Closure of Underground Storage Tanks (USTs) W912PL‐20‐R‐0052 Defense Fuel Supply Point (DFSP) Moffett Field Moffett Federal Airfield (MFA), CA
SECTION C
DESCRIPTION AND SPECIFICATIONS
Performance Work Statement (PWS)
Closure of Underground Storage Tanks (USTs)
Solicitation No. W912PL‐20‐R‐0052
28 May 2020
1.0 Background and Introduction
The project site is the former Defense Fuel Support Point (DFSP) fuel facility at Moffett Field, Santa Clara County, California, and borders the cities of Mountain View and Sunnyvale. The fuel facility is on the northeast portion of the National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) Property, formerly called Naval Air Station (NAS) Moffett Field. The fuel facility encompasses approximately 4 acres and is bordered by the Moffett Field Golf Club, Hangars 2 and 3, the airfield, and industrial and commercial buildings. DFSP Moffett Field is a former industrial facility that received, stored, transferred, and delivered fuel until operations ceased in December 2003.
This Performance Work Statement (PWS) describes activities in support of regulatory closure of the DFSP fuel facility, as detailed in the Closure Plan Former Defense Fuel Support Point at Moffett Field, Santa Clara County, California, (May 2016), approved by Santa Clara County Department of Environmental Health (DEH), Hazardous Materials Compliance Division (HMCD) (see Attachment A). The fuel facility includes five (5) inactive bulk field constructed underground storage tanks (USTs) and has approximately 56,500 barrels (bbl) (2,373,000 gallons) of storage capacity.
The purpose of this project is to permanently close the fuel tanks and piping in accordance with CCR Title 23, Division 3, Chapter 16, Article 7: Underground Storage Tank Requirements; UFC‐460‐01, Chapter 14; and other applicable Federal, State and local laws and regulations, by completely demolishing and removing the tanks, with resulting excavations backfilled and compacted for future use.
This PWS covers closure of two primary components and six secondary components of DFSP Moffett Field. The objective is to receive official closure documentation and acceptance by the regulatory body.
In order to receive official closure documentation, all components must be compliant for closure and meet regulatory compliant standards.
The two primary components are:
1. Bulk Storage Tank Area (including USTs 137, 138, 139, 140), also referred to as “fuel farm area” is on East Patrol Road just north of Building 545. Each fuel farm UST is field-constructed (cut-and-over), vertical-type, welded steel cylinder with a steel top and bottom and ‘I’ beam-column supports. The 15,170 barrel (bbl) cylinder’s inside measurements are 88-feet in diameter and 13-feet-high. Groundwater was measured approximately between 7.5 and 8.0 feet below ground surface (bgs) during the geotechnical and hydrogeological investigation in April 2019 (Geotechnical and Hydrogeology Report. [AECOM], 2019).
2. The Day Tank Area on Macon Road, east of Building 686. The day tank (UST 253) is a field constructed (cut-and-cover), vertical-type, welded steel cylinder with a steel top and bottom and ‘I’ beam-column supports. The 15,170 barrel (bbl) cylinder’s inside measurements are 21-feet in diameter and 11.6-feet-high. Groundwater was measured approximately between 7.0 and 8.0 feet below ground surface (bgs) during the geotechnical and hydrogeological investigation in April 2019 (Geotechnical and Hydrogeology Report. [AECOM], 2019).
The following six secondary components have been inspected and are presumed to be compliant for closure. Although these components have been inspected, no official closure documentation has been provided. Therefore the project objective includes any further additional work associated with the following components that may be required by the HMCD to achieve official closure.
3. The Truck Loading Facility (truck rack) Building 141, is located west of the intersection of East
Patrol Road and Macon Road. The truck rack has four (4) islands within a bermed secondary containment area with drainage troughs under a canopy.
4. Fuel Hydrant Stations includes, four (4) high-speed aircraft fueling hydrant stations and manifold piping located on the airfield ramp west of Building 686. The hydrant stations are located on concrete pads surrounded with concrete berms. The hydrants were constructed in two phases;
originally in 1976, and reconfigured in 1983 to replace the original skid-mounted hydrant stations. The original hydrants were located northeast of the existing hydrant stations, in the center of each aircraft lane.
5. Fuel Dock Pipelines includes two (2) parallel ten-inch butt-welded steel pipelines originally ran from the fuel pier, located in the Guadalupe Slough, south to the four bulk fuel USTs at the fuel farm in a 3,010 foot corridor. The two (2) ten-inch fuel dock pipelines which ran aboveground from the fuel dock to North Patrol Road were removed in 2012 (NASA – ARC, 2012). The remaining length of piping, running underground from North Patrol Road to the four USTs at the fuel farm is scheduled for closure.
6. Day Tank Pipeline includes; one 8-inch underground pipeline in a 2,100 foot corridor; an eight-inch butt-welded steel pipeline runs underground from the fuel farm northwest to the day tank area, terminating aboveground at the day tank area.
7. Truck Loading Facility Pipeline includes; one 6-inch underground pipeline in a 1,165 foot corridor; and two (2) six-inch butt-welded steel pipelines run parallel underground from the fuel farm south and west to the truck loading facility, terminating at the aboveground manifold on the west end side of the truck loading facility.
8. Fuel Hydrant Pipelines include; two (2) underground pipelines (6”- and 14”-diameter) in a 2,270 foot corridor.
The fuel facility was established by the Navy in 1951, and operated by the Navy from 1951 to 1994.
NASA‐ARC currently owns the property where the fuel facility is located. Defense Logistics Agency (DLA) has been a tenant since 1994, and operated the fuel facility under a Host Tenant Real Estate Agreement and a Memorandum of Agreement. DLA ceased fuel operations at DFSP Moffett Field in 2003, and the fuel facility is currently in caretaker status and is the responsibility of the DLA Energy Division. In June 2005, the UST and associated pipelines were emptied and cleaned (Innovative Technical Solutions, Inc.
[ITSI], 2005).
The Hazardous Materials Program within Santa Clara County Department of Environmental Health (HMCD) is the Certified Unified Program Agency (CUPA) for Moffett Federal Airfield. CUPAs are agencies certified by the California Environmental Protection Agency (EPA) to administer certain hazardous materials program areas, including USTs operation and UST closure. Select portions of the fuel facility have been closed with Santa Clara County DEH (HMCD). In July of 2016, Oneida Total Integrated Enterprises (OTIE) was contracted by the US Army Corps of Engineers (USACE) to close the Bulk Storage Tank area, Day Tank Area, Truck Loading Facility, Fuel Hydrant Stations, and their associated pipelines.
As of date to the 2018 January Interim Closure Report, all surficial positioned tank materials including pipelines were removed or closed‐in‐place under observation and to the satisfaction of the HMCD (Underground Storage Tank and Appurtenances Closure Report (Interim). [OTIE]. 2018).
The following elements listed below have been either closed or prepared for closure to the satisfaction of the HMCD inspector, but may still require official closure documentation:
Remaining Pipeline corridors (Fuel Dock, Truck Loading, Day Tank, Fuel Hydrant) were prepared for closure by removal and closure-in-place (CIP) in 2017.
Four Fuel Hydrant Stations located on the airfield ramp west of Building 686 were prepared for closure by removal and CIP in 2017.
The Truck Loading Facility (including Building 141 and islands) located west of intersection of East Patrol Road and Macon Road was prepared for closure by reassembly to remain on-site as clean steel in 2017.
Aboveground storage tank (AST) 253 at the Day Tank Area was removed in 2015 under HMCD Service Request 084761.
ASTs 328, 360, 361, 362 at the Fuel Farm Area were removed in 2015 under HMCD Service Request 084761.
The NASA Pipeline that ran from the day tank area to the west side of the air field was closed in 2009 under HMCD Service Request SR0832536.
The aboveground portion of fuel dock pipelines was closed in 2012 under HMCD Service Request
SR0837933.
Five drywells were removed from the fuel farm area in 2001 – referred to as the Moffett Federal Airfield Site 5 North Fuel Farm Dry Wells under GeoTracker ID T10000000191.
UST 26 was removed from the fuel farm area in 1991– referred to as Moffett Field NAS UST 26 under GeoTracker Global ID T10000002831.
UST 17 was removed from the day tank area in 1993 – referred to as MFA Tank 17 under GeoTracker Global ID T0607592374.
Initial attempts by OTIE to remove the tanks were discontinued in 2017 due to unexpected high levels of groundwater encountered at the Bulk Storage Tank Area. USACE then contracted AECOM to conduct a geotechnical and hydrogeological study that was completed in 2019 to support the required design of dewatering and shoring systems for the removal of the five USTs.
Under this closure effort the remaining fuel facility infrastructure will be inspected, cleaned of fuel product (as necessary), physically disconnected, and portions dismantled and/or demolished for removal and disposal off‐site utilizing the geotechnical and hydrogeological recommendations in the 2019 Geotechnical and Hydrogeological Report(AECOM, August 2019); pursuant to State of California Underground Storage Tank Requirements, California Code of Regulations (CCR) Title 23, Division 3, Chapter 16, Article 7 and Unified Code of Regulations (UFC)‐460‐01, Chapter 14.
The Contractor shall support technical oversight of subcontractors including laboratory quality assurance oversight and assessments, initial analysis and recommendations for technical response to unscheduled changing conditions or impacts, and alternatives for revised compliance requirements. This may include efforts such as engineering troubleshooting, initial technical evaluation of new or proposed changes to regulations, and evaluation of impacts.
The Contractor shall be responsible for fully executing the firm fixed price type contract under a Performance‐Based Acquisition (PBA) approach by conducting required environmental services for which the United States Department of the Army (the “Army”) is statutorily responsible; addressing any and all environmental, scheduling, and regulatory issues; and, assuming contractual liability and responsibility for the achievement of the performance objectives for the support of the permanent closure of DFSP Moffett Field USTs and fuel facilities at NASA Ames Research Center.

The monthly report shall include an updated project schedule. The report shall be clear and concise covering all major work activities and deliverables, and identifying potential issues with a plan to resolve such issues. The report shall include progress towards achievement of the performance objectives and delineate proposed actions to accomplish future project milestones, and Safety Exposure Report (SER).
2.3 Task 3 – Field Activities for Closure
2.3.1 Pre‐Mobilization
The Contractor shall be responsible for all their staff and their subcontractors to be documented workers as U.S. Citizens or under U.S. Government permit. The Contractor will provide schedules for gaining access to the site to USACE and NASA on company letterhead.
2.3.1.1 Permits and Fees
The Contractor shall prepare applications, acquire all permits, and pay associated fees, and make notifications (to include signage) in compliance with Local, State, Federal, USACE, DLA, and NASA requirements.
These permits may include, but are not limited to;
Santa Clara County HMCD Permits Bay Area Air Quality Management District (BAAQMD) Permits General Permit for Discharge of Storm Water Associated with Construction Water Discharge Permits (NPDES) Subsurface Excavations Spill Prevention, Control, and Countermeasure Plan NASA – ARC Permits and Notifications Moffett Airfield Access and Travel Confined Space Entry Permit
This effort also includes preparing necessary documentation and payment of associated fees for well registration, and/or removal/destruction under controlling regulatory guidelines. The groundwater monitoring wells and cathodic protection wells are shown in Attachment A, Closure Plan, Tables 4 and 5.
2.3.1.2 Inspection
Areas where work is conducted will be inspected and documented prior to work initiation each day and in each area. All areas will be kept free of debris, dusts, loose fibers or chips, etc. Proper containment will be utilized as required. Work will be conducted in manner that will provide NO EXPOSURE at any time. Work areas will be inspected again for cleanliness and documented prior to moving to another area to work by all individuals performing this function and at the end of each work day. Work will be performed during normal duty hours based on the needs of DLA (the Customer).
Tank system elements (e.g., tanks, pipelines, filter and surge vessels), will be inspected and measured for conditions and certification as applicable. Tank elements shall be free of product, sludge, rinseate, and debris to the extent that no material can be poured or drained from them when held in any orientation (e.g. tilted, inverted, etc.). A thorough visual inspection of the tank interior and exterior will be performed by a qualified and experienced practitioner to confirm the tank element is cleaned or requires ‘cleaning’ to comport to the appropriate ‘clean’ standard.
2.3.1.3 Abatement/Encapsulation and Removal
The Contractor’s approach and methodology will be developed based on the findings and recommendations of the materials inspection report, interim closure report, geotechnical and hydrogeological report, and those provided in Attachment A, Closure Plan, Tables 8, 9 and 10.
Given that substantial portions of the fuel system are buried, certain fuel system elements may only be accessible for abatement after the NASA‐ARC permit is issued;
select preconstruction events have been completed, and at various stages of intrusive effort (e.g., excavation) has finished. Consequently, the sequence of work may include a pre‐construction abatement and controls effort for accessible fuel system elements, followed by additional abatement and controls efforts during construction. The analytical results will be used to support or adjust the removal, handling and disposition aspects.
2.3.2 Mobilization
The Contractor’s mobilization efforts shall include delivery of the equipment and material necessary for performance of the project. The Contractor may choose to place a temporary trailer office and storage containers at fuel facility area. The areas will be presented in Task 1 Project Kick-Off Meeting and approved by USACE, DLA, and NASA prior to mobilizing.
2.3.3 Site Preparation and Setup
The Contractor’s site preparation shall include delineating work areas, staging areas, material consolidation areas, the decontamination area, and staging and storage areas. Preparatory measures for site construction tasks, temporary environmental protection measures, waste management procedures, site security controls, health and safety, and quality control will be put into place.
Facility improvements included as UST appurtenances (e.g., equipment and associated electrical, water lines, control/alarm lines and assemblies, power supplies, transformers, emergency generator, cathodic protection assemblies, lighting, and piping, thoroughfares, fencing, surface storm‐water controls) will be identified for protection, removal or scheduled outage. Elements will be identified, traced, and mapped to document systems to be removed and establish the appropriate methods and points of isolation. Utilities that will not be removed but may present workplace hazards (e.g., water lines, power lines, control circuits, communication lines) will also be identified with NASA (as part of the permit process) to determine the need for temporary outages or implementation of special control measures.
Additional preparation and set‐up activities may include: 1) placement of materials for water resource protection and sediment controls (e.g., best management practices under the SWPPP) and 2) protective for resource element protection (e.g., burrowing owl elements, protected vegetation, protected buildings).
The Contractor shall include biological monitoring, inspection, implementation of mitigation measures, and pest management for compliance with Migratory Bird Treaty Act (MBTA), protected species, and other natural resources support necessary to achieve no impact for interim UST, piping and appurtenance closure.
2.3.4 Groundwater Dewatering
Considering the depth of the UST and elevation of groundwater, removal will extend into the saturated zone. Dewatering and liquid disposition will be necessary for the removal of USTs.
The Contractor should base dewatering design on the data in the 2019 Geotechnical and Hydrogeology Report. At a minimum, the dewatering system should include shoring and vertical groundwater extraction wells. For cost estimating purposes, excavations may have a plan dimension of 120 feet by 475 feet, and be 15 feet deep at the Bulk Storage Tank Area, and 75 feet by 75 feet and be 15 feet deep at the Day Tank site to provide adequate access for equipment to demolish and remove USTS (Geotechnical and Hydrogeology Report. [AECOM], 2019). It is estimated that the Bulk Storage Tank Area would require a total of 14 to 16 pumping wells pumping at a total rate of 240 to 350 gallons per minute (gpm) to dewater the Bulk Storage Tank Area and 6 pumping wells pumping at at a total rate of approximately 96 gpm to lower the groundwater to 3 feet below excavation (Geotechnical and Hydrogeology Report.
[AECOM], 2019).
To reduce the total dewatering demand from the Bulk Storage Tank Area, the excavation could be divided in half by installing a sheet pile partition through the center of the site (Geotechnical and Hydrogeology Report. [AECOM], 2019).
When groundwater is encountered, groundwater samples may be required as described in the Recommended Minimum Verification Analyses for Underground Tank Leaks (available at www.unidocs.org) and applicable Regional Water Quality Control Board guidelines.
2.3.5 Sheet Pile Shoring and Cutoff Wall Design
Based on the geotechnical and hydrogeological analysis, a temporary sheet pile wall is the recommended method to shore the temporary excavation and to control the volume of groundwater that the dewatering system will discharge (Geotechnical and Hydrogeology Report.
[AECOM], 2019). It is estimated that the sheet piles will need to extend approximately 30 feet below the bottom of the excavation in order to retain the 15 feet vertical cut and adequately control groundwater flow into the excavation.
The sheet piles will provide the following:
Grade barrier to reduce groundwater flow into excavation during dewatering;
Mitigate potential to draw possible contaminant plumes in surrounding area by confining the dewatering system locally;
Shoring system to support the side of excavation and accessibility to the tank Stability to both sides bottoms of excavation to support removal and backfilling operations
The sheet pile design engineer must be qualified and have a thorough understanding of the subsurface conditions and recommended soil parameters presented in the 2019 Geotechnical and Hydrogeological Report. The Contractor will submit their design to USACE and AECOM for review. The contractor may propose reasonable alternatives to sheet piles if other cost effective methods for shoring and seepage cutoff wall can meet the objectives above.
2.3.6 Removal and Closure for Area USTs
The Contractor shall remove by deconstruction and/or demolition the areas listed below in accordance with the HMCD approved Closure Plan provided in Attachment A.
Fuel Farm Area Day Tank Area
If applicable, the Contractor shall remove and/or demolition any remaining surficial elements at the areas listed above. This may or may not include:
Three (3) Portland concrete cement (PCC) vaults positioned above UST 253.
One (1) dead transformer at the Bulk Storage approximately 20 ft by 20 ft.
2.3.7 Manifest, Disposal, and Salvage Documentation
The Contractor shall utilize the discharge alternatives for the groundwater dewatering effort outlined in the 2019 Geotechnical and Hydrogeological report.
The Contractor shall provide manifests and documentation regarding the disposal of hazardous materials from the site a minimum of 72 hours prior to expected transport to designated representative of DLA for review, approval and signature. Demolition materials shall be recycled as appropriate and in accordance with DOD pollution prevention guidelines and requirements, as well as all local, state, and federal laws and regulations. The Contractor shall maintain type of material/salvage, weight, and the salvage funds received in a daily transport log. See Attachment A, Closure Plan, Table 6 for more information regarding anticipated waste streams and quantities.
2.3.8 Backfill, Grading and Final Restoration
The Contractor shall backfill and grade excavation as specified in the approved removal work plan prepared as part of Task 2 Project Plans. The American Society for Testing and Materials (ASTM) Method D1557 shall be met for fill, and compaction.
The grades contours will meet the surrounding lines, elevations and grades to support the sheet flow drainage to existing drainage swales and ditched. Seed selection for revegetation will be completed in consultation with NASA‐ARC natural resource manager.
2.4 Task 4 – Additional Sampling
The Contractor shall provide a cost by location listed below, where the HMCD Inspector may require additional soil samples and associated lab analysis for verification of content or constituents of concern shown in Attachment A, Closure Plan, Table 7.
A sample at the secondary containment pad discharge valve/drain Emergency Generator footprint Under vaults or other low points within the containment pad where fluids may have been collected, (if failure in the pad are evident or there is evidence of staining) In the event that soil in soil samples collected between 0-1 foot bgs exhibits a noticeable presence of formally stored fuels (e.g., discoloration or petroleum odor); an additional sample may be required collected from a depth between 1.5 to 3 feet bgs.
Water samples will be collected at a frequency in conjunction with the disposal facility requirements.
