Section SF 1449 - CONTINUATION SHEET
ANSWERS TO QUESTIONS
Q1. “In reference to the PWS, Section 1.1, page 25 Corrective maintenance/Repair shall include: -Unlimited calls by the Government Technical Point of Contact (POC) within the next working day -Labor cost, travel cost, lodging and meals, kilometric cost. In order to quote the above “UNLIMITED” numbers of calls from the Gov POC the historical data of number of repair calls performed in the past 24 months should be provided in order to allow a fair determination of the effort required, or if i may, the suggestion is to create a separate Line item (or CLIN) for the Corrective repair calls only where hourly rate and other related costs can be easily evaluated as separate.”
A1. The estimated number of repair calls is three times a year.
Q2. “By reviewing the PWS with our technicians, In reference to the PWS, Section 1.1, page 25, SCOPE OF WORK: Section spells “ The UPS maintenance shall be performed through monthly preventive maintenance visits”. Can you please confirm that the aim of this contract is to have contractor perform monthly preventive maintenance to each of the four UPS located in the three different locations listed in section 1.2
(PLACE OF PERFORMANCE)?”
A2. The preventive maintenance checks, along with the phone calls for emergency repairs are what we are looking for to keep the UPS systems up and running.
Q3. “Ref. page 5 - ITEM 7500 (and similarly at subsequent pages – Option ITEMS 7501 through 7504), under AMOUNT, has to be indicated the labor hourly cost?”
A3. Contract Line Item Numbers (CLIN) 7500 to 7504 is a yearly reporting requirement for the contractor to report the labor hours used annually, in a service contract, to the US Army. The report requires the contractor to input the labor hour’s data into the Contract Manpower Reporting Website (www.ecmra.mil) website.
Q4. “Ref. page 25 – considering the scope of the work, is it requested, among the other, a preventive maintenance service provided through nr. 12 on-site interventions?”
A4. The preventive maintenance is monthly.
Q5. “Ref. page 25 – according to our knowledge, the UPS Model DY40 FS4-193-YD40, 220V, 50Hz (SN:
3803900402) at Vicenza Ederle Base was decommissioned. Are we wrong?”
A5. After consultation with the technical point of contact, the number of UPS that need to be maintained is reduced to three. The change is reflected on the Solicitation and Performance Work Statement.
Q6. “Ref. page 33, clause 52.212-3: what it means “Offerors are to include a completed copy of the provision at 52.212-3 Alt 1…”?”
A6. Potential contractors also need to include fill-out 52.212-3 Alt 1 in sam.gov as required for solicitations issued by the Department of Defense.
Q7. ”From the present contract, it is intended excluded and therefore to the responsibility of the Government the supply, the disposal and possible assembly of the batteries supplied through other contracts from the Government?”
A7. After consultation with the technical POC, a requirement was added to have the contractor provide replacement batteries, install the new batteries, and dispose of old batteries as necessary.
Q8. “Do you confirm that the machine's identified codes are still valid and the machines are up and running regularly at this time?”
A8. All machines (now a total of three (3) per changes to the PWS) are up and running.
Q9. “Is the disposal of spare parts except batteries included in this contract or is it charged to the Government?”
A9. Disposal shall be the responsibility of the contractor (the change now includes battery disposal).
Q10. “Are all the materials that regulate the operation of the UPS borne by the winner of the contract, excluding the batteries?”
A10. Materials shall be provided by the contractor.
Q11. “Is the change of the UPS itself due to irreparable damage or a finished life cycle excluded from this contract with the related new supply?”
A11. The US Government will supply any replacement UPS as necessary. The contractor shall install the Government provided UPS and dispose of old UPS.
Q12. “For requests to access the Caserta and Sigonella sites, is the pass issued by the Vicenza office? Are any meetings or meetings always referring to the Vicenza Contracts Office for a correct evaluation of our offer?”
A12: Access will need to be coordinated with each installation/site department. This requires coordination with the local AFN Station Point of Contact (POC).
Q13. “Are work operations excluded on Saturdays and Sundays?”
A13. No. Emergency repairs may require weekend support. The repairs must be requested and coordinated by the technical POC.
