This is a Request for Proposals (RFP) for street sweeping services at U.S. Army Garrison Ansbach's Katterbach and Illesheim Airfields in Germany. The RCO Bavaria solicitation (W912PB25R3010) seeks to award a single-award, firm-fixed-price indefinite delivery type contract with a base period from April 1, 2025 to March 31, 2026, plus four one-year option periods through March 31, 2030.
The solicitation uses Lowest Price Technically Acceptable (LPTA) evaluation criteria with four factors: Technical Certification (requiring valid "Entsorgungsfachbetrieb" special waste management certification), Supplier Performance Risk, Subcontracting, and Price. Proposals are due by 10:00 AM Central European Time on February 21, 2025. Offerors must be registered in SAM.gov and submit proposals in English via email. The contract will be administered by RCO Bavaria in Grafenwoehr, Germany, with services performed at USAG Ansbach. Payment will be made through Wide Area Workflow (WAWF), and the contractor must comply with German tax relief procedures and installation access requirements.

Evaluation of foreign currency offers will be in accordance with FAR clause 52.225-17. All supporting documentation shall reflect the same currency established in the price proposal. If all offers are received in the local currency, the local currency proposed, and the Government budget rate will be utilized for evaluation purposes.
c. Each offeror’s proposed price will be evaluated to determine whether it is fair and reasonable as per FAR 13.106-3. The Government WILL NOT evaluate proposed prices for realism.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINS of the final option period, prorate it to a six-month value, and add it to the sum of all CLINS (base plus all option periods). This amount will be the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
