About this file
This document is an Amendment to a Solicitation for Army Contracting Services, specifically for administrative and support services at Katterbach and Storck Barracks in Germany. The solicitation (W912PB25RA014) extends the response deadline from 26 Sep 2025 to 13 Oct 2025 and includes clarifications to the Performance Work Statement (PWS). Key service requirements include front desk administrative positions, clerical services, lending closet operations, marketing, and relocation readiness briefings, with work performed 0730-1600 Monday through Friday.
The procurement will use a Lowest Price Technically Acceptable (LPTA) source selection process. Offerors must demonstrate three years of relevant experience for the company and five years for the Contract Manager and Alternate Contract Manager. The previous contract number was W912PB21P3056. Notable amendments include clarifying that the Contract Manager must be located in Europe (preferably Germany), meetings can be conducted via Teams or phone, and the government will use the DoD Budget Exchange Rate for currency conversions. Optional Contract Line Item Numbers (CLINs) are included for potential expanded services in future option years.

Answer:
All of the identified CLINs will work only 99% of the time at one of the two installations. Katterbach and Storck Barracks. These are front desk administrative positions.

Answer:
Marketing materials will be created at Katterbach. Distribution of these materials will be completed throughout the different Kaserne's. However, a government vehicle will be provided by the Katterbach installation and will be driven by only a licensed Department of the ARMY (GS Employee).

(Technical Exhibit C). Will the Government clarify the number of work hours that define a full-time equivalent (FTE) on this contract as the operating hours of services exceed an 8-hour of work (excluding lunch)?
Answer:
Yes, employees will work a full shift minus a lunch break.
Question 15:
PWS 1.10 - The solicitation requires that the Contract Manager (CM) and Alternate Contract Manager (ACM) "work in Germany." However, the PWS requirement for the CM is only to respond to the Government within four (4) hours. That standard can be met from elsewhere in Europe, without mandating a physical duty location in Germany.
Requiring that the CM and ACM work in Germany appears to be an undue restriction on competition, inconsistent with FAR 6.101 and FAR 11.002, as it does not relate to the actual performance need (4-hour response time). Will the Government revise this requirement to focus on the performance standard rather than a fixed work location?
Answer:
This requirement can be met from other locations within Europe, but not from the United States. Reason:
The time difference from the east coast is basically a (6) hour minimum difference. Preferably the CM or the ACM should be in Germany, but at a minimum, within Europe.
Question 16:
PWS 1.5.4.3 - Section 1.5.4.3 (Contractor Support Hours) requires coverage from 0700-1630, Monday- Friday, and states that the contractor must maintain an adequate workforce for uninterrupted performance. Both US and German labor laws require a break for personnel working more than six hours per day. Will the Government clarify whether coverage during employee meal breaks must be continuous (requiring overlapping staff), or whether individual personnel may take legally required breaks during the 0700-1630 window without additional staffing?
Answer:
We would not require overlapping staff while the contractor is on a designated lunch break.
Question 17:
Is there an incumbent(s) for this work? If so, can you provide the contract number(s)?
Answer:
Previous contract number W912PB21P3056
Question 18:
Solicitation Subfactor A: Experience & Factor 2: Past Performance
The solicitation states that "past performance is not required," but Subfactor A (Experience) requires offerors, the Contract Manager, and Alternate Contract Manager to submit evidence of completed contract work of a specific duration and dollar threshold. These requirements are, in effect, past performance criteria. FAR 15.305(a)(2)(iv) requires that offerors without relevant past performance be rated "neutral" rather than unacceptable. By making prior contract experience a mandatory threshold, the solicitation appears inconsistent with the FAR and unduly restrictive of competition (FAR 6.101, FAR 11.002). Will the Government revise Subfactor A so that lack of prior contract experience does not render an offer technically unacceptable?
Answer:
The solicitation's requirement for the Contract Manager (CM) and Alternate Contract Manager (ACM) to demonstrate prior contract experience underscores the Government's valid and FAR-compliant distinction between experience and past performance. While these concepts may appear similar, their evaluation purposes and regulatory treatment are separate under FAR 15.305(a)(2).
Why the Distinction Holds:
Experience (Subfactor A) assesses whether the CM and ACM have performed similar work--specifically contracts of comparable scope, duration, and dollar value. This is a factual, capability-based inquiry:
Have they done this type of work before?
Past Performance (Factor 2), by contrast, evaluates how well that work was performed, typically using qualitative data such as CPARS ratings, customer references, or performance reports.
This separation is consistent with FAR 15.304(c)(3)(ii), which allows agencies to include experience as a standalone evaluation factor to assess technical capability.
Question 19:
Solicitation Subfactor 4: Price
The solicitation states that foreign currency offers will be converted to U.S. Dollars using the "daily exchange rate" on the solicitation closing date. FAR 52.225-17 requires evaluation in U.S. dollars but does not prescribe the use of daily commercial rates. In OCONUS procurements, DoD normally applies the official DoD Budget Exchange Rate (published annually) to ensure consistency and fairness. Using a daily exchange rate appears arbitrary and could unduly disadvantage offerors depending on short-term fluctuations. Will the Government clarify which official source and rate will be used, and consider applying the standard DoD Budget Exchange Rate instead of a variable daily rate?
Answer:
Concur. To ensure fairness, transparency, and alignment with standard Department of Defense practices, the solicitation will be amended to reflect the use of the official DoD Budget Exchange Rate, as published annually by the Under Secretary of Defense (Comptroller). This rate is widely applied in overseas acquisitions and provides a stable and equitable basis for evaluating foreign currency offers.
The amendment will clarify the source and timing of the applicable exchange rate to eliminate ambiguity and ensure all offerors are evaluated on a consistent basis.
Question 20:
Section 1.5.4.3 (Contractor Support Hours) requires coverage from 0700-1630, Monday-Friday, and states that the contractor must maintain an adequate workforce for uninterrupted performance. Both US and German labor laws require a break for personnel working more than six hours per day. Will the Government clarify whether coverage during employee meal breaks must be continuous (requiring overlapping staff), or whether individual personnel may take legally required breaks during the 0700- 1630 window without additional staffing?
Answer:
We would not require overlapping staff while the contractor is on a designated lunch break.
Question 21:
Subfactor A, experience: An offer will be acceptable if it provides supporting documentation demonstrating that the offeror, contract manager and alternate contract manager, have relevant experience as indicated Question: Can the Government confirm that the proposal should include relevant documentation for past performance for the contractor and contract manager, and that credentials for the specific positions will be provided upon contract award?
Answer:
No credentials are required. Only proof of the required experience needs to be submitted with the proposal as stated in FAR 52.212-2. PWS (para 1.10) is updated, as per attached revised copy.
Question 22:
Staffing / Hours
a) How many total FTEs does the Government anticipate for this requirement?
b) Are the listed workload hours per week intended as minimums, maximums, or averages?
c) Can one individual cover multiple functions (e.g., admin + classes), or must they be distinct roles?
Answer:
a) The Government does not require a specific number of FTEs. It is up to the Contractor to determine how many FTEs to provide to meet contract requirements per the PWS.
b) The Workload Data is an estimate based on average historical workload.
c) The roles are not distinct, but front desk services must be provided IAW PWS para. 5.2.1.1.
Question 23:
In the Solicitation, Option Years 2, 3, and 4 have CLINS 0005 and 0006 which are listed as "Optional CLINS" for Relocation Readiness & Outreach and Community Education, Training & Outreach Services. Both of these positions also have separate CLINS as listed in the base year. Can the Government explain what "Optional CLIN" means? Is it expected that the workload will expand after the base year to require 2 additional positions?
Answer:
Correct. The workload might increase in the future. Therefore, we included the Optional CLINs, which will only be exercised if needed.

52.212-2Evaluation-Commercial Products and Commercial Services.Nov 2021 hereby reads as follows:
Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract from this solicitation to the responsible offeror who is technically acceptable and offers the lowest total price. The offeror must receive a rating of "Acceptable" on the factors and subfactors in order to be considered for award. The Government will be using the lowest price technically acceptable (LPTA) source selection process. Technical and price are used to evaluate the offeror's proposal as described below:
1. Technical
2. Past Performance
3. Supplier Performance Risk
4. Price
Award will be made on the basis of the lowest total evaluated price (TEP) of proposals meeting the acceptability standards for nonprice factors. After determination of technical acceptability, award will be based on the lowest price technical acceptable proposal.
Factor 1: Technical
The Technical rating will be based on an "Acceptable" / "Unacceptable" basis. The following definitions will be used in evaluating the offeror's proposal against the technical requirement.
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
The technical factor is met when the Offeror's proposal clearly demonstrates evidence of the full capability for executing the PWS requirements and meeting the subfactors below.
Subfactor A: Experience
An offer will be acceptable if it provides supporting documentation demonstrating that the offeror, contract manager and alternate contract manager, have relevant experience as indicated below:
The Offeror shall have three (3) years relevant experience within eight (8) years preceding the issuance of this solicitation. Proof must be provided with the proposal IAW PWS paragraph 1.10.
The Contract Manager and Alternate Contractor Manager, shall have five (5) years relevant experience within ten
(10) years preceding the issuance of this solicitation. Proof must be provided with the proposal IAW PWS paragraph 1.10.
"Relevant" experience is defined as performance of efforts involving requirements that are similar in: Scope (for the types of services identified and defined in the PWS requirements) and Magnitude of Effort (a contract or aggregated contracts for at least $50,000.00 per year). contract performance dates, and description of service) shall be provided. The Government reserves the right to independently verify the contracts submitted by the offeror to confirm that the Offeror, Program Manager, and Alternate Program Manager possess the required experience in each of the elements listed in sections (a) through (e). This validation may include a review of contract scope, deliverables, and performance history to ensure full compliance with the stated qualifications.
At a minimum of at least one (1) contract (including customer or organization name, contracting value, contract performance dates, and description of service) shall be provided.
At a minimum, an offeror shall provide the following information for each contract that it relies upon to meet the relevant professional experience for the Offeror, the Contract Manager and Alternate Contract Manager requirements:
(a) Location of the tour and the name of the customer or client
(b) Contract number, if applicable
(c) Description of the contract requirements, including an explanation of how they relate to the requirements outlined in this solicitation
(d) Start and end dates of contract performance
(e) Total value of the contract
An offer is considered "ACCEPTABLE" if all documentation as required above is provided and the evaluation determines that the documentation provided is recent and relevant.
An offer is considered "UNACCEPTABLE" if all documentation as required above is not provided and the evaluation determines that the documentation provided is not recent and relevant.
Factor 2: Past Performance
Offerors are not required to submit Past Performance information. However, the Government will review available Past Performance data from the Contractor Performance Assessment Reporting System (CPARS) and the Product Data Reporting and Evaluation Program (PDREP) to support the technical evaluation. The Government reserves the right to independently verify any and all contracts submitted for reference, including scope, performance, and relevance, to ensure the accuracy and integrity of the Offeror's claimed experience
An offer is considered "ACCEPTABLE", when the Offeror has no negative or derogatory Past Performance ratings within the past year preceding the issuance of this solicitation, or the offeror has negative or derogatory Past Performance ratings within the past year preceding the issuance of this solicitation. and acceptable remediation was completed.
An offer is considered "UNACCEPTABLE" if the Offeror has any negative or derogatory Past Performance ratings within the past year preceding the issuance of this solicitation, and no acceptable remediation was completed.
Factor 3: SUPPLIER PERFORMANCE RISK
The Government will consider Risk in accordance with the provision at 252.204-7024, Notice on the Use of the Supplier Performance Risk System. The Government will consider Supplier Risk as described in the provision. The Government will NOT consider Item Risk or Price Risk as described in provision. For purposes of this Risk assessment, the
Government will only consider information contained in the Supplier Performance Risk System (SPRS). Any questions or concerns the offeror has concerning its SPRS risk assessments should be addressed as described in paragraph (d) of the provision.
(SUB)-FACTOR RATING DESCRIPTION
The rating will be based on an "Acceptable" / "Unacceptable" basis. The following definitions will be used to assign the rating:
Acceptable: Offeror has a Supplier Risk Score of Green, Purple, Blue, or Black.
Unacceptable: Offeror has a Supplier Risk Score of Yellow, Red, or Grey.
Factor 4: Price
a. The total evaluated price shall be the sum of all CLIN prices listed in the schedule for the base year and all option years
b. Currency: Offers submitted in response to this solicitation shall be in terms of local currency or U.S. Dollars. If the Government receives offers in more than one currency, the Government shall use the Government budget exchange rate of the solicitation closing date to convert local currency offers into U.S. Dollar for evaluation purposes. Evaluation of foreign currency offers will be in accordance with FAR clause 52.225-17. All supporting documentation shall reflect the same currency established in the price proposal If all offers are received in the local currency, the local currency proposed, and the Government budget rate will be utilized for evaluation purposes.
c. Each offeror's proposed price will be evaluated to determine whether it is fair and reasonable as per FAR 13.106-3.
The Government WILL NOT evaluate proposed prices for realism.
PRICE: The total evaluated price shall be the sum of all CLIN prices listed in the schedule of SF1449 IAW FAR 13.5.
(b) Options. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the Offeror's final option period price to the Offeror's total price. Therefore, the Offeror's TEP will include the prices for the base period and each option period, plus one-half of the final option period's price. If, however, the option to extend services is used prior to the end of the last option period, the option to extend services will be exercised at the rate proposed for the option period which the extension is used within.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
