PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The repair service request can be generated under two circumstances: during the semiannual testing and inspection of detention/suppression systems or during the emergency calls done under this repair service contract.

5.2. Repair service: The COR will provide the contractor an approved list of the repair requirements for each area provided under this contract. The list will be the result of the inspection and testing work completed under another contract. The contractor will then provide a written price estimate for the work on the list including the number of manhours required and all materials. Repair services at Del Din installation shall be performed in accordance with ATO procedures. As soon as the contractor completes the service, he shall immediately notify the COR that the problem has been fixed. No payment for repairs shall be made unless such has been prior authorized by the COR.

5.2.1 Price Estimate. Once the contractor has received the work order of items to be repaired from the COR for one area, he shall provide a price estimate for the entire work (broken out by labor hours and cost of materials). Labor hours will include only the actual performance of the services on site and not the travel time. The price estimate shall be submitted to the COR for approval/disapproval within five working days of receiving the work order. The COR will then validate whether or not the time and material pricing is appropriate for the work to be accomplished using various tools at his disposition. If the COR decides that the price estimate is over stated, the contractor will be required to justify this price estimate to the COR and the contracting officer. The work may not be started until the COR and contracting officer have approved the price estimate. The contractor shall always apply the discount provided in his offer for the prices of all materials. If the total price for a single part exceeds €10,000.00, the contractor shall provide his discounted price from the official price list as well as the most recent version of the DEI price list. The contractor shall provide the hyperlink to the official price list along with their discounted price. If the material is customized, therefore the price cannot be compared with the DEI, the Contractor will provide to the COR the price proposed by the supplier.

5.2.2 Materials. The contractor shall provide all the materials and spare parts of the same type and brand of the components to be replaced, or compatible. Compatible materials shall be justified to the COR and approved by the COR before the contractor may install them. All materials shall be free from defects in material or workmanship.

5.2.3 Work Plan (Deliverable 0006) – The contractor shall prepare a work plan and provide it to the COR for approval within five (5) working days after receiving COR approval for the price estimate.

5.2.4 Repair services shall be completed timely and in accordance with the contractor’s approved work plan. Any deviance from the work plan shall be coordinated with and approved by the COR. Once the contractor has an approved price estimate for a work order from the COR, the contractor will have three (3) weeks to order and receive all materials. Any deviance from this schedule shall be approved by the COR and contracting officer.

5.2.5 All repairs shall conform to all safety and fire laws and all existing applicable Italian and European Standards, Laws and Regulations.

5.3 Unscheduled and/or Urgent Calls.

5.3.1 Unscheduled Calls. The contractor shall always be contacted during normal duty hours (as defined in “Part 1 – General Information”) for unscheduled repair work that must be accomplished. The contractor shall report to the work site no later than twenty-four (24) hours following notification, but this will be coordinated with the COR.

The contractor shall provide a price estimate for the work to be accomplished to the COR for approval before starting the work (Deliverable 0008).

5.3.2 Urgent calls. When the COR is notified of a failure by a facility manager or by the fire authorities, the COR may require the contractor to perform an “urgent call”. The contractor will be in place to accomplish the repair within two (2) hours of receiving the notification from the COR. The price for the repair will be coordinated with the COR at that time.

5.4 All contractor personnel who accomplish work under this contract shall be qualified and experienced in the skills and responsibilities of the position to which they are assigned, and must be supervised by a technician enrolled on the “Albo professionisti antincendio” with the proper qualification. Each technician that will work on this contract shall have educational certificates issued by institutions or associations authorized on the Italian territory (i.e., M.A.I.A; UMAN; VIGILI DEL FUOCO). The contractor shall have one supervisor that is enrolled in the “Albo professionisti anticendio” with the proper qualification, as per Decreto 05/08/2011.

5.5 Labor categories.

5.5.1 Electricians. The electrician will have two categories: one for work accomplished during normal duty hours as described in paragraph 1.6.3 and one called “outside of business hours” for work accomplished outside normal duty hours (including holidays and weekends). Weekends (as stated in 1.6.3) does not include Saturdays from 08.00 to 17.00.

5.5.2 General. This category is for any other category of workers required. It will have two categories: one for work accomplished during normal duty hours as described in paragraph 1.6.3 and one called “outside of business hours” for work accomplished outside normal duty hours (including holidays and weekends). Weekends (as stated in 1.6.3) does not include Saturdays from 08.00 to 17.00.

5.6 “Technical Exhibit 2 – Inventory” provides the location by building number, the type and the quantity of the applicable Fire Alarm Systems (FAS), Fire Suppression Systems and Sprinkler Systems to be serviced under this contract. Other information such as the number of Fire Extinguishers, the number of Fire Rated Doors, etc. is provided to allow the contractor to properly estimate the size of the systems/equipment installed for each building.

For increases or decreases within 4% of square meters of the existing buildings area, no modification of the contract will be issued. Furthermore, no modification of the contract will be issued for increases or decreases within 10% of the total equipment/devices which are related to the Fire Prevention and Protection Systems for the entire performance period of the year.
