attendance were introduced, including the roles they each would have during the project.

The USACE project manager and resident engineer reminded the attendees that the site visit was to provide access to the project site, and that all questions or inquiries must be routed through the

ProjNet Bidder Inquiries system. Anything discussed during the site visit is intended only to reinforce the information included in the contracting documents, and is not contractual or binding (52.0000-4010 Inquiries).

The PM reviewed the objective of the site visit including how the day will commence.

• RCFCD vehicle will take the lead. RCFCD Maintenance vehicle will be in the rear of the caravan. All participants will drive their personal vehicles. It was encouraged that contractor employees consolidate into one vehicle where possible.

• Warm weather. Be sure to stay hydrated, wear sunscreen, a hat, and any other precautions necessary. We will not take a formal lunch break. Water bottles are available.

• Homeless/transient population. It is likely that we will encounter homeless or transient persons during the site visit. Generally, we should respect their space and should keep interactions to a minimum.

• We will be driving on off-road surfaces, and on top of the levee. Attendees were reminded to be cautious while driving in these conditions.

• We will be crossing and accessing busy streets from the levee roads and the Santa Ana

River Trail. Drivers should be cautious when re-entering heavy traffic streets.

• The group was advised to be cautious of where they walk during the site visit. The project area has documented presence of Santa Ana Sucker, Least Bell’s Vireo, and

Woolly Star. These are federally listed and protected species. The low-water crossing is not to be crossed or walked through during the site visit.

The importance of reviewing all plans and specifications in their entirety prior to submitting their bids was stressed. The project has been in the works for nearly (10) years and there has been a significant amount of coordination with local and federal agencies in the development of the contracting documents.

The project manager advised attendees to make sure to review the summary of work in the project specifications. This provides a general overview of the intended project phasing. Also important regarding the schedule is to clearly understand the environmental restrictive times of year. The group was reminded that this information will be found in the contract documents.

The group was notified that there is currently an internal issue with the USACE ProjNet system.

Due to the issue, contractors are not able to submit inquiries. The USACE project manager contacted the contracting officer and confirmed that either 1) the site would be remedied, or 2) instructions would be provided to prospective bidders on how inquiries could be submitted though other means.

A question was asked if contractors would be able to coordinate with either USACE or RCFCD staff for an additional site walk. USACE is inquiring internally to confirm if this would be permissible. Until confirmation is provided, formally scheduled follow-up site visits will not be permitted. If areas of the project are not access controlled and are legal to access, contractors are permitted to visit these areas as available.
