1. Page 10, 52.212‐2 (c) states: "the Government may accept an offer (or part of an offer)".
Page 39, Par. (b) states: "contract will be awarded on an ALL OR NONE basis".
Please clarify.
1.1. In case a "part" of an offer may be accepted, is a "part" defined as unit (month)?
If so, we would understand that the Government keeps the right to award 12 or less months for the base period.
It is important, as pricing would be different for 12‐month period and a shorter period.
Answer: Contract will be awarded in full ‐ at the full amount ‐ to one contractor or not at all.
2. Please provide the postal codes of each location to avoid any misunderstandings. As for our question 2, please provide not only postcodes, but coordinates and the expected route. After advising with our CEO who has been in the camp area, I learned that there may be several DFAC's and several entry points. Moreover, not all entry points are suitable for buses. In addition, please advise on the expected time the bus would wait every time at the checkpoints
Answer: The postal code is 92655, coordinates would only be made available to the successful bidder after contract award. All gates that might be used are suitable for bus entry. It is only commercial trucks that are limited by gate type. Please note only one (1) dining facility is noted in section 5.1B of the PWS.
The contractor is required to determine the bus schedule (PWS section 5.2). It would be part of the schedule to determine when the bus would be at each pick‐up site, how long the bus waits and then departs to have the people to the chapel by the time directed in Table 5.1A in the PWS.
3. Page 57, Par. 5.2.1.4.2 states: "Departure time from Netzaberg Chapel shall not be earlier than twenty
(20) minutes prior to the Estimated Service End Time identified in Table 5.1A".
Please confirm you intend the bus to leave 20min prior to the end of church service; not after it finishes.
Answer: See Amendment 0002. The PWS section 5.2.1.4.2 has been corrected to read…”after the Estimated Service End Time …” The bus would leave 20 minutes after the service ended.
4. Our bus drivers already have permanent access passes to all military installations within Germany.
To obtain such a pass, one must go through several investigations, including the Criminal record check (Polizeiliches Fuehrungszeugnis).
Page 50, Par. 1.7.4.2 states that the personnel would have to provide the Criminal record certificates.
We assume that if the persons have the permanent passes, which are a stronger safety confirmation than the Police certificate, it is not necessary. Correct?
Answer: Submit with the offer the pass that you have for those people that would be driving on this contract and it will be evaluated at the time of submission.
