About this file

This is a women-owned small business (WOSB) solicitation for commercial products and services issued by the U.S. Army for the rental of portable chemical latrines and handwash stations at United States Army Garrison (USAG) Bavaria locations (Grafenwoehr, Vilseck, and Hohenfels, excluding Garmisch).

The solicitation number is W912PB26RA005, issued by the Regional Contracting Office Bavaria on March 31, 2026, with an offer due date of May 1, 2026 at 10:00 AM Central European Time. The requirement is structured as a requirements-type contract with a base year (August 1, 2026 – July 31, 2027) and four option years, each spanning 12 months. Award will be made on a lowest price technically acceptable (LPTA) basis to a responsible offeror who meets acceptability standards across four evaluation factors: technical qualifications (certification and experience), subcontracting approach, supplier performance risk, and price. Technical acceptability requires submission of two valid German certificates—a waste transportation license and a certified waste disposal facility (Entsorgungsfachbetrieb) certification—plus documentation of minimum three years of relevant experience with similar scope and magnitude (minimum $750,000 per year). Pricing must be submitted in U.S. dollars or European currency for all line items covering the base year and all option years combined, including half of the final option year, with full loading of all fees, overhead, and insurance. The contract incorporates FAR and DFARS clauses applicable to commercial services, including payment via Wide Area Workflow (WAWF), tax relief provisions for Germany, and various representations and certifications. The solicitation permits proposals via email submission to the contract specialist and RCO Bavaria mailbox, with proposals held firm for 90 calendar days from the closing date.
