INSTALLATION ACCESS CONTROL POINTS

0402X

The occupancy of the gatehouse, guard booths, and overwatch facilities are typically below the threshold for the requirements of UFC 4-010-01 DOD Minimum Antiterrorism Standards for Buildings. Therefore, typically no protective design elements are required for the gatehouse, guard booths and overwatch facilities to mitigate the effects of an explosive device.

Permanent sentry or guard booths at installation access control points or entry control facilities shall be shielded or hardened to protect against ballistic threats. This shall be incorporated into all new guard facilities and major renovations of existing structures. For facilities with sentry/guard booths combined with pass and ID centers, only the portions of the structure designated for guard personnel require this level of protection. All existing structures shall meet this standard. At a minimum, ballistic protection equivalent to U.S. UL 752 Level V or European CEN B6/BR6 (7.62 ballistic protection) shall be the standard for all frontal components, while Level III is the standard for the non-threatened sides. Glazing will be no-spall (NS) rated.

DIGITAL VIDEO ANALYTIC SYSTEM REQUIREMENTS:

Perimeter Violation: Real-time alarms established for virtual fences or “trespass lines” on gates or sectors where fencing is impractical, or to establish early warning boundaries outside of fences. Detects an intrusion at the perimeter of a defined virtual security zone.

Wrong Way Detection: Detects people moving against the flow of traffic.

People Counting: Measures people flow to determine high traffic and low traffic areas by facility, floor and/or building sector with real-time or periodic reporting for facility optimization.

PTZ GoTo: Allows control of pan/tilt/zoom (PTZ) cameras that automatically zoom and follow intruders and objects to detect, tag and track when a secure area is breached.

Loitering: Detects loitering behavior within a defined area.

Object Detection & Tracking: Detects, tags and tracks people and or objects within an area of interest per user-defined detection criteria.

Removed/Left Object: Identifies items such as packages, suitcases, and backpacks that have been left erroneously or purposefully. Can monitor important items that should not be removed from a defined area. Also known as Left and Removed Item Detection (LRID).

Moving Objects: Detects and classifies objects in a security zone by size, direction and speed.

Tailgating: Behavior recognition alarm for detecting unauthorized entry to a defined area through piggybacking of people or vehicles.

Traffic Congestion: Detects clusters of people, objects or vehicles moving together and then tracks, counts and monitors activity.

The Digital Video Analytical detection suite will analyze and proces incoming video and sensor feeds utilizing algorithms to detect specific activities and events for security and surveillance applications.

Digital Video Analytical software can be combined with additional intelligent browser-based mapping software to visualize the type and location of a suspected security breach. The system is designed to simultaneously detect multiple events and to process each event in accordance with user-defined parameter settings, and thus creates cognitive information and functions as a management platform in a network-centric environment; enabling decision makers to evaluate threats in real-time and collaborate using the same data. Digital Video Analytical system allows both real-time local and remote monitoring using a customized browser-based user interface combined with a standard Active-X plug-in. Digital Video Analytical comes with a user interface that enables users to set zones, create custom logic, and manipulate system parameters. Digital Video Analytical system features automatic failure recovery, strong encryption, custom policy management, diverse alarm notification methodology, multi-type sensor support, low bandwidth requirements for remote video and sensor access, and months of archive capability. All camera licenses shall include up to three behaviors.

Hardware: The Under Vehicle Surveillance System (UVSS) must provide a safe, thorough and efficient method for searching undercarriages of vehicles for hidden items such as explosive devices, weapons and any other type of contraband. System should be available as mobile and permanent system. A sensor, upon detection of an oncoming vehicle will activate the scanning unit before the vehicle is physically moving over the lens of the scanning unit. In the event that failure of LED’s does occur, the rest of the LED’s shall still be able to provide a high image resolution image. Lights must turn on and off automatically to conserve energy and prolong life span of the lighting module. The scanning unit must be equipped with a temperature sensor to activate flat panel heating when ambient temperature drops under 15°C/59°F. The complete digital line scan camera, connections, cables and any operating components of the camera must be designed for heavy-duty outdoor applications. Scanning unit and all metal parts must be of material that is non-corrosive, being weather/splash proof under light to medium wet weather conditions. Cables between scanner and computer must be a minimum of 30 m or 98’ long, with possibility to enlarge distance with additional workstation or booster box. Computer must be designed with industrial components. Scanning unit must have protective case and complete guide to facilitate the correct movement and positioning of the vehicle over it. Such positioning shall enable complete coverage and accessibility for scanning full vehicle undercarriage. Guides shall prevent scanning unit from any damage by oncoming vehicles, integrating with barriers, rising steps, bollards, etc.

Software: Operator display screen must be user friendly. Must require a secure password to access the system, logging officer’s time of usage, with possibility to create different user levels (usual user, administrator, etc.). UVSS must provide high image resolution and operate in all lighting conditions (day, night, etc.). Captured images must remain on-screen even after the vehicle passes for continued inspection. Images must be stored on a minimum 80 gigabyte solid state disc, with time and date stamps. Stored images must be automatically loaded to the monitor for visual comparative viewing purposes. Various gamma and tone control levels must be provided. Data shall be exportable to CD and/or USB. Must be able to trigger UVSS manually and input license plate numbers manually, with possibility to integrate a License Plate Recognition (LPR) system.
