QUESTIONS AND ANSWERS
1. Incumbent.
Question #1: Is there an incumbent for this position?
Response: Yes.
Question #2: If so, can the Government share the contract number?
Response: The Contract Number is W912PFD0010
2. Right of Refusal.
Question: If there is an incumbent, is there an incumbent contractor employee whom the awardee should consider for “right of first refusal” (i.e. Nondisplacement of Qualified Workers Under Service Contracts)?
Response: No, the above U.S.regualatoin referenced, ‘Nonndisplacement of Qualified Workers’ is not applicable. However, in accordacne with solicitation clause 252.222-7001, there are numerous Italian employment laws the contractor shall adhere to. The contractor shall comply with all applicable local laws, regulations, a labor union agreements. The conditions of employment and work for local civilian labor, in particular wages, supplementary payments, and conditions for the protection of workers, shall be consistent with the laws of Italy.

Question #1: Does the position provide Status of Forces Agreement (SOFA) status?
Response: This requirement is not designated for SOFA and the positions will not be accredited as Technical Representatives or Civilian Personnel.
Question #2: Does the position provide logistical support and if so, what is included?
Response: There is limited logistical support provided, base access guaranteed to employees that have been cleared in accordance with the applicable regulation cited in the PWS and office space within the Housing building is provided.
Host Nation Taxes.
Question: If SOFA status is not provided, will the candidate be subject to and responsible for complying with host nation taxes?
Response: Yes, the candidate and contractor will be responsible for complying with applicable host nation taxes and employment laws.
4. Full Time Equivalent. PWS 1.6.4.3 states, “…The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS.” Paragraph 5.8 further states, “All appointments will be scheduled by customers through the USAG Housing office. The USAG Housing office will provide the contractor a complete appointment schedule for the following workday, each afternoon by 1700 hours.
The Housing office may request same day appointments, if the daily appointment schedule permits. It is difficult to ascertain if the workforce should be present during all times the office is open or only when services are in demand. If schedules are only finalized by 1700 the day prior, this does not provide the contractor with enough time to schedule paid time off, sick leave or personal appointments.
Question #1: Are weekly/monthly schedules for contractor availability considered when the Housing Office schedules appointments?
Response: Contractor is to provide full capability to comply with the performance-based requirements during the office opening hours
Question #2: If the contractor schedules vacation or has a requirement making them unavailable for an extended period, how many workdays can pass without having a backfill?
Response: None, Contractor is to provide full capability to comply with the performance-based requirements during the office opening hours.
5. Pricing: Solicitation instructions, VOLUME IV, Factor III – Price. Quotes received in other than EURO shall be rejected. Current exchange rate is 1€=$0.9381.
Question: Given the recent rapid changes in the Euro/Dollar exchange rate, when and how often will the government adjust the conversion rate? It is unlikely that over a 5-year period the conversion rate would not change.
Response: The exchange rate changes at the beginning of every fiscal year. Amendment 0001 has been updated to reflect the current exchange rate.
Question: The solicitation lists one CLIN for each job category (Housing Support Services; Gov’t leased quarters taxi services; private leased taxi services, & Private rental liaison support) to cover a 5-year period, but the Pricing Book separates out each contract year and divides it into multiple specifics tasks and requests a unit price for each task. How does this year-by-year pricing correlate to the CLINs listed? Or do contractors not need to fill out these CLINs with the response?
Response: The quoter is required to price the specific task listed in the Attachment 2 - Pricing which will be incorporated into the base contract and used to issue orders.
6. Management Plan.
Question: Does the Government want a management structure physically located in Europe?
Response: While the contract management structure is not explicitly required to be in Europe, the contract manager is required to be available to the contracting officer and contracting officer representative during all hours of operation identified in the PWS.
7. Special Qualifications: The PWS (5.10) states personnel must have level 4 fluency in English.
Question: Is there a specific fluency that is required in Italian?
Response: - Yes, level 4 in accordance with PWS Technical Exhibit H – Language Fluency Clarification. PWS paragraph 5.10 and Technical Exhibit H has been updated to reflect these changes.
8. Operating Hours. PWS 1.6.4. Some landlords are unavailable during the regular work week due to their employment schedule. In some cases, appointments are necessary on holidays or on a Saturday to allow coordination with the customer and the landlord for a visit.
Question: Can the Government establish a separate CLIN for work on U.S. Holidays/Weekends or specifically state in the PWS that no appointments will be made on these days?
Response: No. See updated PWS paragraph 1.6.3. Contractor is required to work on US Holidays that occur during the Housing Office operating hours identified in the PWS, but not on weekends or Italian Holidays.
9. Government provided housing portal.
Question #1: Is the Housing Office responsible for maintaining and updating a housing portal?
Response: -Yes, the Contractor will support with inserting required input into the database IAW PWS paragraph 5.6, 5.7, etc.
Question #2: Funding for marketing and advertising purposes to reach landlords in the Italian economy and persuade them to list their accommodations in the Government provided housing web portal is essential. If the Housing Office is responsible for a housing portal, can the Government add a separate Advertising CLIN with a not-to-exceed (NTE) amount?
Response: Marketing and advertising are not required tasks for the contractor.
10. Furnishings and Utilities.
Question: Is the Housing Office responsible for arranging for furnishings and utility services set up for the accommodation?
Response: Yes, the housing office is, however, contractors are not authorized to discuss housing entitlements. If customers inquire on these topics, the Contractor shall explain that only the US Government and local national employees who are trained and authorized to discuss overseas housing entitlements are permitted to discuss these topics with them.
11. PWS Section 5: Specific Tasks PWS 5.2, 5.3, 5.4, and 5.5 correspond to CLIN 002 and CLIN 003, Gov’t Leased Quarters

When the contractor is requested to work on either holiday {Italian or US}, they will receive written notification five (5) days before the holiday the contractor is expended to work.
1.6.3.1 US Holidays: Contractor is required to perform services on American holidays.
Question: This says that all Italian & US Holidays are observed, but then adds that contractor needs to work on US Holidays. Does this mean personnel can expect to not work on Italian holidays and that the office will always be open on American holidays?
Response: : Paragraph 1.6.3.1 has been deleted. See updated PWS paragraph 1.6.3. Contractor is required to work on US Holidays that occur during the Housing Office operating hours identified in the PWS, but not on weekends or Italian Holidays.
13. Attachment 2 - Pricing Book20231016: Can the Government share what historical data was used to calculate the estimated quantities for each task in this spreadsheet?
Response: The estimated quantities were based on many inputs. Historical data will not be shared.
14. Question: I would like to ask if it is possible to exceed the page limit for Volume II - Factor I
- Subfactor 3 - English Language Training Certification?
It is required to present at least 6 resumes for taxi interpreters and rental liaisons but the page limit is 5. We might need at least one page per resume , if not we will have to compress everything and it might result hard to read.
Response: The page limit for Volume II - Factor I - Subfactor 3 - English Language Training Certification has been changed from five (5) pages to ten (10). Amendment 0001 has been updated to reflect the change.
SECTION C - DESCRIPTIONS AND SPECIFICATIONS

USAG Italy – Vicenza DPW Housing Division
20221219
PART 1
GENERAL INFORMATION
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. This service contract’s purpose is to provide housing support services to the housing office customers located in the area of USAG Italy - Vicenza.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, supplies, transportation, supervision, and other items and non-personal services necessary to perform taxi-interpreter services as defined in this Performance Work Statement (PWS) except for those items specified as Government Furnished Property and services. Since its beginning, the support services of the taxi-interpreters have been used by more than 28,000 Service Members and civilian personnel.

These services include: 1) transportation to and from available rental quarters; 2) transportation to and from local utility companies, facilitation with opening and closing utilities procedures; 3) interpretation and translation for housing related matters; 4) private rental unit assignment inspections in the presence of landlord and tenant/s, annotating the general conditions of the property; 5) assist with application procedures for Codice Fiscale for all in-processing personnel; 6) assist with application procedures for Vicenza downtown Zona Traffico Limitato (ZTL) area driving permits; 7) liaison support between Private Rental occupants and property owners, realtors or designated point of contacts (POC).

The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract.
The Contractor’s Proposed QCP shall be submitted to the Contracting Officer (KO) through the Contracting Officer’s Representative (COR) for review within ten (10) calendar days (A001).
The Government will review and either notify the Contractor in writing of acceptance of the plan or return their comments to the Contractor within 10 calendar days. If the Government has provided comments, the Contractor shall then have 3 days to submit a Final QCP. After receipt of the Final QCP, the Contractor will receive the Contracting Officer’s acceptance in writing.
Any proposed changes to the accepted QCP are required to be resubmitted for acceptance by the KO (through the COR) no later than 30 days prior to the anticipated change and before implementation by the Contractor. The timeline noted above will apply for review and acceptance for proposed changes. At a minimum, the QCP shall include and answer the following to be acceptable:
a. A chart showing the organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the Contractor's Quality Control Team.

This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

If scheduled work or access to facilities is required, coordination with occupants will be necessary or the work in affected facilities shall be rescheduled after the training holiday. However, announced training holidays or exodus of military personnel may provide the Contractor with an opportunity for unrestricted access to facilities and areas. The Contractor shall take full advantage of such opportunities by planning maintenance or actions that are better accomplished when such areas are vacant.

The Contractor shall ensure that any subcontractors used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any subcontractor utilized by the Contractor, are made aware of and comply with these requirements. Should anything in this paragraph conflict with AE Reg 190-16 or (AE) Regulation 604-1, the regulation takes precedent. The Contractor’s replacement of the employee with the unfavorable background check shall be within a timeframe provided by the Requiring Activity Manager. The Contractor shall also replace employees whose background check, during their tenure of employment, renders them with an unfavorable local or stateside background check, as determined by the Requiring Activity Manager. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any incidents of lost or duplicate keys to the Contracting Officer. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the KO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying.
