Question: Can you please let me know if this is a new requirement? Further, I would like to know if there is any site visit foreseen before submission deadline.
Answer: This is a new requirement. Yes, site visit will be Wednesday, 04 September 2024 at 0900. Site visits shall be requested by calling/writing to the contract specialist denominated in the face page of the solicitation.
Question: PWS 1.3, the Scope is described with "Maintenance and the Repairs of Warning systems". All other language is for the repair of outlets. We assume that this was a typo. Please confirm.
Answer: This is a typo.
Question: PWS 5.2, the PWS includes: "AQL: Not more than 2 complaints per month" Does this mean we get twice a month a list of deficiencies for outlets and then we prepare a schedule for repair? Please confirm.
Answer: No, this statement refers to the performance threshold acceptable quality levels (AQLs). The customer should not receive more than two complaints per month in regard to the contractor completion of this performance.
Question: Solicitation Page 69, Delivery/Task Order language is included. We understand this paragraph, that DO/TOs are issued for Labor Hours and Repair Materials. The replacement of broken outlets will not be issued with a DO/TO, this work will be performed up to a quantity of 5.000 ea. Please confirm.
Answer: CLINs 0001, 1001, and 2001 are fixed-price CLINs. Fixed-price CLINS can still be included on a task/delivery order.
Question: We would like to visit all the relevant sites. Could you please arrange a date at your earliest convenience?
Answer: Yes, site visit will be Wednesday, 04 September 2024 at 0900. Site visits shall be requested by calling/writing to the contract specialist denominated in the face page of the solicitation.
Question: PWS – page 6 – 1.10 a Key Personnel: Is it correct that the Contract Manager and Alternate Contract Manager must each hold at least a valid master craftsman's certificate?
Answer: Both contract manager must have a valid master craftsman’s certificate.
Question: PWS – page 6 – 1.10 b Key Personnel: Is it correct that all technicians working under the contract must have at least a valid journeyman's certificate as an electrician?
Answer: Yes

Question: PWS – page 6 – 1.10 Key Personnel: In accordance with PWS 1.10 a and b, the contract manager and alternate contract manager must have a master craftsman's certificate, and all technicians must have a journeyman's certificate. Do we understand correctly that the contractor must therefore be at least a registered electrical company in the German craftsmen's register?
Answer: Yes
Question: PWS – page 8, 9, 10 – 1.22 Environmental Compliance: As binding obligations under the SEMS (e.
g. “General: Contractors shall be certified and qualified for the work they perform. Respective documentation must be available on site.”) are imposed on the Contractor in accordance with PWS 1.22.1, we assume that the Contractor must provide evidence of this. Is it correct that the Contractor must therefore have at least an environmental management system certified in accordance with DIN EN ISO 14001 and be able to present a corresponding certificate?
Answer: Yes
Question: PWS – page 10, 11 – 1.24 Authorization to Perform Services in Germany: “Contractors performing services in the Federal Republic of Germany (FRG) shall comply with German law. The Contractor shall determine whether performance requires registration with German authorities or authorization to do business in Germany and, if so, shall comply with all requirements.” Do we understand correctly that the contractor must therefore be a registered specialist company in the ‘electrical installation company’ trade register and be registered and authorized with the energy supplier?
Answer: Yes
Question: PWS – page 16 – 5.2 “Tasks”: A Building Repair schedule shall be submitted to the COR prior the commencement of the work (Deliverable # A013). The schedule shall include the date of the repair, buildings#. Who is responsible for coordinating the appointments with the person responsible for the building / resident / user?
Answer: The Contracting Officer Representative (COR) at DPW
Question: PWS – page 16 – 5.2 “Tasks”: How is it handled if the person responsible for the building / resident / user does not keep the agreed appointment?
Answer: The COR has to rearrange a new appointment.
Question: PWS – page 16 – 5.2 “Tasks” b: During repairs, the affected circuits must be switched off in accordance with VDE and the Ordinance on Industrial Safety and Health. Who is the authorized person to switch off ("schaltberechtigte Person")?
Answer: Schaltberechtige Person for high voltage is only DPW personnel. Appointments must be arranged with DPW and the customer.
Question: General: If the materials previously installed are no longer available on the market (e.g. 1 socket outlet defective in a multiple socket outlet combination), how should the replacement be handled?
Answer: Build in material which is IAW with the VDE.
