1. SCOPE

1.1 Design and construct the Joint Simulation Environment (JSE) Facility at Edwards AFB, CA in accordance with the criteria contained herein and using industry standard materials and efficient practices. The objective of this contract is to design and construct the required facility as described in this document and Section 01 10 11, Room-by-Room Requirements, and to meet the operational requirements of the Air Force. The Contractor shall provide all labor, equipment and material to perform the design and construct the complete, operational facility.

The Contractor is responsible for visiting the site during a prescheduled site visit of all bidders prior to submitting his proposal

1.2 The Contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, interior design, structural, mechanical, electrical, civil, landscape and other engineering features of the work shall be accomplished, reviewed, approved and sealed by engineers, architects and interior designers who are licensed professionals with a minimum of three years’ experience to practice in their respective professional field in a state or possession of the United States. The structural interior design (SID) shall be designed/supervised by a registered or certified (as appropriate for the state) interior designer who is NCIDQ certified. The Contractor’s team shall include an accredited professional in sustainability under one of the third party certification systems. The professional shall have the responsibility to coordinate the design and construction efforts in achieving the requirements of paragraph 5 Sustainable Design.

1.3 The design and construction of the facility shall conform to the Edwards AFB Design Standards (latest edition) included in the Appendix. Features differing from the requirements in this RFP may be allowed if said changes otherwise provide the same level of function, quality and performance established in Solicitation.

However, the offeror’s proposal shall be based on the specifications and drawings contained within this RFP package without deviations. This does not limit the successful offeror from proposing changes to the RFP design during the design phase of the project after award. The Government will be the sole authority in determining if changes are acceptable.

1.4 The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation will alleviate him from performing any additional design as required to produce a complete set of construction documents. The following provisions shall be maintained in the Contractor’s design:

1.4.1 Provision 1: Gross Square Feet: The Contractor’s design shall provide similar square footage area overall, and on a room by room basis as shown in the Government’s conceptual design. Overall square footage however may not exceed the 1391 allowed scope.

1.4.2 Provision 2: Equivalent Functional Arrangement: The Contractor’s design shall provide equivalent functional arrangement of rooms and spaces as shown in the Government’s conceptual design.

1.4.3 Provision 3: Overall Site Limits: The Contractor’s design shall be limited to the general extents of the Project site shown in the Government’s conceptual design.

1.4.4 Provision 4: Gross Glazing Area: The Contractor’s design shall provide at a minimum, the same overall glazing area as shown in the Government’s conceptual design. Glazing area may be increased, but not decreased from that indicated in the Government’s conceptual design.

1.4.5 Provision 5: Sustainable Design: The Contractor’s design is required to meet the sustainable design guidelines required by this RFP. If the Contractor determines that alternate assemblies or functional arrangements are better suited for the achievement of sustainable design goals, the Contractor may propose those changes. Changes can only be incorporated under the review and approval of the Government.

1.5 The Government’s conceptual site drawings indicate the general location of the facility, its approximate maximum size, and other system parameters that represent functional relationships of the project program. The Contractor’s design shall maintain functional relationships regardless of individual design decisions/changes made.

1.6 The Government’s conceptual facility and site design provided in the RFP documents illustrates intent and functional relationships and does not indicate all necessary construction requirements or components. The written RFP describes associated technical, performance and systems requirements. The Contractor is responsible for the complete Project design, shall retain all responsibilities, and be recognized as the Designer of Record.

1.7 Options: These options are not required to be exercised incrementally.

1.7.1 Option #1 – Low Profile Raise Flooring in Office Areas. This option includes all design and construction for 3” – 4” access flooring in the following areas: JSE Cubicles, EWS Cubicles and EWB Cubicles. The intent of this option is to provide flexibility with the open cubicle floorspace for power and comm hookups.

1.7.2 Option #2 - Compartmented Areas within SCIF. The facility base bid has identified the perimeters of SCIF construction and some compartmented areas (CAs) on the RFP drawings. A majority of the internal walls within the SCIF for base bid are true floor to ceiling however are not STC 50 rated per ICD/ICS 705 v1.4 standards for CAs. Access Control Systems are still applicable and as indicated in the 01 10 11.

The option is to provide nearly full compartmentalization of all spaces within the SCIF to an STC 50 rating which includes doors. This option is currently shown on the drawings under A-101A and delineated with different colors. The CA’s shall be built to the standards of ICD/ICS 705 v1.4.

1.7.3 Option #3 – Telescoping Seating in Main Auditorium Room. The base bid shall be to provide a permanent stadium seating solution for this space. The retractable seating option shall accommodate a sealed concrete flat floor surface to allow space flexibility when it is stored to one end of the room. Seating system shall be power assisted, platform understructure to be powdered coated matt finish, deck shall be carpeted, fluted aluminum nosing at stair treads, aisle lighting system, and

SECTION 01 10 10 Page 4 safety side rails. Seating quality requirements in accordance with section 10.14.11.8.

1.7.4 Option #4 – Antenna Rooftop Stand. Provide rooftop stand and roof access stairway as indicated in the drawings, with similar properties to product shown in Appendix Y. See section 10.13.3.5 for more information. Provide (4) 4-inch conduits from each HITL bay originating under the raised access flooring near the Ante Bay. Penetrations shall be IAW ICD/ICS 705 v1.4 and roofing system manufacturer’s recommendations. The stand requires (8) standard 120 VAC receptacles will be required for this space for test equipment and maintenance.

1.8 Construction Phasing:

1.8.1 Interim BOD - In the contractor’s design and construction schedule, it shall be identified under separate task and prioritized for the completion of the High Fidelity Cockpit Room and HITL spaces as early as possible for interim BOD. Interim BOD will allow for the user’s simulator installer to begin the installation of the simulator equipment in these spaces. Warranty and final commissioning of these spaces does not start at interim BOD but at the final facility BOD. These spaces shall be prepared and outfitted with enough supporting infrastructure to receive the simulator parts while the remainder of the facility is under construction. The contractor must coordinate with the simulator installer to make sure all requirements are met prior to installing. At a minimum, the spaces need to be accessible, have power, lighting, foundation, interior walls and building envelope.

The building of the simulator domes takes time and the customer mission would be impacted if this task started at final facility BOD. The objective timeframe for the interim BOD on the noted spaces above is 90 days prior to Final BOD.

1.8.2 Construction Security Access – During construction Bldg 1019 may be demolished only after temporary Access Control Points (ACPs) have been established at the IFAST Bldg 1020 and BAF Bldg 1030 ends of the 412 EWG compound. The contractor must provide all interior fencing to isolate these two separate compounds so that they may operate independent and do not conflict with construction site. The 412 EWG will be responsible for establishing the ACP’s (GF/GI) with required power and communications to function during construction.

These facilities will be in place prior to the Contractor breaking ground. The contractor must provide conduit and cabling to these security features back to the Security Room in the front lobby of the JSE Facility prior to project completion.

Vehicular and Pedestrian gates to these individual compounds must be maintained and not blocked off. The construction phasing above allows the base security forces to identify the construction zone as a “free zone” for the contractor to gain access without restrictions. Only after this is performed may the contractor remove the west side fencing to access the site. When construction fencing has to be removed or relocated, this must be coordinated with the security forces two weeks in advance. In no case shall the compound fencing of either building or the airfield fencing be compromised and left open without supervision.

1.8.3 Joint Occupancy and Contractor Agreements – The project will have multiple contractors working on separate Government contracts for this project outside of the contract identified within this RFP. These contractors are for the IDS and ACS Systems, Simulators, FF&E, and Communications. The separate Government

SECTION 01 10 10 Page 5 contractors must be coordinated with during the design and construction process where work interfaces or otherwise requires joint participation to accomplish the Government’s requirements. During construction joint occupancy will be required for these contractors to properly outfit the spaces in concert with the Building Contractor’s schedule.

2. SUMMARY DESCRIPTIONS

2.1 This project will construct up to the allowed 1391 scope of 72,140 square foot multistory Joint Simulation Environment Facility at Edwards AFB, CA. The project shall be designed within the criteria prescribed in UFC 1-200-01, UFC 3-600-01, and operations and maintenance manuals. See paragraph 4.14 for a list of applicable codes and criteria.

2.1.1 This project is intended to provide a ground test facility that can accommodate multi-level security, with multiple airframes and weapon systems. The facility will house simulators which can test 5th generation aircraft capabilities that are otherwise cannot be performed in open air ranges.

2.2 SITING SUMMARY. The new building will be sited within the 412 EWG campus at Edwards AFB. The building site is located between buildings 1020 and 1030 and is off of Wolf Avenue. See sheet G-101 for more information. Preliminary geotechnical information has been included in this RFP (see paragraph 8 for more information).

2.3 BUILDING CONSTRUCTION SUMMARY: The facility will be type IIB construction. Materials and finishes will take cues from the adjacent buildings and comply with the Edwards AFB Design Standards.

3. DESCRIPTION OF CONDITIONS AND OPERATIONS

3.1 BASE DESCRIPTION: The 412th Test Wing is the host wing for Edwards AFB.

The 412th Test Wing Plans, conducts, analyzes, and reports on all fights and ground testing of aircraft, weapons systems, software and components as well as modeling and simulation of the U.S. Air Force.

3.2 BACKGROUND: The Air Force’s 5th Generation aircraft testing capabilities are becoming increasingly limited in open air ranges. In order to support the Air Force’s needs of developmental and operational testing a new facility is required which is organic to the Air Force. The JSE is a robust modeling, simulation and analysis (MS&A) infrastructure that enables accurate evaluation of multi-domain capabilities across all classification levels, critical for force development. JSE will directly support the Air Force investment in MS&A to enable rapid assessment of advanced technologies and concepts developed by government, industry, and academia in consistent operational environments. JSE is a MS&A infrastructure which will support basic research, war gaming, development planning, experimentation campaigns and operational/strategic analysis.

4. DESIGN SUBMITTAL REQUIREMENTS

4.1 The design requirements within this Section 01 10 10 and the following Section 01 10 11 represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this RFP, although not all attached within this RFP document, are modified to the extent indicated within this section. Each Offeror shall be responsible for obtaining any documents not attached as part of this RFP but referenced as criteria for the project. Requirements of this section may add to criteria contained in the referenced documents and this section shall be deemed the controlling authority of any changes to the other referenced documents and criteria

4.2 DESIGN STANDARDS. Equipment, hardware, and materials shall be standard manufactured domestic items unless otherwise specified. Replacement parts shall be standard and readily available through commercial means. Discontinued products will not be accepted unless approved by the Contracting Officer.

4.3 CODES. The design, materials, equipment, and installation shall be in accordance with the requirements of the listed codes and design manuals, with the requirements of this section, and with the listed specifications. The building will be of a noncombustible construction classification. Wood structural elements will not be acceptable.

4.4 IMPERIAL DESIGN. This project shall be designed in Imperial/English inch-pound (I-P) units per the preference of the Using Agency and Major Command.

4.5 DRAWINGS. Attached drawings provide information on the project site and functional arrangement and relationships of internal components. Changes and adjustments to the site and building plan arrangement are allowed subject to provisions established in Paragraphs 1.3 and 1.4.

4.6 FIELD INFORMATION. The utility and as-built information provided in the drawings is the best information available. It is provided to assist the offerors in preparing their proposal and then during the design of this project. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. Gathering information during design shall be coordinated through the Contracting Officer. Any survey required to provide utility locations, manhole inverts, verification of existing features, etc. shall be the responsibility of the Contractor and shall tie into the project datum.

4.7 DESIGN DETAILS AND STANDARDS. The Contractor shall create design details as required, but shall conform to the requirements of the RFP, and are subject to approval by the Government.

4.8 ASBESTOS AND LEAD BASED PAINT (LBP) SURVEY. Two facilities are identified for demolition on job: Buildings 1019, 1030B. Hazmat surveys are available for both facilities and have been attached to the Asbestos Specification 02 80 00. Contractor shall review these surveys and prepare bid accordingly to include abatement where applicable. Contractor shall perform supplemental HAZMAT (asbestos, lead, PCB, etc) surveys of the buildings prior to any

SECTION 01 10 10 Page 7 demolition work; to identify and quantify any HAZMAT to be abated or removed from the structure to be renovated/demolished. A full report of the survey findings shall be provided to the COR and Base Personnel as described in the specifications. Any Asbestos Containing Material (ACM) will be abated IAW USACE EM 385-1-1, Safety and Health Requirement Manual, and all applicable federal, state and local laws and regulations. All other Regulated Materials shall be disposed IAW all applicable federal, state and local laws and regulations.

4.9 SPECIFICATIONS. The Contractor shall follow all Unified Facilities Guide Specifications (UFGS) already included in this RFP, and the Contractor shall also provide all other applicable, edited UFGS sections as required for the design and construction of this project. The Unified Facilities Guide Specifications can be retrieved at http://www.wbdg.org/ccb/. Items to be deleted from the specifications shall use the “strikethrough” formatting process to delete any portion of the specifications. Additions to the specifications shall be shown in a color font.

Unless noted otherwise, material specifications, equipment efficiencies, equipment listing (i.e., UL, ANSI, NEMA, etc,), testing requirements, execution, etc., shall not be changed unless dictated by more stringent requirements in this RFP, including technical criteria such as codes and government and industry publications that are referenced in this RFP. 4.9.1 UFGS Selection. UFGS that have been unified for use by all participating agencies have a level 3 or level 4 MasterFormat™ number. UFGS that are agency-specific have a fifth level number indicating it as an agency specific specification. A specification that has a fifth level number "10" indicates USACE, a "20" indicates NAVFAC, a "30" indicates AFCESA and a "40" indicates NASA.

Preparing agencies are indicated in the UFGS header of each specification. The DB Contractor must adhere to the following order of precedence in selecting UFGS sections: first, a UFGS specific to the project’s installation; second, a USACE specification; third, a unified UFGS if one is available; and lastly, a UFGS specific to another DoD agency.

4.9.2 The Contractor shall not edit the UFGS sections to the point that they no longer contain any original information. Edits to the UFGS sections is permitted only in such instances that the language becomes specific to this project.

4.10 SUSTAINABLE DESIGN. The Contractor’s design shall comply fully with the requirements of UFC 1-200-02, High Performance and Sustainable Building Requirements. See also paragraph 5 SUSTAINABLE DESIGN for more information and additional requirements.

4.11 ANTI-TERRORISM/FORCE PROTECTION (AT/FP). This project will comply with the AT/FP requirements of UFC 4-010-01, DOD Minimum Antiterrorism Standards for Buildings. The design basis threat considers low level protection and for that the minimum requirements of the UFC shall be followed.

4.12 BARRIER FREE DESIGN. This facility is to be staffed and used by DoD civilians and service members. There are administrative spaces and open lab spaces. This facility shall be fully accessible to all handicapped individuals in accordance with the Architectural Barriers Act (ABA).

4.13 ENVIRONMENTAL PROTECTION. All work and Contractor operations shall comply with the requirements imposed by all applicable federal, state, county, local and base regulations and permits concerning environmental protection. Project schedule shall reflect time required to acquire permits and provide copies to the Contracting Officer prior to commencing work. Contractor shall coordinate with the Installation Environmental Engineer for all applicable permits.
