QUESTIONS AND ANSWERS
Q1: In reference to the Performance Work Statement (PWS), Contractor Furnished Items and Responsibilities, we would like to request clarification regarding the required Material Handling Equipment (MHE).
The PWS indicates that the contractor is required to provide MHE to safely move HW containers to the TWSAs.
We would like to know if we are also required to provide the required MHE, i.e. forklifts, skids, etc. for the handling of material within the TWSAs. It was noted during the site survey that there are forklifts currently operating within the TWSA. Is this equipment also to be contractor provided?
R1: See Paragraphs 1.1 and Part 3 of the amended PWS.
Q2: In reference to the Performance of Work Statement, Section 1.4.4, Supplies for TWSA, we would like to request clarification regarding the Government furnished materials for the implementation of this contract. Apart from the Government provided labels and log books, we would like to know whether all the required packing, collection, and sorting materials, such as big bags, boxes, containers, canisters, etc., are also to be Government furnished, or if we need to include these materials as a part of our quotation?
R2: See Part 3 of the PWS – Government Equipment List/Location.
Q3: Should the waste management officer take the disused refrigerators into the base and also carry out the disassembly or take them only to the storage center?
R3: See Part 5.1, bullet 2, of the PWS.
Q4: What is the minimum number of people who must be indicated to carry out all the activities of this contract?
R4: It is a performance based requirement; therefore the contractor will decide how to successfully perform the contract requirements.
Q5: Are disposal costs charged to the Camp Ederle?
R5: The Government will pay for disposal.
Q6: Is there a scales in the Camp Ederle?
R6: There are scales at Caserma Ederle and Caserma Del Din.
Q7: Can we produce more than two past experiences?
R7: In accordance with Addendum to 52.212-1, paragraph 2(ii): “The offeror shall provide at least one (1), but not more than three (3) examples of contracts performed by the company that are recent (within the last 3 years from the solicitation release date) and relevant to work requirements specified in the solicitation.

Hazardous Material & Hazardous Waste Management, USAG - Italy, Vicenza
Part 1
General Information
1. GENERAL: This is a non-personal service contract to provide the requirements needed to support the environmental engineering and compliance program for the Directorate of Public Works (DPW) Environmental
Division (ED) at US Army Garrison (USAG) Italy, Vicenza. The Government shall not exercise any supervision or control over the service providers performing the services herein. Such contract service provider shall be accountable solely to the COR who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform
Hazardous Material Hazardous Waste Management Services at the USAG-Italy, Vicenza, as defined in this
Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.
1.2 Background: The USAG Italy, DPW ED, is responsible for managing and executing the United States Army
Europe (USAREUR) Environmental Program in accordance with (IAW) Italian Foreign Governing Standards
(IFGS). One of the major components within the IFGS is Chapter 5 Hazardous Material and Chapter 6 Hazardous
Waste. The IFGS purpose is to give regulatory guidance between Italy and the United States. There are two (2)
Temporary Waste Storage Areas (TWSAs), one at Building 91 on Caserma Del Din, and one at Building 84 on
Caserma Ederle.
1.3 Objectives: The contractor shall perform Hazardous Material Hazardous Waste Management Services within
USAG-Italy, Vicenza, as defined in this Performance Work Statement (PWS), to USAG Italy Environmental Office for the management of Hazardous Material & Hazardous Waste located at USAG, Italy, Vicenza as per Section 5 of this PWS.
1.4 Scope: Acting as an independent consultant and not as an agent of the US Government, the contractor shall provide specialized services to accomplish the tasks listed in this PWS. To accomplish the purpose and objectives of this PWS and complete the work identified in the Tasks, the contractor shall also work and coordinate closely with the Contracting Officer’s Representative (COR) and execute tasks in accordance with final priorities/timelines as established by the ED Chief. The final approval authority for all deliverables under this contract is the COR. The contractor shall not deviate from any task or deliverable listed below without the consent of the Contracting Officer
(KO).
1.4.1. Temporary Waste Storage Area (TWSA): The contractor shall ensure proper operation, management, and inspections are completed according to this contract and IFGS.
1.4.2. Hazardous Waste Accumulation Points (HWAP): The contractor shall ensure proper operation, management, and inspections are completed according to this contract and IFGS.
1.4.3. Hazardous Material Storage Areas: The contractor shall ensure proper operation, management, and inspections are completed according to this contract and IFGS.
1.4.4. Supplies for TWSA: The contractor shall ensure all supplies are inventoried and when supplies are low the contractor will notify the COR so that the Government can order requested items.
1.4.5. Communication: The contractor shall maintain the use of a cell phone/communication device, so
COR can communicate with contractor for work related duties or emergencies.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4)
12-month option years.
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which he assures himself that his work complies with the requirements of the contract. The contractor shall submit his
QCP to the COR for approval within ten (10) calendar days after contract award. After Government acceptance and approval of the QCP, the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to his QCP.
1.6.2 Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP is primarily focused on what the
Government must do to ensure that the contractor has performed in accordance with the performance standards. The
QASP defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Italian Holidays: The contractor is not required to perform services on Italian holidays and is expected to work on American Holidays.

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800 and
1700 hours, Monday through Friday, except on Italian holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS, when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The administrative/desk work under this contract will be performed at Building 84 on
Caserma Ederle and Building 91 on Del Din, Vicenza, Italy.
1.6.6 Type of Contract: The Government intends to award a Firm Fixed Price contract.
1.6.7 Security Requirements: N/A.
1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all properties assigned to him/her.
At the close of each work period, equipment and materials shall be secured.
1.6.7.2 Key Control: N/A
1.6.8 Special Qualifications: The contractor must be capable of obtaining or shall possess the following:
1) Knowledge of AER 200-1 Requirements
2) Knowledge of DLA- Disposition Services turn-in procedures
3) Knowledge of conducting hazardous waste compliance inspections
4) Knowledge of providing hazardous waste management training
5) Knowledge of European Agreement Concerning the International Carriage of Dangerous Goods by
Road (ADR) requirements
6) Knowledge of regulated waste Consortiums (used oil, batteries, fluorescent bulbs, etc.) and with local Customs regulations regarding the disposal of recyclable materials
7) Knowledge of Italian Foreign Governing Standards
8) Full compliance with all European Union environmental protection laws
9) Knowledge of operating a TWSA, HWAP, and conducting inspections
10) Fluency in reading and speaking English and Italian, possess good and effective writing and communication skills in English and Italian
1.6.9 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conferences/meetings convened by the Contracting activity or Contract Administration Office, in accordance with
Federal Acquisition Regulation Subpart 42.5. The KO, COR, and other Government personnel as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the KO or COR will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.6.10 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; provide site entry of contractor personnel.
A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates.
The COR is not authorized to change any of the terms and conditions of the resulting contract.
1.6.11 Key Personnel: The following personnel are considered key for the Government. The contractor shall provide a Contract Manager (CM) who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the CM is absent shall be designated in writing to the
Contracting Officer no later than ten days after award. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of the contract. The CM or alternate shall be available between 0800 and 1700 hours, Monday through Friday except on Italian holidays or when facility is closed for administrative reasons.
1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are
Government officials. They must also ensure that all documents or reports produced by contractors shall are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor is required to wear ACS issued name badge to identify themselves as a contractor.
1.6.13 Contractor Travel: The contractor will be required to travel to Caserma Ederle, Caserma Del Din, Tormeno
(ASP#7), Villagio Housing Area, Longare Building 23, Lerino, Torri di Quartesolo, and Vicenza Italy in order to accomplish the requirements of this PWS. However, travel to Tormeno (ASP#7), Villagio Housing Area, Longare
Building 23, Lerino, and Torri di Quartesolo are only to ensure proper operation, management, and inspections at the respective Hazardous Waste Accumulation Points (HWAP), and to deliver empty collection containers to the sites, when required.
1.6.14 Security Requirements: AT Level 1 training is required for all contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas. AT Level 1 awareness training shall be completed within 30 calendar days after the contract start date or effective date, or incorporation of this requirement into the contract, whichever is applicable. The contractor will submit certificates of completion of each affected contractor’s employee and subcontractor’s employee to the COR within thirty (30) calendar days after contract award. AT Level I, awareness training is available online at http://jko.jten.mil/.
1.6.15 iWATCH/iSALUTE Training. The contractor and all associated subcontractors will brief all employees on the local iWATCH/iSALUTE program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training will be completed within 30 calendar days after the contract award and within 30 calendar days after days after contract award, with the results reported to the COR.
1.6.16 Combating Trafficking in Persons: The contractor shall maintain 100% compliance at all times with FAR clause 52.222-50, Combating Trafficking in Persons. Paragraph (e) of the clause provides the remedies available to the Government for contractor failure to comply with the requirements of the clause.
1.6.17 OPSEC: According to AR 530-1, new contractor employees must complete Level I OPSEC training within
30 calendar days after they report for duty. All contractor employees must complete annual OPSEC awareness training.
PART 2
DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in an open source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Contractor property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the
Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide management, operation and inspection of two TWSAs located on
USAG-Italy Vicenza. TWSA activities under this tasking will be conducted partly in the field and partly in an office setting. All copies of reports and records shall be kept at the TWSA located in Building 84 at Caserma Ederle. All final approval documentation submitted by the contractor to the Government shall be in the English language.
Tasks will include, but are not limited to, the following:
Pick up/receive and/or unload no more than 10 containers per site, from a maximum of 40 HWAP locations designated at Caserma Ederle, Caserma Del Din, Tormeno (ASP#7), Villagio Housing
Area, Longare Bldg. 23, Lerino, and Torri di Quartesolo. Containers shall be weighed on a
Government provided scale and then stored in a Government provided TWSA.
Coordinating waste pickups and receiving the waste from generating units and, organizations.
Waste may include, but is not limited to, air conditioning units, ovens, refrigerators, etc. (no disassembly is required.)
Characterize and profile the waste properly and document the results.
Logging all HW containers received into a HW Log Book Database provided by USAG Italy, DPW-ED, and providing an updated copy of the HW Log Book Database to the COR on a monthly basis.
Verifying that the containers are in good condition and in accordance with IFGS Chapter 6.3.9.1:
- Not damaged
- Properly closed and sealed

Checking that every container is marked with proper labels:
‐ ADR Hazard class, if applicable.
‐ Government provided “Yellow label” that identifies the kind of waste, the HWAP, the generation and turn-in dates.
‐ Government provided “R-label” (Rifiuti) identifying the item as a waste.
- Fill out Government provided tracking form for each container of waste and transfer the corresponding Unique Tracking Numbers to each drum.
Keeping all TWSA’s neat and the HW properly stored in order to comply with the regulations in
IFGS, clean up any spills caused by movement or storage of HW containers at the TWSA;
Performing weekly inspections of the TWSA using a proper “Inspection Check List” provided by the
USAG Italy ED, and sent to the COR on a monthly basis;
Perform a daily inventory of the containers stored at the TWSA, in order to ensure consistency between labels and the Hazardous Waste Database (HWDB);
Verifying that all the operations are performed according to the IFGS;
Prepare containers for disposal, including labeling and moving them from inside the building/storage bay to outside the days of the pick up; and
Supervising HW loading activities during DLA Disposition Services operations for off-site disposal.
Office activities consist of:
Updating the Hazardous Waste Log Book Database (HWDB) and providing on a monthly basis, the update of what is input into the HW log to the COR.
Creating and updating Hazardous Waste Profile Sheets (HWPS); DLA FORM 2511, NOV 2016
Preparing DD Form 1348-1a documentation needed to purchase required empty packaging to ensure compliance for the continuous need for certified Hazardous Waste packaging, and chemical analysis required to identify unknown wastes;
Data analysis: Streamlining operational compliance and provide recommendations to improve work and workplace quality and safety, to optimize the waste management operation and minimize waste.
Creating and submitting the DD form 1348 and turn-in documents to the COR, approximately every
90 days, per waste stream.
Create Government provided hazard identification labels for the drums and containers received.
5.1.1 All the activities shall be executed in accordance with IFGS Italy 2012, Revision June 2015 USAG Italy
Hazardous Waste Management Plan, ADR and national regulation, or as updates to these documents occur.
5.2 Scope of the task is to perform monthly assessments of the Hazardous Material Storage & Hazardous
Waste Accumulation Points (HWAPs) located within USAG - Italy, Vicenza using attached HM/HW
Compliance Checklist. Activities consist of:
Provide training (estimated 1 hour every 6 months) to Hazardous Waste Accumulation Point
Environmental Officer and Alternates in relation to Hazardous Waste Management two (2) times per year, for each HWAP, and forward training records to the COR.
Perform monthly HM Storage Area/HWAPs compliance assessments of no more than forty (40) accumulation and storage areas located at Caserma Ederle, Caserma Del Din, Tormeno
(ASP#7), Villagio Housing Area, Longare Bldg. 23, Lerino, and Torri di Quartesolo. The purpose of the assessments is to ensure that HM/HW is properly collected and stored, and that material storage area and the AP is operated according to the IFGS. Th e assessments will include, but are not limited to: warning signs, emergency response kits, HW containers and labels, HM/HW compatibility and segregation, HW documentation and Safety Data Sheets
(SDS). The Assessment Checklist will be provided by USAG Italy ED and contractor will provide assessment documentation on a monthly basis.
Preparation of HM Storage/HWAPs assessment reports, detailing assessment results, operation compliance and providing recommendation to the COR, on a monthly basis.
5.2.1 All the activities will be executed in accordance with safety regulations, IFGS Italy 2012, Revision June
2015, USAG Italy Hazardous Waste Management Plan, ADR and HN regulation, or as updates to these documents occur.
5.3 CONTRACTOR MANPOWER REPORTING (CMR) (CLINs 7500,7501,7502,7503,7504):
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the "Hazardous Material / Hazardous
Waste Management Services" via a secure data collection site.
The contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 and at the end of the period of performance for each calendar year, beginning with 2017. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website. For Contractor Manpower Reporting CLIN (CLIN
7500) the offeror shall propose a price for each CLIN to cover all reporting costs. If the offeror proposes to provide this report at no additional cost to the Government, it should indicate $0.00 or, “No
Charge” or rather than not addressing the line item. If the line item is left blank, the offeror agrees that this report will be provided at no additional cost to the Government, $0.00 shall be used for evaluation purposes, and the contract CLIN will be priced at $0.00.

Performance Requirements Summary

DELIVERABLES
In fulfillment of this contract, the contractor shall be required to provide deliverables. All deliverables shall be submitted to the COR. The following table details the deliverables and delivery schedule. Except as indicated below, or with explicit written permission from the Government, Deliverables shall not contain proprietary or copyrighted information or have any restriction on reproduction or distribution.
Unless otherwise specified, the Government will have a maximum of ten (10) working days from the day the draft deliverable is received to review the document, provide comments back to the contractor, and approve or disapprove the deliverable(s). The contractor will also have a maximum of ten (10) working days from the day comments are received to incorporate all changes and submit the final deliverable to the Government.
