The purpose of this amendment is to:

1. Extend the required response date/time from 18 November 2024 10:00 AM to 25 November 2024 10:00 AM CET and replace the initial solicitation with the attached revised solicitation.

2. Replace the initial PWS with the attached revised PWS.

PLEASE NOTE: Changes have been made only at paragraph 1.10 Key Personnel, b. FAP Educator.

3. Answer vendor questions regarding requirement specifications.

4. All other terms and conditions remain unchanged.

Vendor questions and answers regarding requirement specifications

RFP Pg. 57: Completed FAR provision 52.229-11 “Tax on certain Foreign Procurements”, including completed IRS Form W-14.

Question 1. Does IRS Form W-14 need to be submitted with the proposal or only when submitting an invoice?

Answer 1. Yes, the IRS Form W-14 should be submitted with the proposal, as otherwise the US Government will deduct 2% Federal excise tax from every invoice.

Question 2. Quality Control Plan. Does the Government want a management structure physically located in Germany?

Answer 2. It is preferred but not required.

PWS 1.21.1: In all areas where construction, demolition, alteration, building, or similar related activities take place, the Contractor shall have the following minimum personal protective clothing and equipment requirements in place for any person working on or visiting the site: (i) Short sleeve shirt. (ii) Long trousers. (iii) Steel-toed safety boots. (iv) Hard hat.

Question 3. Would there ever be a requirement for this position to conduct business in a location that would require this personal protective clothing?

Answer 3. Yes, it is possible and PPE such as safety glasses and hard hats are provided by the customer.

PWS.3.6 Materials: The Government will provide Standard Operating Procedures (SOPs), Local Instructions, Policies, and resource guides for the Contractor’s use in performance of the tasks outlined in this PWS.

Question 4. Will the Government also provide basic office supplies?

Answer 4. Yes.

W912PB25R3005

Question 5. Backfill/Absences: What is the policy for backfill coverage during illness, vacation times, or other reasons in which the key personnel may be absent? After how many days is a backfill required and/or is a backfill required at all times (=1912 hours of service per year per FTE).

Answer 5. Backfill is required at all times.

Questions 6. Can the Government confirm how many personnel are expected to perform on this contract?

Answer 6. The Government is not entitled to provide the required number of personnel to fulfil this contract.

PWS 1.10: The following personnel are considered key personnel by the Government:

Program/Contract Manager and FAP Educator.

Questions 7. This contract seems to require one full-time employee to conduct FAP education classes and another full-time employee to conduct FAP administrative duties. These are separated out in the PWS as 5.2.1 Family Advocacy Program Administration and 5.2.2 Family Advocacy Program Community Education and Training. Do all FAP personnel on this contact need to have all of the qualifications listed in PWS 1.10 B, or just the FAP Educator position performing requirements as listed in PWS 5.2.2?

Answer 7. Just the FAP Educator.

PWS 1.10.b: FAP Educator Experience: At a minimum: One (1) year experience working with individuals that may be reluctant to participate in a self-improvement program (examples:

alcoholics, prisoners, welfare recipients in a mandated job-finding class).

Question 8. This seems to be an exceedingly specific criterion that may be difficult to document. Would the Government consider changing this to preferred rather than required experience?

Answer 8. It was changed to preferred.

Question 9. Is there an incumbent? If so, can you share the contract number(s)?

Answer 9. No, this is a new requirement.

PWS 1.5.4.3 Contractor Support Hours: The Contractor shall provide support between the hours of 0700 to 1800, Monday through Saturday.

Question 10. Can the Government clarify if Saturday work is for both positions? Also, how many hours of service per FTE/per year?

Answer 10. The facility is open from 0730-1600 Monday through Friday, but services may be needed from 0700-1800 and on Saturdays if requested by the Government to support an event.
