COMBINED SYNOPSIS SOLICITATION W912PF18Q0025 - AMENDMENT
RENTAL OF MATERIAL HANDLING EQUIPMENT (MHE) FOR THE
HUMANITARIAN ASSISTANCE PROGRAM
QUESTION
What do you mean with "Mast Height = Container Type"?
REPLY
Mast height is different for the “container” type of forklifts because these are “short” mast forklifts that must go into containers when we load them for shipment. The short mast forklift must fit through the container opening. The other height is for the forklifts being used inside the warehouse and they must each the top shelves. There is no restriction on the mast height.
Could we share with us a data sheet of the forklifts you need?
The technical characteristics indicated in the Performance Work Statement are sufficient to put all the offerors in a position to propose their own forklifts.
There is a difference in the table Capacity 5000 lbs where in the description below you are mentioning 6000 lbs.
Capacity: Specify the exact forklift capacity size because there is no equivalence between load capacity in LBS and load capacity in Kg (Qli) both shown in the table (for all three requests;
CLIN 0001, 0002 and 0003). Reference to Qli has been removed from the table and left the reference to LBS for each forklift. See attached Revised Performance Work Statement
*** Rough terrain outdoor use forklift, where in the table this asterisk referring to?
Rough terrain is not required. See Revised Performance Work Statement.
Is there also a request for a Rough terrain forklift, diesel one apart from the electric ones for out door use? Maybe be this has to be put as a different CLIN in that case?
Rough terrain forklift is not required. See attached Revised Performance Work Statement.
Free Lift Capability: what does it mean? Which distance (1400 mm) refers this figure?
The amount of vertical movement that a forklift is capable of before additional mast channels are engaged. If refers to the forklift’s ability to lift i8ts forks without raising the mast.
Indication for the forks: length and width are indicated. Do these figures indicate the minimum or the maximum measures?
In the PWS table, the measurements are simply a length and a width measurement for forks. In
Section 1.1. of the PWS, below the table in the NOTES is written “Tine length & Width: Are converted based on U.S. inches – As long as metric measurements are close to the listed mm length and width (do not have to be exact)”. In the notes is also written “All forklifts shall be equipped with at least 1100 mm long forks and 101 mm width, or something close to the listed length and width in the table”. Sine we use inches, the mm conversion is not exact and we understand this. Therefore, the lengths can be close to those measurements and not exact, as already stated in the PWS. If you must have a minimum and mjaxi8mum range: Minimum length must be 1100 mm – Maximum 1143 mm. Width of forks: Not to exceed 101 mm. So they can be a little smaller in width as long as they do not exceed 101 mm. We really do not want anything large in width than 101 mm.
Provide one set of fork extenders: Which dimension is required for the extenders? In addition please clarify if the request to provide one set of fork extenders if for only one of the two electric forklift 4,000 lbs or for both forklifts.
Extenders are based on the length and width of tines (forks) “provided” by the contractor. The extenders fit what size forks on the forklifts the contractor give us. So, it depends on what the contractor has available; 1100 mm length, 1143 mm length, or something in between. When all fork tines are the same size on all forklifts – the extenders will be the same for both sized forklifts. We only need one set of extenders. Extenders do no usually go by the forklifts lifti8ng wi8ght 4K, 6K etc. They go by the size of the forks that the contractor has.
As per a conversation held with our supplier we have been informed that the measure of 3500 mm (room between the rows in the warehouse), will be hardly met for forklifts 30 / 32 Q.li. Is cited measure determining the radius to maneuver definite and unchangeable or it is approximate and therefore it could be a little higher?
The distance between the shelves in the warehouse was measured by the End User. It is approximate and not changeable as the shelving is bolted into the floors and have supplies stocked in them. It is a very tight turn, we are aware of this issue, but this is a constrain that we list so offerors know this when supplying material handling equipment.
Capacity: Specify the exact Forklift’s capacity size because there is no equivalence between load capacity in LBS and load capacity in Kg (Qli) both shown in the table (For all three requests:
CLIN 0001, 0002 and 0003).
REPY
The reference to the Qli from the table has been removed and left the reference to the LBS for each forklift.
Free lift capability: Confirm that the indicated measurement of 1400 mm is the correct one (For all three requests: CLIN 0001, 0002 and 0003).
CLIN 0001 and 0002 for the forklifts is 1400mm for the free lift capability (verified). The CLIN
0003 was N/A as this does not apply to the lift (scissor lift). It is only for forklifts.
Tine specification: Explain what these tine specification sizes stands for (For example: Fork sizes or fork positioners dimensions).
The Tine Specifications are for the Fork sizes on the forklifts.
Clin 0003 Nomenclature: Indicate the required machine’s type adding more information (such as the machine required is an order picking truck or a powered stacker trucks, if forks or loading deck are to be installed, and confirm the indicated load capacity).
CLIN 0003 is a basic lift, often referred to as a scissor lift. We do not need forks on that lift.
Only a platform, the smallest possible, to lift a minimum of one person to conduct basic inventory or add and remove tags from stocks already in the racks.
Confirm the width size of fork on forklift trucks (What does it mean “width at least 1100 mm”?).
On the width listed in the scope of work underneath the table, in the notes, there was a typo and it should have read 101 mm width. I updated on the PWS.
On some past message you mentioned forklift extenders and whether we needed one set or a set for each forklift.
In case you still need the answer, we only need one set, if they are available.
NOTE:
