FINDINGS AND DETERMINATION OF ELIGIBILITY

CAMP ELLIOT

SITE NO. J09CA006700

FINDINGS OF FACT

1. Camp Elliot originally consisted of approximately 30,500 acres acquired between 1941 and 1942. Approximately 28,000 acres were acquired in fee by Declaration of Takings, and 2,500 acres were withdrawn from Public Domain lands.

2. The Marine Corps used the land from 1941 to early 1944 ~for a training center. The land and buildings were later used by the ' Department of the Navy as a Naval Training and Distribution Center, and still later as a retraining Command. Uses of the land included tank and small arms training. The Tierrasanta and Fortuna Mountain areas were used for artillery training ranges during World War II. The Army had jurisdiction over the land from 1946-1947, but it was not used during those years.

3. In 1961 the Navy reported approximately 15,000 acres as excess to the General Service Administration (GSA) for disposal.

The city of San Diego and San Diego Unified School District obtain portions of a 4,600 acre site for public use and educational purposes under a community development plan. Other parcels of Various size were sold to private parties. The property for the Tierrasanta residential community, 1,800 net acres, was purchased on 15 October 1968 by Leland S. Murphy and transferred to the Christina Development Co.

The Mission Trails Regional Park was conveyed to the city of San Diego by quitclaim deed on 10 January 1964. This deed restricted the use of the 2,100 acre site to historic monument/public recreational purposes for 20 years.

The East Elliot area was reported excess to the General Service Administration by the Navy in 1961 and disposed of by quitclaim deeds to private parties between 1973 and 1974. The parcels vary in size and the total area is approximately 3,200 acres. A landfill, operated by the county of San Diego, is located within the East Elliot area.

The area north of Tierrasanta, Mission Trails, and East Elliot is still in use by DOD (primarily the Navy with some Marine Corps and Air Force activity) and encompasses approximately 15,500 acres. Activities include movement and simulated exercises by reserve units. A rifle range is also located within the area and is still in use. This active DOD area is not eligible under DERP-FUDS.

Encl 1

J09CA006700

Area D, approximately 1,800 acres, includes land parcels that are used by California Western University and University of California as campuses, and land parcels used for Naval housing projects. There were numerous highway easements granted through this area. Area G, approximately 2,900 acres, includes properties that were disposed of by quitclaim deeds to private parties between 1963 and 1964. Area H, approximately 400 acres, was originally land that was withheld from Public Domain, but later returned.

DETERMINATION • - - — - -----

Based on the forgoing Findings of Fact, the site has been determined to be formerly used by DOD. It is therefore eligible for the Defense Environmental Restoration Program - Formerly Used Defense Sites established under 10 USC 2701 et seq.

Item a.

Project 03: Project 03, originally named Camp Elliot – East Elliot, was approved 01 May 1992. In 2006, a 3,189.35-acre MRA (J09CA006703R01), named Range Complex (Project 03), was added to FUDSMIS. During the MMRP Realignment in 2013, the size of the MRA was rounded down to 3,189 acres. No other changes were made to the MRA because the RI was still ongoing.

Figure 1 – 2013 Project 03 Realignment Map

The RI investigated this 3,189-acre MRA plus the area in the northeast corner. This area in the northeast corner, which was not included in the MRA, was previously investigated in 1996 and is part of the 1999 Engineering Evaluation/Cost Analysis (EE/CA) Sector 4.

Figure 2 – 1996 Investigation (Figure 2-7 from the 1999 EE/CA)

Figure 3 – 1999 EE/CA Sectors (Figure 2-1 from the 1999 EE/CA)

Based on the investigation and results of the RI, it was recommended that the MRA be delineated into 5 MRSs (revise the existing Project 03 and create Projects 05 through 08). See Figure 4. The MRA acreage is updated to reflect the most current and accurate GIS data and to include the area in the northeast corner. . The MRA acreage is increasing minimally from 3,189 acres to 3,305 acres. This increase in acreage is not considered a change in project scope since it was originally investigated and included in the 1999 EE/CA Report.

Item b.

Project 03, East Elliot-MRS 01A: Project 03 is now limited to the 121 acre East Elliot- MRS 01A. The MRS was used by the Army, the Marine Corps, and the Navy as a training facility between 1917 and 1960. Documentation on the specific munitions activities conducted at the MRS has not been found, but a review of historical photos and maps indicates that tank training occurred in the vicinity and the MRS is within portions of two 75mm artillery range fans. No MEC or MD was observed during the RI field work, but one MEC item, a 75mm HE projectile, was found and destroyed during the 1999 TCRA surface clearance. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

Project 05, East Elliot-MRS 01B: Project 05 is a 523-acre MRS located in the central portion of the area designated as East Elliot. Documentation on the specific munitions activities conducted at the MRS has not been found, but a review of historical photos and maps indicates that tank training occurred in the vicinity and the MRS is within portions of small arms, mortar, and artillery range fans. No MEC was found at the MRS during the RI but one MD item that appeared to be a projectile fragment was found during soil sampling activities. Several MEC and MD items from 37mm and 75mm projectiles were found during previous investigations and clearance activities and all MEC items were detonated at the site. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

Project 06, East Elliot-MRS 01C, 01D, and 01F: Project 06 is a 2,244-acre MRS located in the vicinity of a suspected tank training area and within portions of several ranges including small arms ranges, mortar ranges, and artillery ranges. Four unidentified pieces of MD fragments were found during the RI. MEC and MD from 37mm, 75mm, and 105mm projectiles, and 81mm mortars have been removed from the MRS during previous investigations. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

Project 07, No Action Area-MRS 010G: Project 07 is a 55-acre MRS located in the northeast corner of the original MRA. There is no historical information that this land was ever used for any munitions-related training. There are no known reports of MEC or munitions debris being found on the MRS. It was investigated during the 1998-1999 TCRA and during the RI, and no evidence of MEC or MD was found. All available data indicates that the MRS was not located within an impact area and that MEC is unlikely to be present within the MRS. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

Project 08, East Elliot-MRS 01E and Range Fans: Project 08 is a 362-acre MRS consisting of the area identified as MRS 01E (93 acres) in the RI and the range fans area (269 acres). The MRS 01E portion of the project area was not investigated during the RI due to extensive development, but historical information indicates that it was a tank/vehicle training area. The range fans section of the MRS consists of the portions of two artillery range fans that extend east of the Camp Elliot FUDS boundary. The range fans were identified in the 2005 ASR but no other investigation of the MRS is known to have occurred. Based on the historical evidence of artillery range fans at the MRS, there is a possibility of MEC at the MRS. However, the possibility is very low because investigations of the nearby MRS’s appear to indicate that this area was not used. MC sampling has not been conducted at the MRS. Further evaluation for potential MEC and MC hazards is warranted at the MRS.

Item c.

The delineation of Project 03 into 5 projects is based on the results of the Remedial Investigation and the anticipated response for each: Project 03 (East Elliot-MRS 01A), Project 05 (East Elliot-MRS 01B), Project 06 (East Elliot-MRS 01C, 01D, and 01F) and Project 08 (East Elliot-MRS 01E and Range Fans) will proceed to the next appropriate CERCLA phase. No Further Action is recommended for Project 07 (No Action Area- MRS 01G). The anticipated response takes into consideration the types and density of items found.

The acreage being added (116 acres) was originally investigated and included in the 1999 Evaluation/Cost Analysis (EE/CA) Report; but was not included in the MRA that was updated in 2013 during MMRP realignment. Even though the MRA acreage has increased overall, the scope of the original project has not changed. The investigation did not uncover any MEC or MD that was not suspected based on the historical use.

PROJECT DESCRIPTION: Project 03, originally named Camp Elliot – East Elliot, was approved 1 May 1992. In 2006, a 3,189.35-acre MRA, named Range Complex (Project 03), was added to FUDSMIS. During the MMRP Realignment in 2013, the size of the MRA was rounded to 3,189 acres. The RI investigated this 3,189-acre MRA plus a small area in the northeastern corner, which had been part of the 1999 Engineering Evaluation / Cost Analysis (EE/CA) Sector 4. Based on the investigation and results, the MRA is being delineated into 5 MRSs. The MRA acreage is updated and is increasing from 3,189 acres to 3,305 acres to properly include the area that was originally part of the project.

Therefore, Project 03 is being delineated in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information and recommendations in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015, the Final Engineering Evaluation/Cost Analysis (August 1999) and the MMRP Project Delineation Worksheet.

As a result, Project 03 is split into 5 separate projects (revising project 03 and adding new projects 05, 06, 07 and 08). Project 03 is now limited to a 121 acre East Elliot- MRS 01A. The 121-acre East Elliot-MRS 01A project area is located approximately 12 miles northeast of downtown San Diego, California, in San Diego County, along the eastern boundary of the Camp Elliot FUDS, south of MCAS Miramar. The MRS was used by the Army, the Marine Corps, and the Navy as a training facility between 1917 and 1960. Documentation on the specific munitions-related activities conducted at the MRS has not been found, but a review of historical photos and maps indicates that tank training occurred in the vicinity and the MRS is within portions of two 75mm artillery range fans. Known or suspected munitions used at the MRS include 75mm artillery projectiles. The land is privately owned and is expected to be developed for residential use.

The RI field team conducted geophysical investigation at the MRS to identify areas where anomaly density indicated the presence of an impact area. However, the density of anomalies detected did not indicate potential impact areas at the MRS. No MEC or MD was observed during the RI field work. One MEC item, a 75mm HE projectile, was found and destroyed during the 1999 TCRA surface clearance. Other previous investigations found no evidence of MEC or MD on this MRS. Although available data indicates that remaining MEC is unlikely, there is a possibility that MEC is present. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

PROJECT ELIGIBILITY: The DOD is the only entity known to have conducted military activities on the MRS. Property was under the jurisdiction of the Secretary and owned by, leased to, or otherwise possessed by the United States at the time of actions leading to potential contamination by hazardous substances. The property was transferred from DOD's control prior to 17 October 1986. The DoD used the MRS for tank and artillery training using live and practice munitions from 1917 to 1960.

POLICY CONSIDERATIONS: There are no policy considerations that prohibit the revisions to this project. It is being revised in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017.

PROPOSED ACTIVITIES: This project will include all necessary Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response actions required to obtain Response Complete.

PROJECT DESCRIPTION: MMRP Project 05 is being added as a result of the delineation of Project 03, and is in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet. As a result of delineation, Project 05 is limited to a 523-acre MRS located in the central portion of the area designated as East Elliot.

The 523-acre East Elliot-MRS 01B project area MRS is located approximately 12 miles northeast of downtown San Diego, California, in San Diego County in the central portion of the area designated as East Elliot. The MRS was used by the Army, the Marine Corps, and the Navy as a training facility between 1917 and 1960. Documentation on the specific munitions-related activities conducted at the MRS has not been found, but a review of historical photos and maps indicates that tank training occurred in the vicinity and the MRS is within portions of small arms, mortar, and artillery range fans. Known or suspected munitions used at the MRS include small arms, mortars and 37mm and 75mm artillery projectiles. The land is privately owned and is used as a municipal landfill.

One MD item that appeared to be a projectile fragment was found during RI soil sampling activities at the MRS. No geophysical investigation was conducted at the MRS during the RI because extensive UXO clearance activities have previously been conducted on the MRS. A MEC item, one 75mm HE projectile, was found on the MRS by a landfill employee during grading activities in late 1996. The round was disposed of by personnel of CMS Environmental, Inc. An investigation was conducted on the MRS in 1996, and munitions debris from M80 37mm AP-T, M74 37mm AP, 75mm APC, MK29 75mm AP-T, M48 75mm HE were found. The investigation also discovered two live 75mm HE projectiles; which were detonated at the site. Additional OE removal operations in 1998 found and destroyed another 24 MEC items, all 37mm and 75mm projectiles. Although available data indicates a low likelihood of remaining MEC, there is a possibility that MEC is present.

The DoD used the property for tank, artillery and infantry training using live and practice munitions from 1917 to 1960.

POLICY CONSIDERATIONS: There are no policy considerations that prohibit the revisions to the original project and the addition of this project. It is being added in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017.

PROPOSED ACTIVITIES: This project will include all necessary Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response actions required to obtain Project Closeout.

PROJECT DESCRIPTION: MMRP Project 06 is being added as a result of the

(IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet. As a result of delineation, Project 06 is limited to a 2,244-acre MRS south of MCAS Miramar, surrounding the Project 05 area.

The 2,244-acre East Elliot-MRS 01C, 01D and 01F project area is located approximately 12 miles northeast of downtown San Diego, California, and is situated south of MCAS Miramar. The MRS was used by the Army, the Marine Corps, and the Navy, as a training facility between 1917 and 1960. Documentation on the specific munitions-related activities conducted at the MRS has not been found, but a review of historical photos and maps indicates that tank training occurred in the vicinity and MRS is within portions of several ranges including small arms ranges, mortar ranges, and artillery ranges. The land is publicly owned and is used for recreational purposes and for an electrical substation.

The RI field team conducted a geophysical investigation at the MRS to identify areas where anomaly density indicated the presence of an impact area. The density of anomalies detected over much of the MRS was low, but higher density in the northwest corner of MRS 01C and in the southern section of MRS 01D indicated potential impact areas. No MEC was observed during the RI field work. Four MD items, unidentifiable fragmentation, were found during the RI. However, one MEC item, an M67 105mm HEAT projectile, was reportedly found and removed during a 1991 biological survey, and during a 1996 OE investigation two 75mm HE projectile were found and detonated in place. Additional MEC including 37mm HE rounds, 75mm HE rounds, and 81mm mortars, many of which included fuzes, was found and destroyed by detonating during the 1998-1999 TCRA. MD found on the MRS included 37mm and 75mm AP and HE projectiles, fuze components, and an 81mm WP mortar. Available data indicates that the potential for remaining MEC is low; however, it is still possible for MEC to be present. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

FOR

DERP-FUDS MMRP PROJECT NO. J09CA006708

East Elliot-MRS 01E and Range Fans

CAMP ELLIOT

PROJECT DESCRIPTION: MMRP Project 08 is being added as a result of the

(IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet. As a result of delineation, Project 08 is limited to a 362-acre MRS consisting of the area identified as MRS 01E (93 acres) in the RI and the range fans area (269 acres).

The East Elliot-MRS01E and Range Fans MRS consists of 362 acres identified as MRS 01e (93 acres) in the RI and the range fans area (269 acres). The MRS is approximately 12 miles northeast of downtown San Diego, California. It was used by the Army, the Marine Corps, and the Navy, as a training facility between 1917 and 1960. Documentation on the specific munitions-related activities conducted at the MRS has not been found, but review of historical photos and maps indicates that it was a tank/vehicle training area. The range fans section of the MRS consists of the portions of two artillery range fans that extend east of the Camp Elliot FUDS boundary. Known or suspected munitions used at the MRS include artillery projectiles. The land is publicly and privately owned and is used for residential, recreational, and educational purposes.

The MRS 01E portion of the project area was not investigated during the RI due to extensive development for use as the West Hills High School. No MEC or MD was reported during the previous construction activities. The range fans were identified in the 2005 ASR but no other investigation of this area is known to have occurred. Based on the historical evidence of artillery range fans at the MRS, there is a possibility of MEC at the MRS. However, the probability is low because the nearby MRS’s appear to indicate that this area was not used. MC sampling has not been conducted at the MRS.

Further evaluation for potential MEC and MC hazards is warranted at the MRS.

The DoD used the property for tank and artillery training using live and practice munitions from 1917 to 1960.

CAMP ELLIOT

SAN DIEGO COUNTY, CA

April 2018 (Revision Date)

PROPERTY NAME: Camp Elliot (aka Camp Kearny, Camp Holcomb)

LOCATION: Camp Elliot is located approximately 12 miles northeast of downtown San Diego, CA, in San Diego County. The property is located in the vicinity of Latitude 32° 51' 59" N (32.86625445), Longitude 117° 03' 13" W (-117.05359250). Marine Corps Air Station (MCAS) Miramar borders much of the site. It is within California Congressional District 52, U.S. Environmental Protection Agency Region 09, and zip code 92071.

PROPERTY HISTORY: In May 1917, the U.S. Government leased 8,000 acres for the establishment of Camp Kearny. By July, additional acreage of adjacent land was leased bringing the total acreage to 12,721. In May 1941, a declaration of taking granted immediate possession of 19,298.25 acres. The Marine Corps used the land from 1941 to early 1944 for a training center. The site was then known as Camp Holcomb and later changed its name to Camp Elliot. Camp Elliot contained three permanent subsidiary camps, four bivouac areas and forty-one combat or firing ranges.

The Navy took command of Camp Elliot on 26 June 1944. The Navy used the site as a training and distribution center. Uses of the land included tank and small arms training.

The Tierrasanta and Fortuna Mountain areas were used for artillery training ranges during World War II. In early 1944, the Marines began leaving Camp Elliot for Camp Pendleton, approximately 35 miles north of Camp Elliot near Oceanside, CA. The Army had jurisdiction over the land from 1946-1947, but it was not used during those years.

In 1960, Camp Elliot was closed; 7,710 acres were transferred to Miramar Naval Air Station; and 2,961 acres were transferred to the Air Force. In 1961 the Navy reported approximately 15,000 acres as excess to the General Service Administration (GSA) for disposal.

The city of San Diego and San Diego Unified School District obtained portions of the site for public use and educational purposes under a community development plan.

Other parcels of various size were sold to private parties. The property for the Tierrasanta residential community, 1,800 acres, was purchased on 15 October 1968 by Leland S. Murphy and transferred to the Christina Development Co. The Mission Trails Regional Park was conveyed to the city of San Diego by quitclaim deed on 10 January 1964. This deed restricted the use of the 2,100 acre site to historic monument/public recreational purposes for 20 years. The East Elliot area was disposed of by the GSA via quitclaim deeds to private parties between 1973 and 1974. The parcels vary in size and the total area is approximately 3,200 acres. A landfill, operated by the county of

San Diego, is located within the East Elliot area. Area D, approximately 1,800 acres, includes land parcels that are used by California Western University and University of California as campuses, and land parcels used for Navy housing projects. There were numerous highway easements granted through this area. Area G, approximately 2,900 acres, includes properties that were disposed of by quitclaim deeds to private parties between 1963 and 1964. Area H, approximately 400 acres, was originally land that was withheld from Public Domain, but later returned.

PROPERTY VISIT: USACE has conducted several site visits and performed several environmental investigations and remedial activities since the property was determined FUDS eligible in 1991. A new property visit was not necessary for the preparation of this revised Inventory Project Report (INPR), as it is being prepared as a result of the 2015 Military Munitions Response Program (MMRP) Draft Final Remedial Investigation/Feasibility Study. Additional property visits will occur as follow-on work is planned and conducted.

CATEGORY OF HAZARDS: Military Munitions Response Program (MMRP). No Hazardous, Toxic, and Radioactive Waste (HTRW), Containerized Hazardous, Toxic, and Radioactive Waste (CON/HTRW), Community Relations (COMM/REL), Potentially Responsible Party (PRP) or Building Demolition/Debris Removal (BD/DR) projects are identified at this time.

PROJECT DESCRIPTIONS:

Project 01 (MMRP) – Camp Elliot - Tierrasanta: Project 01 was approved on 1 January 1990. The project achieved RIP/RC on 30 September 1995 and is currently in the LTM phase. This revised INPR does not address this project.

Project 02 (MMRP) - Camp Elliot – Mission Trails: Project 02 was approved on 1 January 1990. The project achieved RIP/RC on 30 September 1996 and is currently in the LTM phase. This revised INPR does not address this project.

Project 03 (MMRP) – East Elliot-MRS 01A: Project 03, originally named Camp Elliot – East Elliot, was approved 1 May 1992. Based on the investigation and results, the MRA is being delineated into 5 MRSs in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process, dated 26 May

2017. Project 03 is being revised and Projects 05 through 08 are being added as described below. The MRA acreage is updated and increasing from 3,189 acres to 3,305 acres to properly include the area that was originally part of the project.

Project 03 is now limited to a 121 acre East Elliot-MRS 01A. No MEC or MD was observed during the RI field work, but one MEC item, a 75mm HE projectile, was found and destroyed during the 1999 TCRA surface clearance. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the

MRS.

Project 04 (MMRP) - Camp Elliot – Areas G, H, & D: Project 04 was approved on 1 May 1992. The RI/FS phase is currently underway. This revised INPR does not address this project

Project 05 (MMRP) – East Elliot-MRS 01B: MMRP Project 05 is being added as a result of the delineation of Project 03, and is in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet.

As a result of delineation, Project 05 is limited to a 523-acre MRS located in the central portion of the area designated as East Elliot. No MEC was found at the MRS during the RI but one MD item that appeared to be a projectile fragment was found during soil sampling activities. Several MEC and MD items from 37mm and 75mm projectiles were found during previous investigations and clearance activities, during which all MEC items were detonated at the site. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

Project 06 (MMRP) – East Elliot-MRS 01C, 01D and 01F: MMRP Project 06 is being added as a result of the delineation of Project 03, and is in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet.

As a result of delineation, Project 06 is limited to a 2,244-acre MRS located in the vicinity of a suspected tank training area and within portions of several ranges including small arms ranges, mortar ranges, and artillery ranges.

Project 07 (MMRP) – No Action Area-MRS 01G: MMRP Project 07 is being added as a result of the delineation of Project 03, and is in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet.

As a result of delineation, Project 07 is limited to a 55-acre MRS located in the northeast corner of the original MRA. There is no historical information that this land was ever used for any munitions-related training. There are no known reports of MEC or munitions debris being found on any portion of the MRS. No evidence of MEC or MD was found during the 1998-1999 TCRA and RI. . All available data indicates the MRS was not located within an impact area and that MEC is unlikely to be present within the MRS. No unacceptable risk to human health or ecological receptors is expected as a result of exposure to MC at the MRS.

Project 08 (MMRP) – East Elliot-MRS 01E and Range Fans: MMRP Project 08 is being added as a result of the delineation of Project 03, and is in accordance with the Interim Guidance Document (IGD) for the FUDS Project Delineation Process dated 26 May 2017, the information in the Draft Final Remedial Investigation/Feasibility Study Report (December 2015), the Final Engineering Evaluation/Cost Analysis (August 1999) and in accordance with the MMRP Project Delineation Worksheet.

As a result of delineation, Project 08 is limited to a 362-acre MRS consisting of the area identified as MRS 01E (93 acres) in the RI and the range fans area (269 acres).

However, the possibility is very low because the nearby MRS’s appear to indicate that this area was not used. MC sampling has not been conducted at the MRS. Further evaluation for potential MEC and MC hazards is warranted at the

MRS.
