About this file
This is a Questions and Answers document from offerors regarding solicitation W912PB26QA095 for shuttle bus transportation services at Lielvarde, Latvia.
The requirement is a new non-personal service contract for shuttle transportation within a 4-mile ring route at Forward Operating Site Lielvarde, Latvia (not Fort Knox, Kentucky as initially appearing in some solicitation documents). The contract covers one base year plus two 6-month option periods, with full operational capability required by August 15, 2026. Service operates 0700–2200 hours weekdays and 0900–2130 hours weekends/holidays, with an estimated 300 passengers daily. The solicitation requires one bus per day to operate a single route for weekdays and a separate route for weekends, though contractors must be prepared to increase capacity from a 19-seater to 50-seater bus within 72 hours if demand increases without additional cost. Motor third-party liability insurance (MTPL) with minimums of EUR1.3 million property damage and EUR6.45 million personal injury is mandatory. Subcontracting is permitted with no minimum self-performance requirement. Supporting documentation such as vehicle registrations, insurance certificates, and staffing commitments may be submitted after award, though operators and equipment must be installation-ready to perform by the August 15 date. Monthly MWR trips will be coordinated separately through the Mayor Cell with provided pickup, drop-off dates, times, and locations. The work is being contracted by the Department of the Army Materiel Command Army Contracting Command and represents a new theater contracting support requirement, though similar services were previously performed under LOGCAP contract W52P1J9F0394.

QUESTIONS FROM OFFERORS (CLOSES 24JUL26)
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: Currently performed under LOGCAP (W52P1J9F0394) but includes a much more expansive scope than this solicitation.
2. Is this a new requirement or a follow-on requirement?
Answer: This is a new requirement for theater contracting support.
3. Please confirm that the place of performance is Lielvārde, Latvia, despite the Fort Knox, Kentucky address appearing in portions of the solicitation.
Answer: Place of performance is Lielvarde, Latvia.
4. Must the quotation include supporting documentation such as vehicle registrations, insurance certificates, operating licenses, staffing commitments, or subcontractor letters, or may this documentation be provided after award?
Answer: Documentation may be submitted after award but operators and equipment must gain installation access in time to perform.
5. Must all required vehicles, drivers, and support personnel be fully operational on August 15, 2026, or will the contractor receive a mobilization period following award?
Answer: Awardee is to be fully operational on August 15.
6. Is subcontracting the transportation operations permitted, and is there any minimum self-performance requirement for the prime contractor?
Answer: Subcontracting is permitted, no minimum requirement.
7. Please identify the required insurance coverages and minimum limits applicable to this requirement.
Answer: Motor third-party liability insurance (MTPL) is required with minimums of €1.3 million property damage and €6.45 million personal injury.
8. The PWS calls for 50-seater bus, but the pax traveling at any point will be about 10. Would 19-seater bus be acceptable?
Answer: Yes, that would be acceptable, but the contractor should be prepared to increase capacity to 50 pax if demand increases without a cost increase on the contract within 72 hours
9. Is the bus expected to carry passengers only or there may be need transport luggage or equipment. Is luggage compartment requested?
Answer: Routine luggage/equipment transport is not expected to be provided but passengers may have small bags/boxes with them.
10. Attachment 1 shows that there will be two routes and two buses are needed daily. Is this correct?
Answer: There is one route for weekdays and one route for weekends. Only one bus is required daily and the schedule was built for one.
11. The PWS specifies service windows (0700–2200 weekday, 0900–2130 weekend/holiday) and stop counts, but doesn't state an expected loop frequency, headway, or ridership curve for the weekday ring route. Could you confirm: (1) how many circuits per hour the 2 concurrent weekday buses are expected to run, or (2) an expected ridership/turnover pattern we should plan around? This affects our vehicle utilization and staffing basis.
Answer: Attachment 1 shows an average estimate of 300 passengers/day. Attachments 2 and 3 provide the timelines for the single daily bus route for weekday/weekend respectively.
12. We noted different operating hours within the solicitation documents:
PWS paragraph 1.3 refers to operating hours of 0700–2200.
PWS paragraph 1.5.4.3 refers to 0700–2000.
Attachment 2 (Shuttle Bus Schedule) appears to show the final scheduled route ending at approximately 2040, with the Friday schedule extending to approximately 2130.
Could you please confirm which operating hours should be used for proposal preparation and contract performance?
Answer: 0700-2200, gives a 30min buffer for traffic or construction delays.
13. Monthly MWR Trip (PWS 5.2.1.6) For the monthly MWR trip described in PWS paragraph 5.2.1.6, could you please clarify the expected operational profile?
Specifically, after passengers are dropped off, should the shuttle remain on site until the return journey, or may it depart and return at the scheduled pickup time?
Answer: MWR Trips will be coordinated through the Mayor Cell and they will provide date, time, and location for pick up and drop off
