Request for Technical Proposals, Number W912PB-16-R-7000, entitled: Repair Playground # PG016, USAG Bavaria, Grafenwoehr Military Community - Rose Barracks Vilseck (Project # 46F-09000- 2J)
This request for technical proposals is being conducted as a Two Step solicitation under Part 14.501 of the Federal Acquisition Regulation (FAR). A site visit by all interested vendors is strongly recommended for this C3 (Customer, Contracting, Commerce) Partnering Solicitation. Thereafter, a technical proposal will be submitted by the vendors for review. The review will determine whether the technical proposal is: acceptable; reasonably susceptible of being made acceptable; or unacceptable.
Unacceptable proposals will not be invited to submit prices in step two of the solicitation process. The project description is attached.
All technical proposals shall be submitted to this office with a cover sheet that identifies the vendor and the proposal number. The technical proposals can be submitted in German, however an English translation must be provided by the contractor prior to award, since the English version is the binding one.
Vendors should submit proposals that are acceptable without additional explanation or information.
All proposals must clearly identify the DIN’s, governing codes or industry standards that will apply to the project. The first technical proposal will be evaluated on the basis of: method of accomplishment;
materials to be used. The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted. The Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. Design drawings are not required in the proposals but may be submitted at the discretion of the vendor. Vendors will be bound by their technical proposals!
Vendors with proposals determined to be unacceptable will be notified on final determination of unacceptability. Under the provisions of FAR clause 52.214-24, Multiple Technical Proposals, vendors are encouraged to submit multiple offers presenting different basic approaches. Each technical proposal submitted under this clause will be separately evaluated and the submitter will be notified as to its acceptability. Each acceptable proposal will be invited to submit a bid price in the second step of the solicitation. Bid prices will NOT be submitted with the first technical proposal.
Vendors will receive instructions and be notified of any additional materials, submittals or information required in the second step before prices are submitted.
Award will be made to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price related factors included in the invitation.
Vendors will be informed of the date for submission of the technical proposal at the site visit.
The site visit will be held on Tuesday, 31 May 2016 at 1000 hours. We will meet at the DPW Conference Room in Building 234, Rose Barracks Vilseck, at 10:00 hours.
