A valid certificate “Entsorgungsfachbetrieb” (Special Waste Management Company) shall be provided with the proposal. Sub-factor 1 - Certification will be acceptable when the offeror provides a valid “Entsorgungsfachbetrieb” (Special Waste Management Company) certificate. The list must contain contact information for each company and explain what work each party will perform under the contract. In addition, the offeror must provide a letter of intent from each party on the list demonstrating intent to subcontract, partner or otherwise work with the offeror in the performance of the contract. The letter must be written on that party’s letterhead and signed by an authorized representative.
Unacceptable: A quote will be unacceptable if it does not include either:

I, which is incorporated in full text in this solicitation. Failure to do so may be a cause for the offer to not be considered for award.
c. Each offeror’s proposed price will be evaluated to determine whether it is fair and reasonable as per FAR
13.106-3.
(b) Options: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINs of the final option period, prorate it to a six-month value, and add it to the sum of all CLINs (base plus all option periods). This amount will be the total evaluated price. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
