PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) Taxi-Interpreter Housing Support Service
USAG Housing Division
PART 1
GENERAL INFORMATION
1.0 GENERAL:
1.1 Introduction: This is a non-personal services contract to provide taxi and interpreter services. The Government will not provide any supervision over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2 Description of Services: The contractor shall provide all personnel, supplies, transportation, supervision, and other items and non-personal services necessary to perform taxi-interpreter services as defined in this Performance Work Statement except for those items specified as Government Furnished Property and services. The contractor shall perform to the standards in this contract.
1.3 Background: The United States Army Garrison (USAG) Caserma Ederle Housing office has offered housing support services of taxi-interpreters to incoming and outgoing personnel for approximately 20 years. Prior to this service, housing employees and/or Government sponsors were responsible for providing transportation and assisting customers with interpretation. Due to an increase in the customer base and a decrease of staff in the housing office, combined with cultural challenges associated with the unique nature of the Italian real estate and utility markets, this service was established. Since its beginning the support services of the taxi-interpreters have been used by more than 15,000 military, civilian and contractor personnel.
1.4 Scope: The contractor shall provide taxi and interpretation services to housing office customers. These services include: 1) transportation to and from available rental quarters; 2) transportation to and from local utility companies;
and 3) interpretation and translation for housing customers.
1.5 Period of Performance: The period of performance shall be a basic contract period of 12 months from date of award and have four (4) option periods of 12 months each.
1.6 General Information:
1.6.1 Recognized Holidays: The USAG Housing office observes all recognized Italian and U.S. holidays and Local National Rest Days, as published by the USAG at Caserma Ederle. At the discretion of the USAG Housing office Chief, the Housing office will, on occasion, remain open for business on recognized holidays or rest days, and the contractor may be requested to provide services on these holidays. All requests shall be made in accordance with the terms listed in Part 1.6.2 of the PWS.

The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. The contractor may be requested to provide services beyond the hours listed above, including on Saturdays, when the Government identifies a need. All requests to work outside of the hours listed above are subject to contractor availability and shall be made to the contractor at a minimum of 24 hours in advance. The contractor shall only be entitled to normal compensation for work performed outside of the standard hours of operation listed above.
1.6.3 Schedules: All appointments must be scheduled by customers through the USAG Housing office. The USAG Housing office will provide the contractor a complete appointment schedule for the following work day, each afternoon by 1630 hours. The Housing office may request same day appointments, if the daily appointment schedule permits. The contractor may, at its discretion, refuse any appointments scheduled for the same day. The contractor shall be compensated the normal rate for any same day appointments that are fulfilled.
1.6.3.1Same-day Cancelled Appointments: Any appointments cancelled after the issuance of the daily appointment schedule to the contractor shall be considered same-day cancelled appointments. The contractor shall indicate the cancelled appointment on the Taxi and Interpreter Appointment Form, as provided in Attachment 1 of the PWS, and shall be compensated a rate of fifty (50%) of the appointment price. The contractor shall obtain a signature from the Contracting Officer’s Representative (COR) for each Taxi and Interpreter Appointment Form submitted marked as a same-day cancellation.
1.6.3.2 “No Show” Appointments: Any customer that is more than fifteen (15) minutes late for an appointment will be considered a “no show”. The contractor shall wait at the point of pick-up for a minimum of 15 minutes before categorizing the appointment as a “no show”. The contractor shall indicate the missed appointment on the Taxi and Interpreter Appointment Form, as provided in Attachment 1 of the PWS and shall be compensated a rate of 50% of the appointment price. 1.6.6 Identification of Contractor Employees: All contractor personnel are required to display an identification badge at all times while engaged in performance of this contract in order to avoid misconception as a Government employee.
1.6.7 Uniform: The contractor shall provide a uniform shirt with either the company name inscribed or a name plate worn, on the shirt, for each employee. Contractor employees shall wear the uniform shirt at all times while engaged in the performance of this contract.
1.6.8 Conduct of Employees: The Contractor shall be responsible for the performance and conduct of all personnel employed under this contract. The Contractor shall prohibit employees from performing work under this contract while under the influence of alcohol, drugs, and other incapacitating agents. Contractor personnel shall abide by all security regulations of the installation and shall be subject to such checks as may be deemed necessary. No verbal or physical abuse shall be tolerated while on duty. The Government reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contract employees for reasons stated above does not relieve the Contractor from responsibility for total performance.
1.7 Contracting Officer Representative (COR): A COR will be appointed to the contract. The COR is responsible for monitoring all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract;
perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; notifies both the Contracting Officer (KO) and contractor of any deficiencies; and coordinate availability of government furnished property. A Letter of Designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract, resulting orders, or obligate funds.
1.7.1 Monthly Performance Reporting: The COR shall be registered in the Wide Area Work Flow (WAWF) database and shall provide monthly surveillance reports on the contractor’s performance. The COR shall provide an inspection of the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP).
1.7.2 COR Inspection and Acceptance: The contractor shall input each appointment to the Housing Division’s Appointment Management System. The COR will ensure each appointment for accuracy and compliance with the requirements of the contract. The COR will verify that services have been rendered in accordance with the requirements of the contract. Once verified, the COR can accept the services and certify for payment.

The contractor shall submit the QCP to the COR for approval within 7 (seven) calendar days after contract award. Work will only be permitted after acceptance of the
QCP.
1.9.2 Quality Control Plan Details: The QCP shall include, but is not limited to the following:

1.9.2.2 A method for identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable.
1.9.2.3 Maintenance of a current file of all inspections conducted by the contractor and the corrective action taken.
These documents shall be made available to the COR and the Contracting Officer (KO) during the term of contract.
