Table 1. Summary of Current JOC Pricebook Divisions.

The JOCPB is a document that the government developed and the government updates annually for pricing throughout Europe. The book is based on the German construction industry standards (DIN) and Standardleistungsbuch für das Bau (STLB-Bau), specifically the STLB Bau-Z ver 2020-07 data (https://www.gaeb.de/en/products/stlb-bauz/). STLB Bau-Z is a database-oriented line-item text and unit price system for regularly occurring building and construction maintenance services. The data were purchased in October 2020 and incorporated into the Europe JOC Pricebook along with various US-specified line items and the Anti-Terrorism and Force Protection (ATFP) line items, with the final Unit Price Book developed April 2021 (UPB Europe_2021).

The latest JOCPB, titled “UPB Europe_2025”, has been updated to reflect modernized pricing for the 2025 JOC Base Contract Solicitations. Major changes include the elimination of duplicate line items from the ATFP division that were included in other divisions, and the pricing was escalated to modern (mid-2025) levels based on forecasted German construction price indices trends from the German Federal Statistical Office (Stastistiches Bundesamt) via DESTATIS. The escalation or cost factor was computed for each trade as the ratio of index at required pricing date (June 2025) divided by index at time of initial cost (June 2020), as suggested in BKI formula for updating costs (BKI Baupreisindex). An average cost factor for all trades over this period was 1.46, or an increase of 46%.

https://www.gaeb.de/en/products/stlb-bauz/ https://www.destatis.de/EN/Themes/Economy/Short-Term-Indicators/Prices/bpr210.html https://bki.de/baupreisindex

The JOCPB will be undergo annual updates following the award, with updates occurring each January. Updates are based on the latest DESTATIS construction price indices and STLB-Bau data, ensuring the most recent version of the STLB-Bau, including all updated line items and pricing, is utilized. Additionally, the ATFP line items and pricing will be modernized accordingly. The initial post-award update cost factor will be calculated using relative price indices from June-2025 to January-2026 (using most recent published price indices and STLB- Bau data). Subsequent pricing updates will use the June-2025 pricing as the baseline and escalated using relative price indices for that period. Pricing remains valid for the calendar year, with no mid-point construction price escalation.

The Unit Prices Include:

LABOR COSTS:

• Labor costs include direct labor through the working foreperson level at straight-time prevailing wage rates including associated payroll taxes, but excludes vacations, sick leave or any labor overheads whether by the Prime or Subcontractor, or both.

• Material costs for imported materials (e.g. aggregate, sand, soil, etc.) include delivery up to 15 miles (25 km) from the closest approved source.

The costs in the Unit Price Book are denominated in Euros. For the duration of the base contract and any exercised options, the Government will make all Task Order awards and payments in either Euros or U.S. dollars, as specified at the time of award.

The COEFFICIENTS Include:

The contractor's coefficients are as a numerical factor increase, (e.g., 1.100) or decrease (e.g., 0.85) in association with performance of a Task Order. Coefficients are contractor proposed factors to adjust the contractor’s bottom line for any and all, efficiencies, costs (generally indirect costs), adjustments to listed prices, and/ or profit not included in the JOCPB (updated annually).

The contractor’s coefficients shall encompass all contractor costs, inclusive of profit, overhead (home office and field), labor burden, insurance, adjustments to listed prices, general and administrative expenses, subcontractor mark-up, mobilization and demobilization, and any other costs. These include, but are not limited to, compliance with environmental laws, permits, preparation of reports, correspondence and documentation required by law or specifications, tax compliance, protection and/or relocation of government property, and engineering services.

Engineering services refer to those incidental to construction and include completing submittals for construction work. The coefficients includes all operating costs including the costs for labor, material, transportation, profit etc, unless otherwise stated in the JOCPB.

The coefficients are proposed by the contractor, incorporated in the contract and used in establishing price for Task Orders. In accordance with AFARS 5117-9004-2 (e) Solicitation this JOC contract will use an annually updated JOCPB, rather than an annual coefficient adjustment.

Both are not permitted under the regulation. For this reason, the contractor will provide one set of coefficients for the duration of the JOC base contract as directed in Attachment 3 JOC Pricing Schedule..Separate coefficients shall be provided to account for a) adjustments to the listed JOCPB unit prices to reflect fair market value (Unit Pricebook Coefficient), and b) indirect or burdened costs (Burdened Coefficient) during “Regular Hours” and “Other than Regular Hours”.

Unit Pricebook Coefficient The Unit Pricebook Coefficient shall only include adjustments to the pre-priced line item costs (direct labor, equipment, and material) necessary to establish a current local market value for those items.

Burdened Coefficient The Burdened Coefficient shall only include adjustments to reflect the indirect or business/project-related costs associated with the work that go beyond the direct expenses of labor, equipment, and material. Furthermore, the coefficients must cover costs associated with interfacing with government representatives and coordinating with occupants and other contractors as necessary. The burdened coefficient(s) shall also include, but are not limited to, costs for:

PRICE VARIATIONS:

Contractors may experience direct costs that are different than the unit prices set forth in the JOCPB. While diligent effort was made to provide accurate, unit prices, it is the Contractor’s responsibility to review and analyze the unit prices, and to calculate, prior to bidding, the coefficients or adjustment factors accordingly.

SUMMARY:

This list is not exhaustive and is intended to provide general examples of costs to be included in the Contractor's Coefficients.

The only compensation to be paid to the Contractor for unit price tasks will be:

TOTAL PRICE = Unit Price X Quantity X Coefficient

General Rules on Using the JOCPB:

• Unit prices are for complete and in-place construction and include all labor, equipment and material required to complete the task as described in the JOCPB.

• If the Contractor uses a crane or other lifting equipment (except a truck mounted boom lift or other equipment as part of the delivery process) to lift material onto a roof, even if that roof is less than 2 stories, the contractor will be paid for such crane or lifting equipment as a separate task.

• Unit prices include all fasteners such as anchor bolts, lag bolts, screws, adhesive, wedge anchors, expansion bolts, roofing clips (excluding hurricane clips) required. Fasteners listed separately in the JOCPB are for use with Government furnished material and equipment or relocating or reinstalling existing material and equipment.

• Unit prices exclude more substantial mounting material such as threaded rod or angle iron unless the task description states otherwise.

• Unit prices for doors and windows, duct work, plumbing fixtures, seamless floors, countertops, roof flashing, pitch pockets, skylights, roof curbs, exterior trim, etc. include sealant and caulking.

• Unit prices include testing, calibrating, balancing, start-up services and the like required to ensure proper installation, construction, and performance of the work (e.g. compaction test for backfill, balancing of heating ventilation and air conditioning, pneumatic or hydrostatic testing, soaping of joints, disinfection and flushing of water lines, etc.).

Contractor may be paid for testing, calibrating, balancing, start-up services and the like for Government supplied materials and equipment, or when working on or tying into existing materials and equipment.

• For the purpose of calculating the quantity of a task, quantities are calculated on a per project basis. The quantity so determined shall be used for the task and all appropriate modifiers, unless the task states otherwise.

• Whenever there are alternative tasks that may be selected to complete work, the Contractor shall select the most practical and economical tasks available (e.g. rental of equipment by weeks or months rather than days, or painting by roller or spray rather than brush).

DEMOLITION:

• Unit prices for demolition include all labor, equipment and material required for the complete removal of the items; clean-up of the area; and transporting the demolished items up or down 2 stories into a truck, dumpster, or to a Government designated area, located within 150-feet (~100m) of the project site.

• Unit prices for demolition exclude costs for hauling.

• If the item being demolished is attached to another item being removed and can be removed as one item, then that item shall not be priced as a separate demolition task, unless the component alone must be demolished to accomplish the task (e.g. demolition of pipe includes pipe fittings unless the fitting must be demolished separately to accomplish the task; demolition of a wood door includes hinges, hardware, closures, kick plates, etc.).

• The word "replace" includes removal of the existing item and installation of the new item.

• The words "remove and relocate" or "remove and reinstall" include removal, cleaning, and installation of the existing item in either the same location or another location.

• Salvageable materials are the property of the Government and shall, if directed, be turned over to the Government.

WORKING HEIGHT:

• Typical working height for work other than masonry is up to 11.5 ft (3.5 m) above the finished floor or stationary working surface. The Contractor will not be paid for scaffolding, lifts, or similar equipment for work below 11.5 ft (3.5m).

• Typical working height for masonry work is up to 4 ft (1.25m) above the finished floor or stationary working surface. The Contractor will not be paid for scaffolding, lifts, or similar equipment for masonry work below 4 ft (1.25m).

FIELD ENGINEERING:

• Surveying tasks shall be used only when the Government requests the Contractor to perform topographic surveys, property line surveys, or to establish horizontal and vertical control points. If the Government provides horizontal and vertical control points within or adjacent to the project site, all other surveying required to complete the work shall be considered construction staking or layout, and the cost thereof is included in the appropriate tasks.

• For areas likely to contain unexploded ordnance (UXO), specific line items, such as UXO labor hours, are available for surveys related to the visual inspection of potential UXO during excavation activities.

Or Equals and Brand Names:

• Whenever material, products, or equipment is identified in the JOCPB, or in the

Technical Specifications, by reference to a manufacturer’s name, make or model number, the identification is intended to establish a standard. Any material, product, or equipment of another manufacturer may be considered an or-equal provided that, in the opinion of the Government, the material, product, or equipment so proposed is of equal quality, substance and function to the named item. The Contractor shall not install any proposed material, product, or equipment without the prior written approval of the Government.

The burden of proof, and all costs related thereto, concerning whether the proposed material, product, or equipment is an or- equal, shall be borne by the Contractor.

Mccormick, John W CIV USARMY CENAU (USA) We tend to avoid any Brand Names. Are there any brand names for ATFP or HVAC Sections?
