About this file
This document is a Questions and Answers (Q&A) addendum for a Request for Proposal (RFP) soliciting an Administrative Pastoral Life Coordinator for United States Army Garrison (USAG) Bavaria. The solicitation seeks a part-time contractor to provide Catholic administrative religious education coordination services at multiple military installations including Hohenfels, Garmisch, Grafenwoehr, and Vilseck. This is not a new requirement; incumbent contractors Evelyn Hegendoerfer (contract W912PB-21-P-3076) and Olga Smborski (W912PB-22-P-3049) currently perform these services. The Government declined to release incumbent pricing data citing proprietary and confidential commercial information protections under the Trade Secrets Act and FAR regulations.
The position is structured as part-time with estimated maximum hours specified in the accompanying Performance Work Statement (PWS). This is a firm fixed-price contract, requiring offerors to incorporate all associated expenses—including travel—into their proposals. The contractor should budget for bi-monthly or quarterly travel between Hohenfels and Garmisch (approximately 150 miles apart), with primary duties at Hohenfels based on population concentration and Grafenwoehr as the primary location for Grafenwoehr and Vilseck services. For extended absences exceeding three consecutive workdays, the contractor must provide qualified backfill support at no additional cost to the Government. For proposals quoted in Euros, the Government will apply an FY26 exchange rate of 0.9303. Local management structure in Europe is not required, and there is no right of first refusal consideration for incumbent employees.
