b. The non-price factors are evaluated for acceptability and NOT ranked.
c. Tradeoffs are NOT permitted.

Once the Contracting Officer and the Technical Evaluation Team have identified the offers that are technically acceptable, the Contracting Officer will make the source selection decision ONLY on the basis of lowest price.

VOLUME DESCRIPTION
I Factor I: Technical-Experience II Factor II: Past Performace III Factor III: Price
5. Process.
a. Technical : Technical offers will be evaluated on an acceptable or unacceptable basis, assigning ratings of Acceptable or Unacceptable as defined below :
RATING DESCRIPTION
Acceptable Offer clearly meets the minimum requirments of the Solicitation
Unacceptable Offer does not meet the minimum requirements of the solicitation.
b. In order to be elegible for an award, an offer shall be rated " Acceptable" on all non-price factors (Technical and Past Performance)
c. Once the contracting officer and the Technical Evaluation Board (TEB) have identified the offers that are technically acceptable, the contracting officer will make the award decision only on the basis of the lowest fair and reasonable price.
d. The U.S. Government intends to evaluate offers and award a contract without discussions; however, the U.S.
Government reserves the right to hold discussions. It should be noted that there is no obligation on the part of the Government to make an award to any offeror in response to this solicitation.
e. The TEB will evaluate the three (3) non-price factors listed below. The award will be made to the offeror with the lowest price offer that is rated “acceptable” on all the non-price factors and sub-factors.
6. Evaluation.
FACTOR I - TECHNICAL: Experience. In order to be determined technically acceptable in this factor, the offeror must provide the following:
a. Offerors must provide evidence of experinece in managing at least five (5) contracts in the boiler cleaning and inspections field, providing also the names of the customers, performed over the last five years from the release date of this solicitation.
b. If offering as a Pool of Firms (Consorzio/ATI), the Government will evaluate the proposed team’s recent, relevant experience. Failure of the offeror to demonstrate recent, relevant experience for itself/Pool of Firms (Consorzio/ATI) will result in an “Unacceptable” rating for the factor.
FACTOR II - PAST PERFORMACE
a. Past performance will be evaluated to determine if the offeror and any major subcontractors have performed favorably for previous contracts of a similar size and complexity as the services required in this solicitation. The Government will evaluate an offeror’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance.
b. The offeror’s past performance record must be determined to be acceptable or neutral in order to be considered for award. Offeror(s) must demonstrate successful past performance of the offeror and any major subcontractors or partnerships as evidenced by information provided concerning no more than three (3) contracts and subcontracts completed or ongoing within three (3) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation. These contract must be similar in size and complexity to the services requested in this Request for Quotes. Offeror(s) must submit the information as per Attachment 1 (Past Performance Questionnaire) for each of the contracts provided.
c. If there are subcontractors or partnerships, they will be evaluated in the same manner as the Prime. Past performance will be rated on an acceptable/unacceptable basis using the following ratings:
RATING DESCRIPTION
Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Unacceptable Based on the Offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
d. The Government may consider past performance information from other sources such as: the offeror's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.
e. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information remains with the offeror.
FACTOR III - PRICE
The contract will be a Firm Fixed Price. The Government will evaluate price reasonableness for this requirement. The price factor will be evaluated separately from the non-price factors.
a. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.
b. The base period and all option years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk.
c. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause
52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each proposal. Offerors are required to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).
d. In evaluating price reasonableness, other than cost and pricing data shall be utilized.
