In the listing above, the "SU" designation means that rates listed under the identifier do not reflect collectively bargained wage and fringe benefit rates. Other designations indicate unions whose rates have been determined to be prevailing.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

SECTION 00 06 50 - 6

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.

DESIGN/BUILD SPECIFICATION GUIDANCE

1. GENERAL INSTRUCTIONS.

1.1 General. The Contractor is responsible for the preparation of all the contract technical specification sections in Divisions 02 through 48, a table of contents, submittal register, and a list of contract related government furnished and contractor installed property. Preparation of the contract specifications shall be in accordance with ER 1110-1-8155, Construction Specifications, and these instructions.

1.2 Specifications: Specifications shall be developed utilizing Unified Facilities Guide Specifications (UFGS). All specifications shall be in sufficient detail to fully describe and demonstrate the quality of materials, the installation and performance of equipment, and the quality of workmanship. For specifications not available in UFGS, the Contractor shall create the specifications so that all of the submittal, quality control and testing requirements given in all of the UFGS are included. In addition, the quality control procedures used shall include the testing and quality control requirements given in the Quality Assurance/Quality Control found in Section 01 45 01 QUALITY CONTROL. The Contractor shall not alter specifications Section 00800 SPECIAL CONTRACT REQUIREMENTS or any Division 01 specifications during the design process. These shall be submitted verbatim with the Final, Corrected Final, and Construction Set specifications.

1.2.1 SpecsIntact. All specifications shall be edited in SpecsIntact. The SpecsIntact software is a Government specification editing system and is available without charge at the following NASA website:

http://specsintact.ksc.nasa.gov/. SpecsIntact shall be utilized for all review submittals, both hard copy and electronic. Marked-up specifications shall be printed directly from SpecsIntact with tags off and notes and editing shown. Handwritten marked-ups of the specifications will not be accepted.

1.2.2 Unified Facility Guide Specifications (UFGS). The Contractor shall obtain the latest Unified Facilities Guide Specifications, except structural specifications, from the NASA website: http://specsintact.ksc.nasa.gov/.

For electronic versions of the CESPA Structural Guide Specifications go to the CESPA Web Site http://www.spa.usace.army.mil/EC/ecef.htm scroll down to "Reference Links" and then click on "CESPA Structural Guide Specifications.”

1.3 Out of Date Specifications. Do not use old specifications that are available from past work because these will be out of date. Most of the guides are updated every three months.

1.4 Army and Navy Specifications. When the work can be covered by Army or Navy specifications, always choose Army proponent specifications over Navy proponent specifications.

1.5 Compliance with the Buy American Act (BAA) is mandatory. The BAA generally requires the use of construction materials and equipment from domestic sources in Government contracts less than $6,500,000. Above $6,500,000, Mexico and Canada are approved sources by the North American Free Trade Agreement (NAFTA). Above $7,311,000, there are other countries that are covered by the Trade Agreements Act. If materials and equipment are required which cannot be obtained from approved sources, the Contractor shall notify the PM early in the design phase and provide a market analysis and justification to the PM to obtain a waiver to the BAA.

2. SUBMITTAL REQUIREMENTS.

2.1 Project Definition/Project Engineering/Concept Submittal (10% to 30%):

The Contractor shall edit a specification index to indicate which UFGS are applicable to the contract and include the index with the Project Definition/Project Engineering/Concept Submittal.

2.2 Final Submittal (60-95%): The Contractor the index of UFGS complies with the project definition/project engineering/concept plan and all comments to the submittal. The Contractor provides this submittal to the PM on diskettes or compact disks and in hard copy, quantity as determined by the Project Manager. This submittal shall include a table of contents of Divisions 02 through 48, edited marked-up sections of Division 02 through 48 indicating deleted and added text, and submittal register.

2.3 Corrected Final Submittal (100%): The Contractor provides this submittal to the PM on diskettes or compact disk and in hard copy, quantity as determined by the Project Manager The electronic submittal shall include the “.sec” files with full editing. If the files are in compressed format, provide the exploding program on the disk with the files. This submittal shall include a table of contents of Divisions 02 through 48, Divisions 02 through 48 sections with all editing marks removed and inapplicable text deleted, and the submittal register.

3. ORGANIZATION OF CONTRACT SPECIFICATIONS.

3.1 Organize the contract specifications in accordance with the Construction Specifications Institute (CSI) format. The CSI format standardizes the sections of the technical specifications into 48 Divisions. UFGS guide specifications have been assigned six-digit section numbers in accordance with the CSI MasterFormat04. Assign sections based on other than UFGS, and specially developed sections, the most applicable CSI Division and section numbers per the CSI MasterFormat04.

3.2 Specification Section Number. Identify each specification section by its UFGS or CSI six-digit identification number. Arrange the sections within their respective Divisions in numerical order.

3.3 Specification Format. Specification sections and paragraphs shall utilize the CSI three-part format (GENERAL, PRODUCTS, EXECUTION). Number the paragraphs using the UFGS number/period paragraph identification system. Do not prefix the section number to the paragraph numbers. Keep the number of paragraph levels to four. The numbering system is illustrated below:

Number/Period System

PART 2 - PRODUCTS

2.1 2.1.1 2.1.1.1 2.1.1.2 2.1.2 2.1.3 2.2

4. EDITING GUIDES. Up-to-date prints of contract drawings must be available to the specification writer while editing the guide specification. The specification writer shall make a thorough study of the contract drawings.

4.1 Prepare and submit the final and corrected final project specifications per the District Office supplemental instructions and Chapter XI of the District AEIM. Include a Submittal Register listing the submittal requirements for each specification section in the project with both the final and corrected final submittals in accordance with ER 415-1-10, Contractor Submittal Procedures, and the District's requirements.

4.2 General and Additional Notes are found in Section 01 00 00 – GENERAL REQUIREMENTS, UFGS general notes, and within each UFGS which will clarify and provide instructions on editing the guide. Strictly follow these instructions. Delete the indexes of individual guides and all notes from the corrected final submittal.

4.3 Deviations for UFGS.

4.3.1 Tailor the UFGS to fit the specific project under design. Only authorized deviations as defined in ER 1110-1-8155 are permitted.

4.3.2 Deviations shall not (a) permit the use of products involving hazards to life or property, (b) reduce competition by eliminating options which have been recognized by USACE as acceptable, (c) violate requirements established by legal precedence, or (d) lead to higher life cycle cost by increasing future maintenance cost, etc.

4.4 Carefully edit the UFGS to fit the actual conditions of the design shown on the drawings. Add additional paragraphs as required to cover all features of the work. Delete all inapplicable portions of the guides. Phraseology of the UFGS should not be changed unless it is clearly evident that such changes must be made to obtain the results desired. The final draft shall completely cover the work to be done and will not contain extraneous material.

Carefully coordinate each specification section with the drawings and with all related sections so that there is no duplication, overlapping, conflicting, or ambiguous statements.

4.5 Contract specifications shall include all optional products and materials contained in the UFGS except where deletions are authorized in the guide specification notes or by ER 1110-1-8155. Regulations prohibit inclusion of additional optional materials without prior justification and approval; prohibit the use of proprietary materials, systems, and processes to the exclusion of other materials, systems, and processes; and prohibit the use of unproved methods or materials.

4.5.1 Brand Name or Equal. Use brand names for products and processes only when absolutely necessary, and then only when the salient physical, functional, or other characteristics are included in the specification.

Always use the words "or approved equal" in connection with brand names. If a brand name is used without the “or approved equal” provision, the contractor is required to supply exactly the brand name item, and without a sole source justification, this would violate the fair and open competition requirements under the Federal Acquisition Regulations (FAR).

4.6 Federal Specifications and MIL specifications have been phased out with a few exceptions. Only those Federal and MIL specifications in the current editions of the UFGS may be used. Industry standards (ASPM, ANSI, UL) should be used to the greatest extent practicable for description of materials.

4.6.1 Type, Grade, Class. Material, equipment and/or end items based on Federal Specifications, ASTM or other industry standards, or other agency standards shall be identified by type, grade, class, etc., as applicable. A reference to a particular publication is usually insufficient.

4.7 Reference shall not be made to the UFGS (such as: "shall conform to UFGS-08 20 01") in the contract specifications. The UFGS are used only for writing contract specifications and are not available to suppliers and contractors. UFGS are guides, not Standard Specifications, even though one of the purposes of these guides is to standardize requirements.

4.8 Reference to Third Party. Avoid references to a third party. The "Contractor", and the "Contracting Officer", are the only contracting parties in a contract. The terms "Contractor" and "Contracting Officer", and in certain instances, "Government" shall be used in the contract specifications.

Make reference to work done "by others" only when that work is not a part of the contract and will be done under another contract. Do not use references to third parties, such as "Air Installations Officer", "Post Engineer", "Architect-Engineer", "Sub-Contractor", and "Engineer" in the contract specifications.

4.9 Cross References. Do not cross reference to other paragraphs by paragraph number. Make reference by paragraph titles to prevent erroneous references due to renumbering.

4.10 References to Drawings. The specification writer must check drawings to insure that features associated with phrases such as "as shown on the drawings", "as indicated", or "as otherwise detailed", etc., are actually shown. If the information is not on the drawings, coordinate with the appropriate technical design specialist to resolve the discrepancy. Use of the search capabilities of the word processing software to assist in locating these phrases within UFGS is recommended.

4.11 Conflicts. Drawing notes and details that conflict with the specifications shall be corrected or deleted. Sizes, thickness, spacings, etc., must agree with the specifications. The UFGS reflect the most current design and detail criteria except for those items for which specific engineering instructions are furnished, in which case, the latter will prevail and the guide shall be altered accordingly. When preparing a color schedule, take particular care to assure that any item listed by brand name complies with the technical requirements of the appropriate specification section.

4.12 Terminology. Terminology used on drawings must match that used in the UFGS. The specification requirements may not be binding if terms used therein do not coincide with those on the drawings.

4.13 Use of "shall", "will", "may", and "should". For mandatory requirements in the specifications use "The Contractor shall". For requirements to be fulfilled by the government use "The Government will".

Use "may" to allow an option. Never use "should" in the specifications.

5. GOVERNMENT-FURNISHED, CONTRACTOR-INSTALLED (GFCI) EQUIPMENT OR MATERIALS.

The General Requirements prepared by the District Office includes the entire list of Government-Furnished, Contractor-Installed (GFCI) items for the contract and includes all information needed by the prospective bidder to determine the cost of handling and installing the GFCI. Such information shall be furnished by the Contractor and should include the quantity of each item to be furnished by the Government; manufacturer's name and model number, size, weight, source (i.e., from storage at project site, f.o.b. railroad cars, or f.o.b. truck); whether the District Office needs to requisition the items; and other pertinent data. Items of installed material or equipment to be relocated from one area or building to another are not considered Government-furnished property and the listing of such items in the General Requirements is not required.

6. INSTRUCTIONS FOR PRINTING SPECIFICATIONS.

6.1 Printing format shall be per the Districts requirements.

6.2 Use of the phrase "Not Used". This phrase is normally utilized as a labor and time saving device. It may be used sparingly in the editing of specifications to continue an existing numbering system to eliminate excessive renumbering of subsequent paragraphs and subparagraphs whenever one or two isolated paragraphs within a text are deleted. Do not use "not used" to account for all unused guide specification paragraphs. Whenever several consecutive or near-consecutive paragraphs are deleted, renumber the remaining paragraphs. Also, do not end sections or paragraphs with "Not Used" subparagraphs.

6.3 Reproduction Quality. The Contractor shall check the final printed copies for reproduction quality before submitting to the District Office. A letter quality printer shall be used.

FOUNDATION DESIGN ANALYSIS

AGE MAINTENANCE FACILITY

DAVIS-MONTHAN AIR FORCE BASE, ARIZONA

1 INTRODUCTION

1.1. General

In this report we present the results of our geotechnical study and Foundation Design Analysis for the proposed AGE Maintenance Facility to be located at the southeast end of the flightline, off of Ramsgate Road at Davis-Monthan Air Force Base, Arizona, as shown on the Vicinity

Map, Figure 1. The purpose of the study was to develop geotechnical engineering recommendations for project design and construction.

Our study included a site reconnaissance, subsurface exploration, representative soil sampling, field and laboratory testing, engineering analyses, and preparation of this report.

This report presents recommendations for design of a suitable foundation type, site grading and structural fill placement, moisture protection, and construction considerations. The recommendations contained in this report are subject to the limitations presented herein.

Attention is directed to the "Limitations" section of this report.

1.2. Project Description

We understand the AGE Maintenance Facility building will be either a pre-engineered metal structure or combination steel frame and masonry, and will have nominal plan dimensions of approximately 125 feet by 130 feet. The maximum anticipated foundation loads provided were

38 kips for columns and 4.3 kips per lineal foot (klf) for the main building walls. Additional developments at the site include driveways, parking, and loading/unloading pavement areas for which analysis is presented in a separate report. We have assumed the proposed floor slab elevation and surrounding pavement grades will be very near those of the existing site grade.

111244/TUC10R005 Page 2 of 11 December 21, 2010

If the proposed construction varies significantly from that described above or depicted elsewhere in this report, we should be notified to reevaluate the recommendations contained herein.

2 FIELD EXPLORATION AND LABORATORY TESTING

2.1. Field Exploration

Subsurface soil conditions at the site were explored on May 27, 2010, by drilling three borings

(identified as AGE-1, AGE-2 and AGE-3) at the approximate locations shown on Exploratory

Boring Plan, Figure 2. The field work consisted of drilling and sampling the subsurface soil to depths of 6 to 31.5 feet below existing site grade. Disturbed samples of site subsurface soils were obtained from the borings at the direction of the Kleinfelder staff professional during drilling. The conditions encountered in the borings were logged by the staff professional.

Disturbed samples of soils were obtained from bulk cuttings and by using a split spoon sampler (outer diameter, Dout = 2 inches and an inner diameter, Din = 1.375 inches) or a modified California sampler (Dout = 3 inches, Din = 2.4 inches). Independent of the sampler type, stiffness and shear strength properties of the subsurface conditions were estimated in-situ with the standard penetration test (SPT). The boring log and a detailed summary of the field study are presented in Appendix A.

2.2. Laboratory Testing

Representative soil samples from the boring were tested in the laboratory to support our field classification and to provide information regarding pertinent engineering properties. The laboratory tests included:

• Sieve Analysis (4 tests);

• Atterberg Limits (4 tests);

• In-Situ Moisture Content (4 tests);

• In-Situ Density (4 tests);

• Modified Proctor (1 test);

111244/TUC10R005 Page 3 of 11 December 21, 2010

• California Bearing Ratio (CBR) (3 points);

• Swell/Collapse Potential (3 tests); and

• Soluble Sulfate Content (1 test).

Detailed descriptions of the test procedures and the test results are presented in Appendix B.

3 SITE CONDITIONS

3.1. Geology

The project site is located in the Basin and Range Physiographic Province (Basin and Range) of Central Arizona. The Basin and Range is characterized by isolated fault-bounded mountain ranges of igneous, metamorphic, deformed sedimentary, and volcanic rock separated by broad alluvium-filled valleys. The rock units are generally of Precambrian age, with erosional remnants of Paleozoic age rocks and local Cenozoic age volcanics and sediments. Bedrock is not exposed in the project vicinity.

The alluvial basin extends to a depth of approximately 12,000 feet below the land surface

(Oppenheimer, 1980). The alluvium consists of consolidated to unconsolidated sand and gravel, with local discontinuous lacustrine deposits of clay and silt. Sedimentary deposits found in the Tucson Basin can be divided into four general stratigraphic units; from oldest to youngest, the sequence includes the following: the Pantano Formation of Oligocene age; the

Tinaja beds of Miocene and Pliocene age; the Fort Lowell Formation of Pleistocene age; and the recent alluvium of late Pleistocene and Holocene age.

3.2. Surface Conditions

The project site is bounded to the northwest and southeast by native desert, to the northeast by a construction staging area just beyond the existing flightline fence, and to the southwest by

Ramsgate Road.

111244/TUC10R005 Page 4 of 11 December 21, 2010

At the time of our field study, the site was mostly undeveloped and sparsely vegetated with native desert vegetation. The topography across the site is generally flat and is at an elevation of approximately 2,676 feet based on the North American Vertical Datum of 1988 (NAVD88).

The site slopes gradually down to northeast and southeast. A shallow drainage ditch runs along the north side of Ramsgate Road.

3.3. Subsurface Conditions

The subsurface soils encountered at the site generally consisted of clayey sand (SC) in the upper 10…
