QUESTIONS AND ANSWERS
Vendor’s Question #1: “I kindly ask you if the following documentation can be delivered in Italian:
Factor 1 – Technical:
Sub factor 1 - Company Experience Sub factor 2 - Meal Plan Sub Factor 3 - Key Personnel Sub factor 4 - Certifications Factor II – Past Performance”
Government’s Answer: The documentation should be submitted in English, which is the official language, utilizing the attachments uploaded on the BetaSAM website. In case you would like to attach also certifications and/or correspondence, and/or additional narratives relating to the good quality of the works’ results, you could attach the Italian original version of those accompanied by an English translation, respecting the Page Limitations and Format” indicated in the solicitation addendum to clause 52.212-1.
Vendor’s Question #2: “we need information about the RFP; ATTACHED N° 7 PAST EXPERIENCE AND RFP ATTACHED 8 PAST PERFORMANCE; Both Form contains the same information,
1. how we will complete the Form,
2. what information for each Form”
Government’s Answer: The offeror must demonstrate that they have experience as per the description contained into the solicitation W912PF-20-R-0005, ADDENDUM TO 52.212-2, BASIS FOR AWARD, FACTOR I – TECHNICAL, a. Sub factor 1 – EXPERIENCE, and into FACTOR II - PAST PERFORMANCE. Two attachments have been uploaded on the SAM webpage, titled Past Experience questionnaire and past performance questionnaire. Those attachments should be filled in, in English language; please insert each information in each pertinent specific line of the attachments. In case the space dedicated to “Description of contract work” is not sufficient, Vendors can make a more extended and clear description in a separate paper, respecting the Page Limitations and Format” indicated in the solicitation addendum to clause 52.212-1.
Vendors can decide to submit the same work experiences for both factors, as long as they fit/match the description and the requirements contained in the above mentioned paragraphs. The ATTACHED No 7 PAST EXPERIENCE is to show that the contractor has the experience as stated in RFP while ATTACHED 8 PAST PERFORMANCE is to show “how well” that the contractor performed. Experience reflects whether contractors have performed similar work before. Past performance, on the other hand, describes how well contractors performed the work -- in other words, how well they executed what was promised in the proposal.
Vendor’s Question #3: “Will participate at the Mensa Bid together with another local Italian company forming an ATI or a JV - could you please confirm that it is sufficient that only one of the 2 companies will be duly registered and approved in betaSAM portal, or all of the companies forming the ATI/or JV need to be registered in SAM individually”.
Government’s Answer: The ATI/JV uniquely formed company need to have SAM registration.
Or, alternatively, the main company representing the group needs to have SAM registration.
Vendor’s Question #4: “We need to know asap whether the SA8000 (Social Accountability 8000) is absolutely necessary to be awarded the contract.”
Government’s Answer: Yes. Confirmed. SA8000 is within the required evaluation factors listed in the solicitation, addendum to FAR 52.212-2, FACTORS TO BE EVALUATED, I. FACTOR I
– TECHNICAL, d. Sub factor IV – CERTIFICATIONS.
Vendor’s Question #5: Could you please tell me if the Presolicitation posted as solicitation number W912PF20R0005 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?
Government’s Answer: This will be a new service contract. The current requirement is W912PF-15-D-0007, Compass Group Italia Spa is the incumbent.
Vendor’s Question #6: Is an NCAGE Code required for us to submit a quote?
Government’s Answer: in order to be awarded a government contract you MUST have a DUNS number ad a Cage code; and then, an active SAM registration. During the competition, it is fine to participate without having a definitized SAM registration; but, during the award phase, this becomes necessary. Therefore, since getting the two mentioned codes and the subsequent active registration is a long and complicated process, we strongly suggest you to start at the soonest, in case you are interested to participate.
Vendor’s Question #7: Could you send us the list of staff currently employed to the service?
Number of people, hours scheduling, grade, total amount of hours.
Government’s Answer: The US Government cannot directly deal with the Company’s personnel; therefore you could directly contact the current incumbent: angelo.cicio@compass-group.it.

Vendor’s Question #8: The required certificates, do we need to possess all of them in order to bid, or can we still bid while we are in the process of obtaining some certificates. Can we still be able to bid and get awarded while missing one or two.

Missing certifications will result to “Unacceptable” rating for that evaluation factor which renders the proposal “unacceptable.” Unacceptable proposal may not receive award.
Vendor’s Question #9:
Provided that the mandatory certifications for participation in the tender are those indicated in the addendum to point FAR 52.212-2, d. Under factor IV - CERTIFICATIONS it is correct to understand that further certifications indicate a page. 4 of the document entitled DECLARATION OF EXECUTION OF WORK such as:
UNI EN ISO 14040: 2006 Life cycle assessment study;
UNI CEN ISO / TS 14067: 2013 Greenhouse effect - carbon footprint product DTP 108 (Gluten free certification);
