About this file
This is an Amendment of Solicitation (Standard Form 30) for a contract to perform Tests and Certifications of Lightning Protection Systems at Camp Darby in Pisa, Italy. The solicitation (W912PF25QA072) involves testing and certifying lightning protection systems for approximately 160 facilities, including Earth Covered Magazines (ECMs), Above Ground Magazines (AGMs), and other military infrastructure. Key requirements include performing grounding measurements, bonding continuity tests, and comprehensive lightning protection system inspections every two years, with detailed documentation of resistivity values and compliance with specific standards.
The amendment includes a comprehensive Questions and Answers section addressing technical details such as testing points (20 for ECMs, 55 for AGMs), certification requirements, and logistical challenges. Potential contractors must submit certifications as part of their evaluation factors, with the possibility of obtaining Italian government authorization (Type A body) after award. Background checks and base access will take 2-3 months, and contractors will be assisted by another maintenance contractor during the work. The solicitation emphasizes detailed reporting, deficiency identification, and compliance with Italian and military regulations, with testing to be performed across two annual groups to ensure a 24-month compliance schedule.

Location - Camp Darby, Pisa, Italy
Request for Information (RFI) - QUESTIONS AND ANSWERS
1. Specify how many points of grounding connection should be tested per listed building such as ECM and other locations.
For ECMs, readings are around 20, while for AGMs, they're around 55.Answer:
2. Provide the grounding and lightning plan for all listed buildings and locations.
can't disclose maps, pictures or any sketches regarding the Answer: Our office, Utilities Branch, area where the base is located.
3. The number of "quantities" stated in the pricing sheet, are those the number of testing points in that specific location such as the LPS for ECM?
The quantities indicated in the price list refer to the number of buildings, structures, or Answer:
facility that need to be certified.
4. Can you please provide a map and/or as-built LPS drawings of the 160 facilities? We need to fully understand the size, access, and complexity of these facilities to provide the most accurate quote.
can't disclose maps, pictures or any sketches regarding the Answer: Our office, Utilities Branch, area where the base is located.
5. Will a suitable boom lift be available to access the roofs of the facilities? We have OSHA certifications for boom lift operation. Will this be sufficient at Darby? Is additional training required?
During the development of the above service the contractor will be assisted by another Answer:

6. Is the only requirement for bonding (continuity) measurements from the air terminals to the grounding system?
The requirements are those outlined in the reference regulations listed in PWS Point 6. Answer:
For certification, all critical points assessed by the certifier at the time of certification must be considered.
7. Are grounding measurements (three-point fall-off-potential) also required for each facility?
CorrectAnswer:
8. Are there any additional measurements or inspections required (surge protective devices, bonding of metallic infrastructure within the side flash distance of the LPS, antenna masts, etc.)?
Typically, the contractor performing the maintenance and visual inspections of the LPS Answer:
handles the assessment. However, it's the certifier's responsibility to identify any anomalies leading to a negative certification and to communicate these deficiencies, which would then result in a potentially negative certification.
9. Do inspection reports only need to include out-of-compliance measurements or do the customer require tabulated bonding measurements for each air terminal?
The certification must specify the reference regulations, test date, ohmmeter calibration Answer:
date, and the resistivity value for each individual measurement point along with the location where the resistivity values were taken.
10. What do these acronyms stand for: ECM, Milvan, PAD, AGM, SWS, ERI IDLS?
Answer:
ECM: Earth Covered Magazine
MILVAN: Military-owned demountable VAN
PAD: is a square stock area

11. Qualification: "Contractor shall provide to be an agency authorized by the 'Ministero delle imprese e del made in Italy' which qualified the company as an 'Organismo di Tipo A', in accordance with Italian Law DPR 462/01", Is this mean The contractor must be recognized by the Italian government (specifically the Ministry of Enterprises and Made in Italy) as an independent inspection body ("Type A body") authorized to perform electrical safety inspections, including lightning protection system certifications, as required by Presidential Decree DPR 462/01. Should that statement eliminate foreign agencies not recently registered in the Ministry of Enterprises in Italy regardless of capabilities to perform the LPS testing certification? if, yes can the offeror register upon the award?
Answer: As stated in our solicitation, to be considered for award, prospective contractor, submitting a quote, SHALL demonstrate and provide ALL the certifications in Factor 1 to be evaluated as "Acceptable". Certifications and Past Performance Factors are to be submitted with the quote as they are part of the evaluation factors. We will evaluate all submissions based on the factors, and as stated in our solicitation, , the to be eligible for award quoter shall be rated "Acceptable" on all non-price factors.
12. Are the Italian-specific certifications listed on Page 39 - Evaluation(Certifications), Items A, B, and C of the PWS a hard requirement for bid acceptance?
Answer: We do not preclude or hinder prospective contractors submitting a quote without the accompanying certifications. We will evaluate all submissions based on the factors and as stated in our solicitation, , the quoter shall be rated "Acceptable" on all non-price to be eligible for award factors. All acceptable offers will then be evaluated for the low price, technically acceptable offer, of the total base and all option periods.
13. Are the certifications under Factor 1 required to have these on day one of the contract? Or can we apply for them either now or if we are awarded the contract? We did some research and it's a lengthy process (few months).
Answer: Factor 1 - Certifications are to be submitted with the quote as they are part of the evaluation factors in order to be eligible for award.
If a sample report is available, may we receive a copy?14.
Answer: These reports are generated using formats that are the company's property, and as users, we're not permitted to release them.
Can we incorporate our sample test report as part of the offer's submittal?15.
Answer: It is not a requirement to submit a sample test report but if you want to showcase a report, you can incorporate a sample test report as part of past performance experience questionnaire submission stating that a sample report submitted from a previous work.
Will we be responsible to denote deficiencies?16.
Answer: Yes, the service provider will be responsible for denoting deficiencies.
Which test standard(s) shall be used?17.
Answer: See PWS.
