About this file
This file contains Questions and Answers (Q&A) issued in response to bidder inquiries regarding a federal contract solicitation for a diesel-powered warehouse forklift to be delivered to FOS Powidz, Poland.
The Government clarified that the requirement is for a 10,000 lbs diesel-powered warehouse forklift with an enclosed cab for indoor and light outdoor warehouse operations, not the telehandler specifications that appeared in error in the original Technical Exhibit C. Corrected forklift specifications include: minimum lift height of 15 feet (180 inches), maximum width of 8.5 feet (102 inches), maximum length of 12 feet (144 inches), minimum gradeability of 15%, and maximum outside turning radius of 150 inches (12.5 feet). The forklift will operate primarily on flat indoor concrete surfaces and occasionally on paved exterior surfaces with heavy-duty solid pneumatic or standard pneumatic tires; rough-terrain capability is not required. Physical inspection and acceptance will occur at FOS Powidz per the Performance Work Statement (PWS) Section 5.2, though the DoDAAC W50YM5 (Fort Knox, Kentucky) listed for payment is administrative and accounting only. Performance requirements mandate the contractor deliver a 100% fully operational forklift at initial delivery, maintain a 95% monthly operational readiness rate throughout performance periods, and restore or replace any Non-Mission Capable unit within 24 hours of notification. Insurance coverage must comply with all applicable Polish rules and regulations.

Questions 1: Warehouse Forklift or Telehandler? Technical Specification Conflict (PWS vs.
Technical Exhibit C) The PWS narrative (Sections 1.1, 1.4, 4.4.1, and 5.1) describes a compact, diesel-powered, 10,000 lb warehouse forklift with an enclosed cab, intended for tight indoor warehouse aisles and occasional outdoor paved use. However, Technical Exhibit C describes a telehandler-type unit with boom extension of 20-60 ft, lift height of 40-53 ft, boom forward reach up to 42 ft, a sheave block, and a computerized crane load-limiting system. These are two fundamentally different classes of equipment. Could the Government confirm which specification governs - the compact warehouse forklift described in the PWS narrative, or the telehandler specifications in Technical Exhibit C?
This directly affects the equipment we would offer and price.
Answer 1: The Government confirms that the requirement is for a 10,000 lbs diesel-powered warehouse forklift as described in the PWS narrative (Sections 1.1, 1.4, 4.4.1, and 5.1) for indoor and light outdoor warehouse operations. The telehandler specifications in Technical Exhibit C were included in error.
1.A. If forklift, please confirm Exhibit C doesn't apply, and give us the min/max lift height, width, and length.
Answer 1A: Confirmed. The telehandler specifications in the original Technical Exhibit C do not apply. The corrected warehouse forklift minimum and maximum specifications are:
• Lift Height: Minimum 15 feet (180 inches) to allow standard warehouse stacking.
• Width: Maximum 8.5 feet (102 inches) to ensure safe maneuverability in tight warehouse aisles.
• Length (excluding forks): Maximum 12 feet (144 inches).
1.B. If telehandler, please confirm the indoor-only language doesn't apply, and tell us which document wins if Attachment 1 and Exhibit C disagree at delivery inspection.
Answer 1B: N/A. The requirement is for a warehouse forklift, not a telehandler.
Question 2: Should offerors comply with the specifications contained in Technical Exhibit C, or should those requirements be disregarded?
Answer 2: Specifications were clarified and corrected, please see updated Exhibit C.
Question 3: Acceptance Location vs. Place of Performance Section F establishes the place of performance and delivery location as FOS Powidz, Poland, and PWS Paragraph 5.2 confirms that joint delivery inspection is conducted on-site at Powidz by the Unit POC.
However, Section E and the WAWF routing table in Section G list DoDAAC W50YM5 (HQ CPS Corps HQ and HQ Central Receiving Point, Fort Knox, KY) as the inspection and acceptance location, marked "Both - Destination." Could the Government confirm that this DoDAAC is administrative/accounting only, and that actual physical inspection and acceptance will occur at FOS Powidz per PWS 5.2?
Answer 3: Yes the DODAAC is administrative/accounting only. The Physical inspection and acceptance will occur at FOS Powidz per PWS 5.2
Question 4: Technical Exhibit C - Minor Data Anomalies Several fields in Technical Exhibit C appear to contain placeholder or garbled data rather than usable specifications, for example "Gradeability: N/A to N/A" and "Turning Radius: 14"4." Could the Government provide corrected values for these fields, particularly if Technical Exhibit C is confirmed to be the governing specification?
Answer 4: The corrected values for these fields are:
• Gradeability: Minimum 15% gradeability.
• Turning Radius: Maximum outside turning radius of 150 inches (12.5 feet) to accommodate tight warehouse configurations.
Question 5: Terrain Requirement Consistency. PWS Paragraph 4.4.1 states the forklift "must be capable of operating in rough/muddy terrain," while PWS Paragraph 5.1 describes primary use on flat indoor concrete surfaces and occasional paved exterior surfaces.
Could the Government clarify the operating terrain requirement, as this affects whether a warehouse-class or rough-terrain-class unit is required?
Answer 5: The forklift will be operated primarily on flat indoor concrete surfaces and occasionally on paved/asphalt external surfaces. PWS Paragraph 4.4.1 is amended to remove "rough/muddy terrain." The forklift must be equipped with heavy-duty solid pneumatic (puncture-proof) or standard pneumatic tires suitable for transitioning between indoor warehouse concrete and outdoor paved surfaces. A rough-terrain class vehicle is not required.
Question 6: Consistency on performance criteria. 100% working vs 95% working — which one do we have to hit? PWS 4.1 and 4.7 say the forklift has to be 100% operational at all times. But Technical Exhibit A (PRS #1) says the standard is 95% operational readiness over 12 months. These are two different targets. Please confirm which one we're actually graded on.
Answer 6: The Contractor must deliver a 100% fully operational (FMC) forklift at initial delivery (PRS 1). Throughout the monthly performance periods, the Contractor is evaluated against a 95% Monthly Operational Readiness rate (PRS 2) to account for standard preventative maintenance and minor downtime. However, if the forklift becomes Non-Mission Capable (NMC) due to a breakdown, the Contractor must restore it or provide an equivalent replacement on-site within 24 hours of notification (PRS 4), which is a 100% compliance turnaround standard.
Question 7: What insurance do we need to carry? PWS 5.1 says we have to provide insurance, but the insurance section is blank/reserved, and there's no insurance clause in Section I telling us what's required. Please tell us exactly what insurance and coverage amounts we need, and confirm if Defense Base Act insurance is required for this job.
Answer 7: Insurance coverage must meet all applicable Polish rules and regulations.
