The contractor shall prepare and submit to AFSBn Africa a catalog of all equipment covered under this contract and will update this catalog as equipment is tagged out and/or replaced. The catalog shall include unit number, make, type (category), serial number, model number, and any other required technical data. At the end of each fiscal year, the catalog shall be updated and submitted no later than the first two weeks of the following fiscal year to the AFSBn Africa Engineer and Contracting Officer (KO).
1.4.5. Hazardous Material Management
Chemical and special waste and hazardous material disposal will follow requirements as specified within the Federal Governing Standards for bases operating in Italy. These governing standards will be provided to the contractor by the COR and include:
Chapter 5 – Hazardous Material Management.
Chapter 6 – Hazardous Material Chapter 9 - POL Chapter 18 – Spill Prevention and Response Planning and Spill Cleanup
Contractor shall coordinate the transportation and disposal of hazardous materials via the COR for coordination with the Environmental and Safety offices. All material to be disposed due to maintenance requirements will be transported and disposed of by the contractor as the producer of such waste. All disposal costs are considered part of this contract and will be part of the contractor’s maintenance responsibilities. Disposal of used hazardous parts by certified/qualified personnel is also considered part of this contract and will be the responsibility of the contractor.
Certification must be provided to the COR after disposal. The contractor must be registered within the Italian “Camara di Commercio” as qualified for “intermediazione dei rifiuti” in accordance with Decreto Legistlativo 03APR2006, n.
152. The contractor must work with the COR and AFSBn Africa Engineer regarding all disposal and required analysis of all paint booth filters. AFSBn Africa maintains an operating permit for the use of the paint booth and sand blast booth. The contractor will follow requirements as found within this operating permit to ensure all required maintenance, testing, and analysis is completed. Filter disposal and analysis reporting is a requirement of this contract as part of the AFSBn Africa Solvent Management Plan and operating permit with local authorities. The contractor must be registered within the Camara di Commercio for “intermediazione dei rifiutti” in order to comply with contract requirements and filter disposal/testing.
1.4.6. Monthly Maintenance
The contractor will be required to perform a complete inspection and maintenance of the paint booth, sandblast booth, mixing booth, compressed air/ breathing system, and electrical cabinet monthly. The contractor will complete any remedial and preventive maintenance requirements monthly as part of this contract. Material for normal monthly maintenance is also provided as part of this contract. At completion of inspection and maintenance, a detailed report will be provided to the COR listing deficiencies found, and proposed resolution. Contractor will use specific forms, “Libretti”, and reporting formats as found throughout this PWS, as requested by the COR, and as suggested by the Contractor with approval from the COR. In addition, the Contractor will use the “Registro Di
Controllo Attrezzature”, D.M 11 aprile 2011 e D.Lgs.9 aprile 2008, n. 81 for reporting monthly inspection and maintenance performed. The COR will provide a copy of this “Registro” for review but it will be the responsibility of the contractor to obtain one “registro” per piece of equipment, update, and complete with each monthly inspection/maintenance performed as part of this contract. Furthermore, the Contractor must maintain all monthly maintenance and quarterly certification documentation within individual maintenance logs, “Libretti”, for each major component of these systems. When “Libretti” are not available, the Contractor is required to obtain, complete, and continue to update with maintenance required information. These maintenance logs and “Libretti” must be approved by the COR each month prior to payment of monthly invoice.
At completion of inspection and maintenance, a detailed report will be provided to the COR listing deficiencies found, and proposed resolution. Over a six year trend analysis, when monthly inspections, O&M maintenance, and other tasks as described in this PWS are performed, repairs outside of preventive maintenance have not been required. Contractor must resolve problems that are preventing any and all equipment from operating successfully and safely. Deficiencies not due to failed O&M maintenance, inspection, and testing must be identified by the Contractor with cause of the failure described, and procedures for rendering the equipment operational defined.
1.4.7 Remedial Maintenance
When preventive maintenance and inspections are successfully completed respecting O&M requirements, OSHA, ANSI/ASME, local permitting requirements, Industrial Safety requirements, Unified Facility Criteria regulations, and this PWS, 100% operational equipment is achieved. This PWS requires that the contractor provide for 100% operational equipment at all times. In order to achieve this, Remedial Maintenance, in conjunction with Preventive Maintenance will be completed by the contractor. Remedial maintenance items are considered minor repair maintenance that will be performed on equipment during monthly, quarterly, and annual maintenance that do not exceed three hundred Euro (labor plus material). Repairs exceeding 300 Euro will be corrected under a demand maintenance task order as per section 1.4.4. Remedial maintenance items are considered part of Scheduled Maintenance as detailed in section 1.4.1. Summary of Requirements.
The contractor will not be held responsible for equipment that has reached its life expectancy or is used in excess of recommended usage by the O&M. Such repeated repairs due to these situations will not be considered remedial maintenance. The contractor must document all work in the CMMS and inform the COR when equipment has reached life expectancy or is used in excess of recommended usage. The Contractor still has a responsibility to ensure maintenance repairs are limited based on successful maintenance procedures, technicians who are trained, and a thorough quality control plan for work performed.
If repairs are disapproved by the Government, the equipment will be removed from service and "red tagged" by the contractor. The government will furnish red tags to lock out disabled equipment. Contractor must follow government “lock out” procedures.
1.4.8 Demand Maintenance.
Demand maintenance will be unscheduled maintenance requirements and will include repairs outside of normal preventive and remedial maintenance requirements where the contractor must notify the COR of such repairs on the day the repair is identified. For all demand maintenance the contractor shall provide to the COR in writing, and documented in the CMMS, a description of the unscheduled repair, explanation of why the repair is required, and justification of why the repair is not considered remedial maintenance for the equipment. The contractor will then provide a cost proposal within ten (10) business days of receipt of the government’s RFP to include a description of suggested repairs, a list of all repair parts to include manufacturer name, part numbers, serial numbers, material costs, labor costs, and method of repair. AFSBn Africa and the contracting officer will evaluate this information.
Once equipment is repaired or replaced, the contractor will continue maintenance requirements on the equipment as per this PWS. Until repaired, the contractor will remove the equipment from service following approved lock out/ tag out procedures. The contractor will furnish red tags to lock out disabled equipment.
If demand maintenance items are completed under this contract, they will be negotiated and executed via task orders. The Contracting Officer will provide the Contractor with a request-for- proposal (RFP) based on a general scope listing requirements for the repair. The contractor’s proposal will be evaluated and compared with the
Independent Government Estimate (IGE), and negotiate for a fair and reasonable price. Upon approval, the Contracting Officer will issue a Task Order, and the Contractor shall proceed with the work.
Supplies and/or materials which have been installed by the Contractor under a task order shall, in turn, be incorporated into their respective total system(s). The contractor will update all corresponding CMMS information as required. The Contractor shall then be responsible for further maintenance of the total system. Warranties (if any) for such installed supplies and/or materials shall be maintained by the Contractor and entered into the CCMS as previously described. O&M manuals, technical specifications, warranties and all other required documentation must be provided to the COR by the Contractor and loaded into the CMMS.
1.4.9 Emergency Service Calls.
Emergency calls are defined as any facility/equipment deficiency that immediately compromises Government property, environment, mission, or affects the life, health, or safety of personnel. To successfully respond to an emergency service call, the contractor must perform services as per section 1.4.7 Remedial Maintenance, to return the equipment to safe and fully operation condition. If maintenance tasks exceed requirements as stated in section 1.4.7, Remedial Maintenance, the contractor must perform required services to resolve the emergency bringing repair requirements to a non-urgent, demand maintenance task. Repairs will be performed under demand maintenance as detailed in section 1.4.8. Only the Contracting Officer can issue a task for an Emergency Service Call. The Contractor shall respond within one (1) hour and be present on the job site working within two (2) hours after receipt of an emergency service call. The Contractor shall work continuously without interruption and remedy the emergency condition before departing the job site (e.g. return critical system to operation, secure power to eliminate electrical hazard, etc.). From 01 October, 2016 through 01 July 2019, no emergency work items have been recorded for the equipment covered under this contract.
The Contractor shall document the emergency response and repair in the CMMS to include the date and time of the service call, specific equipment information, the repairs performed costs of repairs and the name of the technician performing the repairs. The respective libretti and data cards will be updated after each emergency repair has been completed, and on the day of completion.
