About this file
This document provides an amendment to a solicitation for a Multiple Award Task Order Contract for design-build and design-bid-build construction services in support of the U.S. Army Garrison Italy. The amendment responds to requests for information from interested vendors by clarifying requirements, modifying instructions, and providing additional documentation. It also amends the solicitation to allow for the equivalent of the DURC requirement and clarifies the submission of subcontractor experience and past performance. The solicitation will result in multiple MATOC awards with a shared capacity of $49 million over a one-year base period and four one-year options, as well as a firm-fixed-price seed task order. The response date for the solicitation is to be determined.

SUMMARY OF CHANGES
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been added by full text:
RFI RESPONSES
Interested Vendor Question (Fully Quoted Text) Final Government Response Is there a requirement to have a certain percentage of your labor force be local labor?
No, there is not a requirement to have a certain percentage of labor force to be local labor.
Concerning the solicitation on subject, please, could you clarify what follow: - how the Government will evaluate an offerors whose proposal does not contain the SOA OG11 and contain a SOA OG1 higher than II?
Please refer to Section M paragraph 4.1.1.3.1.:
"Offerors whose proposal does not contain at a minimum, OG 1 Classification II will receive a “Deficiency” when evaluated for this sub-factor. A higher Classification for OG 1 than the minimum may be more favorably rated with a “Strength.”
Offerors whose proposal contains OG Category 11 Classification I or higher (combined with OG 1 Classification II or higher) may be more favorably rated with a “Strength.”
Please kindly clarify the statement in Solicitation Section L - paragraph 2.2.5.1.4. Consorzio entities may participate in this solicitation. Consorzio firms may submit past experience and past performance for the firms which have performed work under their consorzio.
In particular, can a participating Consorzio submit past experience and past performance for a currently associated Consorzio firm even if such firm accomplished a "relevant" and "compliant" contract at a time when it was not yet an associated firm under the participating Consorzio?
Yes.
Construction Experience and Past Performance:
given the new SAM procedure, which is much longer and incompatible with bidding times, and the impossibility of registering new Consorzios on time, would you accept key subcontractors Experience and Past Performance, with a commitment letter.
Please refer to clause 252.204-7004 Alternate A for SAM information.
Consorzios may submit experience and past peformance for those companies which have performed work under the Consorzio.
We read the relevancy criteria. Can the requirement be met (e.g. magnitude, location in Italy, etc.) with a combination of projects, or must they all be met in each single project?
No, projects will be evaluated for recency and relevancy as individual projects, not combined.
Please refer to Section L, paragraph 2.2.4.1.2 "Construction Project Information Sheet (Attachment 3) included in this solicitation is provided for the offeror to submit for each project included for Factor I, Sub-factor 1, Construction Experience. Design Project Information Sheet (Attachment 4) included in this solicitation is provided for the offeror to submit for each project".
[I]n relation to the requested letter of guarantee, we want to know if it’s validity is referred exclusively to protect the contracting authority as regards to an incorrect presentation of the competition’s documentation, and so to support the eventual costs for the rebuilding of that same competition. Also we ask that in case of an eventual award, such a letter of guarantee should be attached/not attached to other forms of request of policies to guarantee the execution of the work. If it were attached to a guarantee for the works, what amount would be guaranteed and in what percentual?
Based on the Government's understanding of this question: the purpose of the bid bond or bid guarantee is to ensure that the offeror will not withdraw an offer within the period specified and will execute a written contract within the time specified.
FAR 28.101-2(b): "The amount shall be adequate to protect the Government from loss should the successful bidder fail to execute further contractual documents and bonds as required."
Please refer to Section H, "PERFORMANCE AND
PAYMENT BONDS - CONSTRUCTION".
We are interested to learn whether this RCO solicitation is open for German (or non-Italian) entities as well?
The solicitation is open for German (or non-Italian) entities.
Could you please advise if projects performed in Germany (or in the European Union) will be considered acceptable for the RCO Evaluation Committee.
Projects performed in Germany (or in the European Union) will not meet the criteria for "relevant and recent" under this solicitation. Please refer to Section L paragraphs 2.2.5.1.1.1. and 2.2.5.1.2.1.
AMENDMENT NOTE: The solicitation has been amended to clarify the submission of the "equivalent" of the DURC requirement for Documentation for Determination of Responsibility in Section "GENERAL INSTRUCTIONS".
It is implied that the main CEP LV panel needs to be modified to power the new equipment. Please confirm that transformers (T-4 and T-5) and feeding lines supplying CEP from substation have sufficient capacity to feed the new HVAC equipment (chiller, cooling tower, pumps, etc).
The transformers and feeding lines supplying the CEP from the substation have sufficient capacity to power the new HVAC equipment.
Note - As part of the commissioning process, the transformers will need to be tested to make sure the load is in equilibrium after modifying the electrical panels. But the transformers and electrical lines outside the CEP do not need to be replaced as part of this project.

Paragraph 2.2.5.3 Factor III-Organization Paragraph
2. Joint Ventures or A.T.I. (Associazione Temporanea d'Imprese, Temporary Association of Firms) will not be allowed under this contract. Can the Government clarify whether a S.c.a r.l. (Società Consortile a Responsabilità Limitata) is allowed to bid?
Yes. SCARL legal entities may compete as offerors for this requirement
RFP/Solicitation at page 66, Section L, par. 2.2.1 states “Size of Proposal Pages: Proposal pages shall be standard letter size (8-1/2” x 11” or equivalent Italian letter size). The total pages submitted shall not exceed 80 pages. Text font and size will be Times New Roman, 12, respectively. All pages shall be numbered. Any pages over the prescribed limit will not be considered for evaluation”.
On the same page and the following one, at par.
2.2.4, there are described the 9 (nine) tabs/section composing the proposal.
Kindly clarify:
a) which of these tabs/section are to be considered in the 80 pages calculation numbering;
b) if attachments as the one mentioned in tab/section 8 and 9 are to be calculated in the 80 pages;
c) if the 80 pages are intended to be 80 single sided sheets or 80 double sided sheets.
A. All tabs are included in the 80-page count.
Please note, the Government does not consider the 78 page solicitation and amendments to count against this requirement.
B. Yes.
C. Single sided. If double-sided pages are received, each side will count as a single page.
In reference to the Evaluation Factors for Award (Section 4.1), we would like to request clarification regarding “Construction Experience” and “Design Experience.” It was our understanding from the Pre- Proposal Conference & Site Visit conducted on 18 April in Vicenza that only firms that have held contracts (i.e. done business with) the U.S.Government will be considered for award.
Solicitation Sections 4.1.1.1.1 and 4.1.1.2.1 states that “Offerors who submit Construction and Design Experience that meets these criteria (i.e. the stated minimum criteria) and were US Government funded may be more favorably rated with a “Strength.” We would like to request clarification as to whether a firm that possesses the relevant experience meeting the required criteria, but who has not yet done business with the US Government, will be considered for award?
Yes. Please refer to Section M, paragraph
4.1.1.1.1 and paragraph 4.1.1.2.1 "NOTE: Offerors who submit Construction experience that meets these criteria and were US Government funded may be more favorably rated with a "Strength."
Please note that the "SSA will use tradeoff procedures using the price evaluation and combined technical evaluations to make a subjective determination of which offeror’s proposals represent the best value to the Government" (Section M, paragraph 4.4.1.).
In reference to the required BID GUARANTEE, Solicitation Section 1, General Information, states:
Offerors will provide a bidguarantee in the amount and format as required under this section of thesolicitation (Euro 50,000.00). The offeror shall furnish a bid guaranteein the form of a firm commitment supported by a registered bank using the formatprovided at Attachment #7, Sample for Bid Guarantee. We would like toknow if it is acceptable to provide a bid guarantee in the format provided atAttachment #7 using a primary financial institution, insurance company, insurance broker, or financial
No, the offeror shall furnish a bid guarantee in the form of a firm commitment supported by a registered bank (See "General Instructions" in Solicitation).
consortium that is supported by a registeredbank?
In reference to the seed project, can the government please provide the electrical diagrams of the existing pumps (PCHP 1-2-3, SCHP 1-2-3 and Pumps n.CWP1-2-3-4) and the electrical diagrams of the connection of the three cooling towers existing.
See attached documents for electrical as-built drawings. Drawings provided: EP401, EP404, EP414. As-built electrical panel diagrams provided:
QMT-COG - CEP medium voltage, QGBT-C1 -main low voltage, QE-1, QGE-CT, and QGE-CT bis.
The RFP indicates our proposal should be in 12 point type font. Does this font size requirement apply to text in headers and footers, and graphics including tables and charts?
Yes.
Should all Factors be combined into one volume/one binder/one electronic file for submittal?
Refer to paragraph 2.2.4.
In reference to the Evaluation Factors for Award (Section 4.1.1.3.1), we would like to request clarification regarding the required SOA Certifications. Solicitation Section 4.1.1.3.1 states that offerers shall submit certifications for current SOA categories: OG1 and OG11. However, the evaluation factor further states that: “Offeror who’s proposal does not contain at a minimum, OG1 Classification II will receive a “Deficiency” when evaluated for this sub-factor. A higher Classification for OG1 than the minimum may be more favorably rated with a “Strength.” Offerers whose proposal contains OG Category 11 Classification I or higher (combined with OG1 Classification II or higher) may be more favorably rated with a “strength.” Any other OG Categories submitted will not be evaluated. After reading this evaluation factor, it is unclear whether the SOA certification OG11 is an absolute minimum requirement or whether having this certification provides for a more favorable rating. Question: Is the SOA certification OG11 an absolute minimum requirement for a firm to be considered for award or is only the SOA certification OG1 required and having the OG11 certification results in a more favorable rating?
Please refer to Section M, paragraph 4.1.1.3.1.
and evaluation definitions at paragraph 5.2 of the solicitaiton. Offerors who do not submit a SOA OG1 classification II at a minimum, will receive a "deficiency." A deficiency is defined as, "A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001"
Offerors who submit SOA OG1 classification II or higher may be more favorably rated with a "Strength". Offerors who submit SOA OG11 with classifications I or higher (combined with OG1 classification II or higher) may be more favorably rated with a "Strength."
In reference to the required cost proposal breakdown to be prepared in response to the subject solicitation, we would like to request a copy of the detailed cost estimate quantities (computo metrico) for the proposed seed project to be used for our detailed price quotation.
The quantities are determined by the contractor for design-build projects. For the K and L breakdown:
All quantities are "K" except for D3030 New Water Chiller and New Cooling Tower line items. For these two items, the "K" percentage should be the costs for installing a 1 MW chiller and cooling tower. The "L" percentage should be the difference in cost between a 3 MW chiller and 1 MW chiller.
In reference to the design and technical specifications, it cannot be ascertained if on the QGBT/C1 Electrical Panel, powered by the two T4 and T5 traps, that we believe to work in parallel with the indicated short-circuit current of 55 kA, if it is possible on this Panel to feed the new chillers and if the sub-panels QGE-CT and QGE-CTBIS are able to withstand the additional electrical load of the pumps and cooling tower? Overall, there would be a required power increase of 662.8 kW. Page 22, Part 3 of the specifications indicate that the electrical panel must be modified to power the new chiller (D5010). The question is whether the current framework is able to withstand the required increase in electrical power demand? Please advise as to whether the existing electrical panel and sub panels can support the increases in electrical demand.
See attached document for electrical as-built drawings. Spare switches were left for the pumps and cooling towers. The additional electrical load was foreseen in the original design of the CEP, so the transformers and feeding lines supplying the CEP have sufficient capacity to power the new equipment.
With regard to the required chemical treatments of condensed water, the technical specifications indicate that the chemical treatments will be adjusted, if necessary. Specification Section D3040 Pag. 22, Part 3 indicates that the physical chemical limits of the water in the circulation, but there is no indication of the sizing of the current water treatment systems.
We request information regarding the current water treatment system, and if, and in what capacity, they will need to be integrated for the required chemical treatments?
See attached document for existing condenser water treatment equipment named, "Condenser_Water_Treatment_Existing_Equipme nt".
Our bank is currently processing the Bid Guarantee for the solicitation. As the Bid Guarantee makes reference to a Performance Bond, the bank would need the text of that document as well for their internal compliance process. Could you please publish the text of the Performance Bond that will be required from the awardee firms, as that is part of the solicitation package requirements.
No text of the performance bond will be provided.
Refer to Section H "PERFORMANCE AND
PAYMENT BONDS - CONSTRUCTION"
Due to the necessary time to obtain some of the requested mandatory Administrative documents, and the Closure of some Departments/Offices due to Italian Holidays (April 25 and May 01 and the related bridge days), this is to kindly request a postponement of the BID cut-off date, of at least one week
No extension to the solicitation due date will be given at this time.
As also requested during the Site Visit, the Bank that will issue the Guarantee needs to know, to exactly calculate the cost and duration of the Bid Guarantee, a due date for the expiring of such Guarantee.
Please confirm via Amendment what you already stated, “that the award will be made by the 31st July 2018”. At this date will be added, by us, other thirty days (might be less but the period falls under summer holidays) that will be needed to the successful offeror for the execution of all contractual documents.
The government intends to award base MATOC awards and a seed project by 31 July 2018.
We think that there are some incongruence between schedules and drawings. One for example:
In the schedule for the Cooling Tower, on drawing M701N, it is proposed a Capacity with a (DELTA)T=35°-30°=5°C and a Flow Qc=155l/s. With this data the total Capacity of the Cooling Tower should be 3.244 kW and not 3.000 kW as stated.
Furthermore if we look at drawing MP603N, it is clearly stated that the Cooling Tower has to have a Flow equal to 166,4 l/s that, if correctly calculated, should have a Total Capacity of 3.482 kW. As you can see this data are a little bit confusing. Please confirm which is correct.
Disregard the flow rate of 168.4 L/s for the new cooling tower on drawing MP603N; this flow rate was listed in error. The capacities and flow rates on M701N are approximate based on manufacturer's information for the equipment used in the concept design. Paragraph D3030 of Part 3 of the scope of work lists the minimum chiller and cooling tower capacities. The actual capacities and flow rates shall be determined by the Contractor, based on equipment selected.
As part of the project we have to build an expansion to the QGBT/C1 to install a new switchgear that will supply the new Chiller, we request the as-built drawings of the existing Power Center, Front Drawing and Schematic.
See attached documents for electrical as-built drawings: QMT-COG medium voltage, QGBT-C1 -main low voltage, QE-1, QGE-CT, and QGE-CT bis
We kindly request if we could receive Attachment#2 “Bid Schedule” in Excel format.
This document is provided on FBO in Excel format.
