Factor I – Key Personnel
Factor II – Experience
Factor III – Past Performance
Factor IV – Price
The award will be made to the lowest price proposed from the Offeror whose proposal is rated “acceptable” on all the non-price factors.
B. EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of “acceptable” or “unacceptable” as defined below:
Acceptable Proposal clearly meets the minimum requirements of the solicitation
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
1. FACTOR I – KEY PERSONNEL
To be determined acceptable in this factor the offeror shall submit a Key Personnel Roster.
To be determined acceptable in this factor, the Key Personnel Roster must include at a minimum, each of the following standards of proof:
a. The Program/Contract Manager and Alternate (PWS 1.10.1). Include evidence of the following:
i. Minimum of five (5) years of security or law enforcement administration experience in the armed forces,
b. The Area Managers (PWS 1.10.2). Evidence of the following:
i. Minimum of five (5) years of security or law enforcement administration experience in the armed forces,
c. Supervisor(s) (PWS 1.10.3). Evidence of the following:
i. Minimum of 2 years’ experience acquired in the field of security or law enforcement administration; or otherwise possess the equivalent experience gained within the last 5 years in other operational fields of the
Armed Forces, Police Force, or commercial security agencies.
d. Provide a Program/Contract Manager's signed letter of commitment valid for at least one year from date of award.
This evaluation factor will be rated on an acceptable/unacceptable basis
2. FACTOR II – EXPERIENCE
To be determined acceptable in this factor, the offeror shall demonstrate that they have experience in providing relevant projects that are similar in scope to the services required in this solicitation, and completed within five (5) years of the solicitation release date, as identified in Page 1, Block 6 of this solicitation.
The offerors shall provide contract information of at least one (1) but not more than three (3) relevant projects currently being performed or completed within five (5) years of the solicitation release date.
d. Relevant means that the contract must be for security guard services. The project submitted shall include a description of the scope, the amount, the completion date and a client’s point of contact.
e. If the offeror is a Pool of Firms (Consorzio)/ATI, relevant experience should be submitted for at least one (1) but no more than five (5) projects completed by each firm in the Pool of Firms(Consorzio)/ATI entity, within five (5) years of the solicitation release date.
f. It is the offeror’s responsibility to clearly explain and demonstrate to the Government how its work experience (and the experience of each teaming partner, if applicable) in each submitted project is relevant to the contract requirements in this solicitation.
This evaluation factor will be rated on an acceptable/unacceptable basis
3. FACTOR III – PAST PERFORMANCE
Evaluation: Past performance will be evaluated to determine if the offeror and any major subcontractors have performed favorably for previous contracts of a similar scope as the services required in this solicitation. The Government will evaluate an offeror’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The offeror’s past performance record must be determined to be acceptable or neutral in order to be considered for award. Offeror(s) must demonstrate successful past performance of the offeror and any major subcontractors or partnerships as evidenced by information gathered concerning at least one (1) but NO MORE than three (3) contracts and subcontracts completed or ongoing within five (5) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation, which are similar to the services requested in this solicitation. Offeror(s) must submit the information as per Attachment 2 (Past Performance Questionnaire) for each of the contracts provided. If there are subcontractors or partnerships, they will be evaluated in the same manner as the Prime.
Past performance will be rated on an acceptable/unacceptable basis using the following ratings:
Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is known (see note below).
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of a offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offer may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
a. If the offeror is a Pool of Firms (Consorzio)/ATI, past performance should be submitted for at least one (1) but no more than three (3) projects completed by each firm in the Pool of Firms (Consorzio)/ATI entity, within five (5) years from the solicitation release date and that are similar to the services requested in this solicitation.
b. In case of Pool of Firms (Consorzio)/ATI, all proposed partners will be assessed individually and the results will then be assessed in their totality to derive the offeror’s past/present performance.
c. The Government may consider past performance information from other sources such as: the offeror's former customers, business associates, federal, state, and local government agencies; the Past Performance
Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System
(FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.
d. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
4. FACTOR IV – PRICE (SOLICITATION/CONTRACT/STANDARD FORM 1449)
a. The price proposal will be evaluated but not rated. The price proposal will be evaluated separately from the non-price factors. An assessment of the reasonableness of each proposed price will be made.
The individual items/services of the CLIN will be totaled to determine the offeror’s total proposed price. The proposal will be reviewed to determine the reasonableness of price and the offeror’s understanding of the work and ability to perform the PWS requirement.
b. Proposals submitted in response to this solicitation will be in terms of EUROS. Proposals received in other than EUROS shall be rejected. The Government will evaluate proposals by converting the Euro currency to United States currency using budget rate of $1= €0.8978.
c. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.
d. The base period and all option years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.
e. In evaluating price reasonableness, other than cost and pricing data shall be utilized.
f. As part of price evaluation, the Government will evaluate its option to extend services (see FAR
Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting
Officer will perform a price analysis of each proposal. Offerors are required to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).
