YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
SECTION 00 22 00 - 14
(VG) Very Good
Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.

SECTION 00 22 16- 2
I. ELIGIBILITY FOR CONTRACT AWARD
In accordance with the Federal Acquisition Regulations (FAR), no contract will be entered into unless the Contracting Officer ensures that all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. This includes the FAR requirement that no award shall be made unless the Contracting Officer makes an affirmative determination of responsibility. To be determined responsible, a prospective contractor must meet the general standards in FAR Part 9 and any special standards set forth in the solicitation.
II. SOURCE SELECTION USING THE TRADE-OFF PROCESS
The Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15. This process permits tradeoffs between price and technical merit/quality and allows the Government to accept other than the lowest priced offer.
The award decision will be based on a comparative assessment of proposals against all source selection criteria in the solicitation.
All non-cost (i.e., technical) evaluation factors, when combined, are approximately equal to price. The Government is concerned with striking the most advantageous balance between Technical merit (quality) and cost to the Government (the price). The degree of importance of price could become greater depending upon the equality of the proposals for the non-price technical evaluation factors. Where competing technical proposals are determined to be substantially equal, price could become the controlling factor.
III. LIST OF THE TECHNICAL EVALUATION FACTORS
The Technical Proposal will be evaluated based on the following technical evaluation factors
The solicitation will be issued as a design-build RFP and the following factors will be included:
• Factor 1: Experience on Similar Contracts
• Factor 2: Technical Approach, Methods, and Procedures
• Factor 3: Past Performance on Recent, Relevant Contracts
• Factor 4: Corporate Management Structure
• Factor 5: Schedule
SECTION 00 22 16- 3
• Factor 6: Small Business Participation Plan
IV. THE RELATIVE WEIGHTS OF THE TECHNICAL EVALUATION FACTORS
The non-price evaluation factors are listed in descending order of importance.
The following factor is the most important and when combined with Factor 2 is worth significantly more than the combined weight of remaining factors.
Factor 1 EXPERIENCE ON SIMILAR CONTRACTS
The following factor (Factor 2) is approximately equal in importance to Factor 1.
Factor 2 TECHNICAL APPROACH, METHODS AND PROCEDURES
The following factor (Factor 3) is less important than the previous factors (Factors 1 and 2).
Factor 3 PAST PERFORMANCE ON RECENT RELEVANT CONTRACTS
The following factor (Factor 4) is less important than the previous factor (Factor 3).
Factor 4 CORPORATE MANAGEMENT STRUCTURE
The following factor (Factor 5) is equal in importance to the previous factor (Factor 4).
Factor 5 SCHEDULE
SECTION 00 22 16- 4
The following factor (Factor 6) is less important than Factor 4 and 5.
Factor 6 SMALL BUSINESS UTILIZATION
V. TECHNICAL RATING
The Source Selection Team (SST) will use a combined technical/risk rating system that includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Assessment of technical risk, which is manifested by the identification of weakness(es), considers potential for disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 1 and the risk descriptions set forth in Table 2.
Table 1. Combined Technical/Risk Ratings Color Rating Description
Blue
Outstanding
Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple
Good
Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal
Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
SECTION 00 22 16- 5
Red
Unacceptable
Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
Table 2. Technical Risk Rating Method
Rating Description
Low Proposal may contain weakness(es) which have little potential to cause disruption of schedule, increased cost or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Proposal contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High
Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
Unacceptable
Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.
VI. DEFINITIONS
Rating: The rating for the Technical factor will be expressed as an adjectival assessment of Outstanding, Good, Acceptable, Marginal, or Unacceptable.
Deficiency: A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Strength: Any aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
SECTION 00 22 16- 6
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance.
VII. DEBRIEFING OFFERORS
Offerors may request a debriefing in accordance with FAR 15.505 Pre-award Debriefing of offerors, and FAR 15.506 Post-award Debriefing of offerors.
VIII. TECHNICAL EVALUATION FACTORS AND EVALUATION CRITERIA
The weighting of the evaluation factors takes into consideration not only how important that particular factor is to the overall project, but also the latitude for the Offeror to provide features that would be more advantageous to the Government. An evaluation of technical quality/technical merit is inherent in these criteria. Proposals, which exceed the minimum criteria or include desirable betterments will therefore be rated higher than proposals which only meet the minimum criteria in accordance with the value of these features to the Government.
Risk to the Government will be evaluated. Proposal risk is an assessment of the weaknesses and risks associated with the Offerors proposed approach derived from the technical evaluation.
Performance risk is an assessment of the Offeror’s demonstrated performance on recent, relevant contracts relative to the past performance factor.
FACTOR 1: EXPERIENCE ON SIMILAR CONTRACTS
This factor will evaluate the extent of an offeror’s successful experience and proposed team’s experience (key subcontractors) on projects of similar type, scope, magnitude and complexity as compared to the work that is required under this RFP.
The following are the minimum requirements that are key to successful contract performance to demonstrate experience on similar contracts. Offeror must show a minimum 2 projects completed or substantially completed (70% complete) each with Contract Values of $20M or more where they acted as the General Contractor. Offeror shall show experience utilizing Design Build method of construction (one project with a value of $7.5 M or greater). Offeror shall also show experience in vertical building construction with an approximate value of $7.5M or greater (one project). All of these projects should have been completed within 5 years.
The Offeror, Joint Venture Partner, Teaming partner or Key Subcontractor that will perform the paving portion of the project must show a minimum of two projects of concrete airfield paving completed or substantially completed (70% complete) within the last 5 years with each project

having an value of $7.5M or greater for the paving portion of the work. Paving must have used the slip form method. At least one of the paving projects submitted shall demonstrate experience on paving for military construction projects utilizing specification UFGS 32 13 11 "Concrete Pavements for Airfields". Joint Venture Partner, Teaming partner or Key Subcontractor must provide documentation signed by an Officer of the Company that they are committed to performing the airfield paving work as specified in the RFP
Offeror’s Designer shall show experience in large scale concrete Airfield Paving as well as building/facility design. Offerors Design Subcontractor shall show a minimum of two projects completed or substantially completed (70% complete) within the last 5 years showing this experience (Note: projects do not need to show both airfield paving and building/facility in the same projects, they may be different projects, however two projects need to be shown for each work type). For the airfield paving projects, projects shall be designed for military concrete airfield paving utilizing Corps of Engineers PCASE and using UFGS 32 13 11 "Concrete Pavements for Airfields". Projects submitted should be similar in, scope and complexity of this
RFP.
Project description should explain how and why Offeror considers this to be similar to the RFP project. Provide a brief description of each project, describe its scope of the work, total dollar value of the contract at the time of award and at the time of completion. It is anticipate that the following will be the maximum amount of projects submitted:
No Demonstrating Value Remarks 2 GC Management $20M 1 GC utilizing DB $7.5M 1 GC Vertical Building $7.5M
2 Key Sub Paving $7.5M Emphasis on MIL Concrete Paving

Provide the name, address and telephone number of the owner. In the case of a federal, state or local government project, provide the name, address, and telephone number of the contracting officer. Information submitted on projects currently under construction will only be evaluated if the work is completed to an extent, from which experience can be creditable, i.e., at least 70% complete. Projects older than five years will carry little weight for evaluation purposes.
Standard for Acceptability: This standard is met when the Offeror can identify completed projects for each of the requirements noted above and that are similar in scope, magnitude and
SECTION 00 22 16- 8
complexity and meet Factor 1 requirements.
FACTOR 2: TECHNICAL APPROACH, METHODS AND PROCEDURES
Proposals will be evaluated as to the Offeror’s…
