Factor II – Past Performance Factor III – Price

B. EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of “acceptable” or “unacceptable” as defined below:
Acceptable Quote clearly meets the minimum requirements of the solicitation
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
1. VOLUME I – FACTOR I: TECHNICAL
SUBFACTOR A: EXPERIENCE
1. To be determined acceptable in this subfactor the quoter shall demonstrate that they have experience in providing relevant projects that are similar to the services required in this solicitation, and completed within five (5) years of the solicitation release date, as identified in Page 1, Block 6 of this solicitation.
The quoters shall provide contract information of at least one (1) but not more than three (3) relevant projects currently being performed or completed within five (5) years of the solicitation release date.
a. Relevant projects are those that meet the Tasks detailed in Section 5 of the PWS. The project submitted shall include a narrative of the scope, the amount, the completion date and a client’s point of contact.
b. If the quoter is a Pool of Firms (Consorzio/A.T.I.), relevant experience should be submitted for at least one (1) but no more than five (5) projects completed by each firm in the Pool of Firms (Consorzio/A.T.I.) entity, within five (5) years of the solicitation release date.
c. It is the quoter’s responsibility to clearly explain and demonstrate to the Government how its work experience (and the experience of each teaming partner, if applicable) in each submitted project is relevant to the contract requirements in this solicitation.
d. If proposing as a Pool of Firms (Consorzio/A.T.I.), each associated firm shall submit its own mandatory documentation in accordance with paragraphs a,b,c above, along with the below listed required documents/certificates:

iii. The names and the addresses of the associated firms proposed to perform the work. The associated firms are NOT allowed to submit their individual quotes under this solicitation otherwise the quote of the Pool of Firms (Consorzio/A.T.I.) and the quote of any associated firm may be rejected.
SUBFACTOR B: CERTIFICATIONS
1. PES TRAINING: To be determined acceptable in this subfactor the quoter shall demonstrate that they have provided a copy of the completed PES training certificates for a minumum of five individuals and a completed “Attribuzione della Qualifica di Persona Esperta (PES)” (Attribution of Qualification of Expert Person), as per Attachment 6 (Attribuzione di Qualifica di Persona Esperta (PES)), for those SAME five individuals.
2. ISO 9001-2015 CERTIFICATION: To be determined accetable in this subfactor, the quoter shall demonstrate that they have provided a copy of the ISO 9001-2015 certification for the submitting firm.
This evaluation factor will be rated on an acceptable/unacceptable basis.
2. VOLUME II – FACTOR II: PAST PERFORMANCE
Evaluation: Past performance will be evaluated to determine if the quoter and any major subcontractors have performed favorably for previous contracts of a similar scope as the services required in this solicitation. The Government will evaluate a quoter’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The quoter’s past performance record must be determined to be acceptable or neutral in order to be considered for award. Quoter(s) must demonstrate successful past performance of the quoter and any major subcontractors or partnerships as evidenced by information gathered concerning at least one (1) but NO MORE than three (3) contracts and subcontracts completed or ongoing within five (5) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation, which are similar to the services requested in this solicitation. Quoter(s) must submit the information as per Attachment 3 (Past Performance Questionnaire) for each of the contracts provided. If there are subcontractors or partnerships, they will be evaluated in the same manner as the Prime.
Past performance will be rated on an acceptable/unacceptable basis using the following ratings:
Rating Description
Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is known (see note below).
Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quote may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
a. If the quoter is a Pool of Firms (Consorzio/A.T.I.), past performance should be submitted for at least one
(1) but no more than three (3) projects completed by each firm in the Pool of Firms (Consorzio/A.T.I.)
entity, within five (5) years from the solicitation release date and that are similar to the services requested in this solicitation.
b. In case of Pool of Firms (Consorzio/A.T.I.), all proposed partners will be assessed individually and the results will then be assessed in their totality to derive the quoter’s past/present performance.
c. The Government may consider past performance information from other sources such as: the quoter's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.
d. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the quoter.
3. FACTOR III – PRICE (SOLICITATION/CONTRACT/STANDARD FORM 1449)
a. The price quote will be evaluated but not rated. The price quote will be evaluated separately from the non-price factors. An assessment of the reasonableness of each proposed price will be made. The individual items/services of the CLIN will be totaled to determine the quoter’s total proposed price.
The quote will be reviewed to determine the reasonableness of price and the quoter’s understanding of the work and ability to perform the PWS requirement.
b. For evaluation purpose the sum of the prices indicated on the Attachment 1 – titled Catalog of Prices, will be added to the amount of the other CLINS in this Request for Quotation to determine the lowest quotation.
c. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.
d. The base period and all option years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.
e. In evaluating price reasonableness, other than cost and pricing data shall be utilized.
f. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the quoter's final option period price to the quoter's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote. Quoters are required to price the base and option periods. Quoters shall not submit a price for the potential six (6) month extension of services period.
The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).
