DEPARTMENT OF THE AIR FORCE

56th CIVIL ENGINEER SQUADRON (AETC)

LUKE AIR FORCE BASE, ARIZONA

12 November 2012

MEMORANDUM FOR: 56 CES/CEPM

ATTENTION: SrA Foster

FROM: 56 CES/CEAN

SUBJECT: NUEX 11-1391; Renovate Restrooms, and NUEX 12-1317; Renovate Supply

Hallway, Building 291-Asbestos Survey and Sampling Results

1. On 30 October 2012 an asbestos inspection and corresponding sampling was performed to ensure the accuracy of original asbestos survey conducted in building 913 for the for subject project renovations.

2. The survey was conducted to determine whether the building material that would be disturbed during this project were tested for asbestos and/or to ensure that the material has not changed since the original survey dated 3 Apr 02. Additional samples were taken and analyzed from the impacted area (restrooms – tiles, grout, and caulking) and do not contain asbestos. ACM is present within the facility at for Pipe Fittings, roof tar, 12x12 Brown Floor Tile Adhesive, and Window/Door Glazing, Caulking Compounds. If these materials are to be disturbed, a management plan for containing any release and waste must be approved prior any renovations.

3. A copy of this letter and results must be on hand during the renovation. Failure to have this report available can trigger a NESHAP Notice of Violation with the Maricopa County Air Quality Division. A new inspection must be performed if the renovation is not performed within one year of the date of this letter.

4. If there is a change in the scope of work or you have any additional questions regarding this survey, please contact me at 6-8486.

1.0 Introduction

Project scope and details were provided to Breitling Consulting, LLC (Breitling Consulting) by Jacobs/Huitt-Zollars, JV, as well as U.S. Army Corps of Engineers (USACE) and Luke Air Force Base (AFB) personnel.

Project Information Building 926 is an approximately 10,500 square-foot, metal-framed structure with slab-on-grade foundation constructed in 1975. The building functioned as storage space at the time of the survey. Building 926 is scheduled for demolition, which will include the abatement of asbestos-containing materials (ACM) and lead paint.

1.1 General Site Information

Site Name: Building 926, Luke AFB Site Location: 13970 W. Lighting Street, Luke AFB, Arizona 85309 Current Use: Storage Previous Use: Storage Year Built: 1975 Date of Site Visit: December 13, 2016 Assessor: Mr. Ronald Barnett

1.2 Purpose and Scope

The purpose of the pre-demolition inspection was to locate and identify suspect ACM and lead paint associated with the project.

1.3 Limitations

Breitling Consulting, in cooperation with Valley of the Sun Environmental Consultant, LLC (VSEC), has performed the ACM and lead paint assessment in accordance with generally accepted practices and procedures, in accordance with federal and state regulations, and in accordance with the scope of work under which the assessment is authorized. This report is covered by the limitations set forth in our proposal or this report, and any limitations encountered during the assessment. This report describes only the conditions present at the time of the assessment, in the areas assessed.

VSEC, on behalf of Breitling Consulting, collected samples of interior and exterior building materials considered to be suspect ACM, as well as interior and exterior painted surfaces.

Regardless of the thoroughness of surveys, the possibility exists that potential sources of ACM and lead paint may have escaped detection due to: (1) the limited scope of this assessment,

(2) the inaccuracy of records, interviews, work products or documents made available to Breitling Consulting or VSEC for this report, (3) the presence of undetected or unreported renovations and repairs, (4) inaccessible areas, and/or (5) deliberate concealment of detrimental information. The findings and opinions presented are relative to the dates of the site work and should not be relied on to represent conditions at substantially later dates due to changes in the condition of building materials over time, renovations, and repairs.

2.1 Visual Observations

Suspect materials were grouped into homogeneous areas (areas uniform in color and texture) in accordance with federal asbestos sampling protocols in preparation for sampling. VSEC, on behalf of Breitling Consulting, collected samples in accordance with Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) requirements. Samples of the suspect materials were collected in accordance with the Asbestos Hazard Emergency Response ACT (AHERA), 40 CFR 763, Subpart E. Materials were collected in sufficient quantities to determine the potential asbestos content for each homogeneous area. In general, Breitling Consulting and VSEC considered the following materials to be non-suspect with regard to asbestos content unless observed conditions such as the presence of mastic, coating, or other suspect layer indicated otherwise: wood, glass, fiberglass, brick, bare concrete, unpainted concrete masonry unit (CMU), natural stone, ceramic tile, and bare metal.

2.2 Sampling Procedures

The pre-demolition asbestos survey was performed by Mr. Ronald Barnett (#G 4713). Mr.

Barnett is an EPA-certified Building Inspector for asbestos. The survey included visual observations, interviews with Mr. Robert Tetla III, Air Education and Training Command, identification of suspect ACM, bulk sampling of suspect ACM, and subsequent laboratory analysis of the samples for the detection of asbestiform minerals. Material samples were

Breitling Consulting, LLC - 4 - Building 926, Luke AFB sealed in airtight containers, documented on field data forms, and transported to the laboratory using appropriate chain-of-custody protocols to track handling of bulk samples.

VSEC, on behalf of Breitling Consulting, collected a total of 44 bulk samples of suspect ACM from Building 926. Annotated drawings showing approximate suspect ACM sample locations are in Appendix 1.

The roof of Building 926 was reported to be constructed of corrugated metal sheets without additional roofing materials such as asphalt, tar paper, shingles, etc. Please note that roofing penetration sealants were not sampled in order to maintain the current integrity of the roof. As a result, the roofing penetration sealants were presumed to be ACM for abatement and disposal purposes as there is a high likelihood that one or more of the penetration sealants would test positive (greater than 1% asbestos).

2.3 Laboratory Analysis

Samples were analyzed using Polarized Light Microscopy (PLM) with dispersion staining (DS), in accordance with the EPA Method for the Determination of Asbestos in Bulk Insulation Samples (Method 600/R-93/116). EMC Lab, Inc., an accredited environmental laboratory for lead and asbestos testing in Phoenix, Arizona, performed the analysis.

Federal regulations require that each layer of suspect material be analyzed separately for asbestos content. In addition, federal regulations state that if any sample from a homogeneous area contains asbestos, then the entire homogeneous area is considered asbestos-containing, regardless of the results from the remaining samples from that area. Therefore, samples for this project were analyzed on a positive stop basis, meaning that once a positive (greater than 1% asbestos) result is obtained, the remaining samples for that homogeneous area are not analyzed. Conversely, all the samples from a homogeneous area must be analyzed and found to contain less than 1% asbestos before that homogeneous area can be considered non-asbestos-containing.

2.4 Sample Results

The results of the sample analysis are presented in Table 2, and the laboratory analytical reports are in Appendix 2. Samples found to contain asbestos are presented in RED.

4.0 Conclusions and Recommendations

4.1 Conclusions

ACM Survey The results of the pre-demolition ACM survey indicate that the following materials were found to be asbestos-containing: joint compound, texture, thermal system insulation (TSI) (elbow), exterior – window caulk, exterior – swamp cooler caulk, and roof penetration sealant (presumed).

Building 926 is regulated under the following federal asbestos regulations:

40 CFR 61, Subpart M (Federal Asbestos NESHAP) 29 CFR 1926.1101 (Federal Occupational Safety and Health Administration (OSHA)

Construction Industry Standard)

Under these statutes, a building owner is required to abate (remove) all regulated ACM prior to performing demolition or renovation (including planned abatement activities) which might disturb asbestos materials. Regulated ACM (RACM) is defined by NESHAP to be “(a) friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by NESHAP”.

Building 926 is also regulated under Maricopa County Air Pollution Control Regulations - Regulation III Rule 370, section 301.9 Subpart M. All activities must comply with required certification, training, record keeping, asbestos renovation and demolition standards outlined by the regulation.

Lead Paint Survey The results of the pre-demolition lead paint survey indicate that the following materials were found to be lead-containing: wall paint and ceramic tile located in the Women’s Restroom.

Based upon the readings, the paint chip samples collected contained less than 1.0 milligrams per square centimeter (mg/cm2) lead, and are therefore not defined as lead-based paint (LBP).

4.2 Recommendations

ACM Survey Breitling Consulting recommends the following regarding the asbestos results:

Asbestos-containing wallboard systems in the bathrooms, electrical room, TSI (elbow) in electrical room, and roof penetration sealants should be abated by a qualified abatement contractor prior to initiation of demolition/renovation activities.

Breitling Consulting recommends that the contractor be a state-licensed asbestos abatement contractor.

In the event that demolition/renovation activities identify additional suspect ACM, a licensed asbestos inspector should be contacted to perform additional sampling activities.

Breitling Consulting, LLC - 9 - Building 926, Luke AFB

Lead Paint Survey Based upon the paint chip samples analytical results, all samples collected were below the EPA LBP limit with a total lead content less than 1.0 mg/cm2. According to Housing and Urban Development Department (HUD) Lead-Based Paint Interim Guidelines for Hazard Identification and EPA Lead-Based Paint in Target Housing and Child Occupied Facilities (40 CFR Part 745), the definition of LBP is paint which has a lead content greater than or equal to 5,000 milligrams per kilogram (mg/kg) (0.5% by weight) or greater, or 1.0 mg/cm2 which applies to target housing and child occupied facilities. HUD guidelines define target housing as “any housing constructed prior to 1978, except housing for the elderly or persons with disabilities (unless any child who is six years of age or younger resides or is expected to reside in such housing) or any zero-bedroom dwelling” and child-occupied facility as “a building or part of a building constructed before 1978, including but not limited to, a day-care center, preschool, or kindergarten classroom, that is visited regularly by the same child, six years of age or younger, at least two days in any calendar week if the visits are for at least three hours each day and 60 hours each year.”

At this time, the above referenced HUD regulations do not apply to Building 926 because it does not meet either the definition of target housing or of a child-occupied facility. There are currently no federal or state regulations requiring abatement of lead paint in buildings which are not considered to be target housing or child occupied facilities; however, state and federal disposal requirements apply to all demolished structures that include lead paint components.

It should be noted that the OSHA Construction Industry Standard, 29 CRF, 1926.62 does apply to any employee involved with demolition/renovation work that might occur in the above building. The Construction Industry Standard regulates occupational exposures to airborne lead, which includes demolition or salvage of structures where lead or materials containing lead are present, and any amount of lead present in painted surfaces, including those which fall below the above definition of lead-based paint, could result in regulated occupational exposures. They should therefore be monitored according to 29 CFR, 1926.62 whenever they are disturbed in a manner that could result in exposure to airborne lead particulates. It is the responsibility of the employer to comply with 29 CFR, 1926.62 to protect the safety and health of his/her employees involved in the demolition or renovation of the above structure. According to OSHA, the Permissible Exposure Limit (PEL) for lead is 50 micrograms per cubic meter (µg/m3) (8-hour Time Weighted Average (TWA)) with an action limit of 30 µg/m3 (8-hour TWA).

Federal employees who are not subject to 29 CFR, 1926.62 (non-construction/demolition related work) are subject to the OSHA General Industry Standard, 29 CFR, 1910.1025. This standard was promulgated by OSHA to protect workers who could potentially be exposed to inorganic lead, including metallic lead, all inorganic compounds, and organic lead soaps.

Again, the occupational exposure to inorganic lead is to be limited to 50 µg/m3 (8-hour TWA).
