SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Q&AS
QUESTIONS AND ANSWERS
Q1. Paragraph 2 of ADDENDUM TO 52.212-1 (see page 102 of the RFQ) says (verbatim) “The term “Offeror” means an individual firm. No A.T.I., Joint Ventures or Scarl businesses may participate in this solicitation”.
In the Acronym Finder, the world's largest and most comprehensive dictionary of acronyms, abbreviations, and initialisms, we found that Scarls stands for Societa Cooperativa A Responsabilita Limitata. Do you confirm that it is the agency's intention to exclude from this competition, in addition to the A.T.I. and the JV, any Società Cooperativa
A Responsabilita Limitata?
As far as we know, Contracting Officers shall promote and provide for full and open competition in soliciting offers and awarding Government contracts for the acquisition of commercial items to the maximum extent possible.
Is there a very specific a documented reason for which the agency intends to exclude the ATI, the JV and the
SCARL from the contract?
R1. Yes, the term “Scarl” stands for “Societa Cooperativa A Responsabilita Limitata”; paragraph 2 of
Addendum to 52.212-1 is hereby amended to remove the limitation for Scarl business to participate as offerors in this solicitation.
Q2. The RFQ requests the offeror to submit (SUB-FACTOR 3: MEAL PLAN) a Meal Plan from March 1, 2019, through March 31, 2019. In the month of March 2019 there are 21 working days.
We estimate that the daily menu will require at least a page for each business day. However, we are allowed maximum 20 pages.
Would you mind extending the number of pages for this sub-factor to allow the offeror to choose the best document format as stated in the RFQ?
R2. Page limitation for Sub-factor 3, Meal Plan, is hereby changed from 20 to 35 pages.
Q3. In compliance with the Article 335 of "CCNL Commercio turismo pubblici esercizi", where it is expected that the incoming company will take on all the staff, as they have been regularly registered for at least three months on the payroll , referring to the production unit concerned, with the right to exclude personnel who perform executive management, coordination and control functions as well as the concept workers and / or specialized experts with technical functional coordination responsibilities towards other workers , it is requested to provide the staff list with the indication of the weekly / monthly hours, the level of classification, the task of the employees.
R3. See Technical Exhibit # 3 “Incumbent contractor’s personnel” hereby attached as part of this amendment.
Q4. It is required to communicate the contract applied for employees.
R4. See Technical Exhibit # 3 “Incumbent contractor’s personnel” hereby attached as part of this amendment.
Q5. In compiling the file "Attachment_2_Past_Performance_Questionnaire" I ask you what to enter as our current / past customers (I mean what names you expect to find):
- Commissioning Firm (Name, Address)
- Technical Point of Contact and Alternate of commissioning Firm (Name, Address, telephone number, cellular number, fax number, e-mail address)
R5. The offeror needs to indicate their customer’s name and address (commissioning firm) and the related reference person (and alternate) for each project specified and listed in the questionnaire.
Q6. Can we provide some same references for both SUB-FACTOR 1: COMPANY EXPERIENCE and FACTOR II:
PAST PERFORMANCE? Otherwise can you clarify the difference between the two requests?
R6. Yes, the offeror may provide the same references for both SUB-FACTOR 1: COMPANY EXPERIENCE and FACTOR II: PAST PERFORMANCE; however, company experience refers to what kind of projects the offeror performed in the past; Past performance refers to how the offeror performed the projects.
Q7. Regarding the list of CONTRACTOR FURNISHED PROPERTY isn't clear if the offeror has to provide the following equipment:
- cutlery (forks, knives, table spoons)
- polypropylene trays
R7. Please refer to paragraph 5.2.5 “Food service supplies” of the PWS.
Q8. Page number 4 (Section SF1449) onward: The Various items to quote (different services and different year’s options) are related to one full year of service? For example in Page 4 Items 0001(Full meal) is requested a quote for
56.500 meals, has to be intended for an estimated amount of 56,500 meals in one year?
R8. Yes, the quantities estimated in each line item refer to a 12-month period of service.
Q9. May you please clarify the difference between the service “Full meal” (Item 0001) and “Half meal” (Item
0002)?
R9. Please see paragraph 1.6.5 of the Performance Work Statement (PWS).
Q10. For the Item 0003 page 4 (Clin for others than LN Mensa Patrons) we acknowledge that the criteria for this service are at the discretion of the contractor. Reference to this service may you please confirm:
a. Is the price/menu for the meal referred above at sole discretion of the contractor?
b. May you please confirm to the bidders the average in the last year of the meals served for clients other than the LN Mensa Patrons?
R10.
a) See paragraph 1.3.1 (2) of the PWS.
b) The Government does not retain this information and is not able to provide it to the offerors.
Q11. For a better understanding is it possible to add for the different items to quote (first year plus option’s years) the year reference behind?
R11. The Period of Performance for each line item is specified at pages 24-25-26 “Delivery Information” of the solicitation.
Q12. Can you confirm please that this contract will be VAT exempted?
R12. Please see clauses 252.229-7000, 252.229-7001 and 252.229-7003 of the solicitation.
Q13. There are any others exemptions or duty-free/tax advantages reference to this service?
R13. See response to question Q12 above.
Q14. Is the EPCS System to control the number of meals provided by the client or has to be provided by the contractor?
R14. The Government provides a computer, a scanner and the software to account for the meals provided to the Meal Card Holders, as indicated in Technical Exhibit 1 “Mensa GFP Inventory”.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance
Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information

Offeror(s) must submit the information as per Attachment 2 (Past Performance Questionnaire) for each of the contracts provided. Past performance will be rated on an Acceptable/Unacceptable basis using the following ratings:
Past performance will be rated on an acceptable / unacceptable basis using the following ratings:
Rating Description
Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown
(See note below)
Unacceptable Based on the offeror’s performance record, the
Government has no reasonable expectation that the offeror will successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
3. Volume IV - FACTOR III – PRICE
a. The price evaluation will consist of an overall price analysis, which compares the CLIN prices for each performance period for fairness, reasonableness, and balance. The price factor will be evaluated separately from the non-price factors. Price analysis is the process of examining and evaluating a quoted price to determine if it is fair and reasonable, without evaluating its separate cost elements and profit. The Contracting Officer may use various price analysis techniques and procedures to ensure a fair and reasonable price.
b. Only offerors whose quote is evaluated to be technically acceptable on all non-price factors will be evaluated for price. The offeror whose quote is determined to be acceptable on all non-price factors and also contains the lowest price will be awarded the contract for this solicitation. Only a responsible offer in accordance with FAR 9.104 will be eligible for award.
c. The Contracting Officer will evaluate quotes by totaling the prices for all CLINs for the base and option years. The Government may reject an offer that is determined to be unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques.
An offer may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
d. As part of price evaluation, the Government will evaluate its Option to Extend Services (see FAR
Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. An assessment of the reasonableness of each quoted price will be made. The Contracting
Officer will perform a price analysis of each quote. Offerors are required to price the Base and
Option Periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).
