SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 10-Sep-2018 12:00 AM to 12-Sep-2018 11:00 AM.
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Price
2. Technical
3. Past Performance
Using these equally-weighted evaluation factors, the Government will award a contract from this solicitation to the responsible offeror, whose quote conforms to the Request for Quotations (RFQ) and is the lowest price, receiving an acceptable rating for the non-price factors. This basis of award is known as the lowest-price, technically acceptable (LPTA) source selection process.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base period. To account for the possibility that the Government may utilize the “Option to Extend Services” provision at FAR 52.217-8 (for a period not to exceed six months), the Government will use the offered prices for all CLINs of the final option period, prorate them to determine a six-month value, then, add the prorated amount to the sum of all CLINs (base period plus all option periods). The resulting amount will be the total evaluated price. The Government may determine than an offer is unacceptable if the option prices appear to be significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
ADDENDUM TO FAR 52.212-2
BASIS FOR CONTRACT AWARD
A. The Government anticipates awarding a contract resulting from this Request for Quotations (RFQ) and whose proposal represents the best value to the Government utilizing the LPTA source selection process. Award will be made on the basis of the lowest evaluated price meeting the technical acceptability and past performance acceptability standards as described in the RFQ. Technical acceptability will be based on a contractor submitting an offer that complies with all of the requirements listed in the RFQ and Performance Work Statement (PWS). A contractor’s ability to comply with all the requirements listed in the RFQ and PWS is met when they have received an “acceptable” rating on all non-price factors.
ALL OR NONE AWARD
Only one contract will be awarded from this solicitation. Award will be made on an all or none basis. Offers for less than all of the solicited work will be rejected as non-conforming/non-responsive. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
B. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.
C. The evaluation process shall proceed as follows
(1) FACTOR I – PRICE.
(a) Evaluated price will equal total of amounts of all offer’s Line Items (CLIN).
(b) All extended prices in Section B will be totaled to arrive at an evaluated price.
(c) All extensions of the unit price shown in Section B will be subject to verification by the government. In case of variation between the unit price and the extension, the unit price will be considered to be the offer and thetotal recomputed accordingly. If the offeror provides a total amount for a contract line item but fails to enter the unit price, the amount divided by the specified quantity will be held to be the intended unit price.
(d) The Government will evaluate the reasonableness of the offered prices. Normally, adequate price competition establishes a fair and reasonable price. Analytical technique and procedures described in FAR 13.106-3 may be used, singly or in combination with others, to ensure that the final price is fair and reasonable.
(e) The Total Evaluated Price (TEP) is equal to the extended price of all CLINs in Section B and the prorated value of the six months option (FAR Clause 52.217-8). The Total Evaluated Price (TEP) will be evaluated based upon price reasonableness and the competitive range if one is established.
(2) FACTOR II – TECHNICAL. The quotation shall in sufficient detail and description, convey understanding, capability and competence to supply an end product that meets stated characteristics in the attached Performance Work Statement (PWS). The standard has been met when:
(a) The offeror provides resumes for all Key Personnel addressing at a minimum all the special qualifications listed under paragraphs 1.11 thru 1.11.1.5 of the PWS. In order to be acceptable the offeror must demonstrate that the Key Personnel meets the minimum special qualifications stated under paragraphs 1.11 thru 1.11.1.5.
(b) The offeror provides a current and valid copies of all certifications for all Key Personnel required under paragraphs 1.11 thru 1.11.1.5 of the PWS.
(c) The offeror provides evidence of their ability to meet the personnel security clearance requirements described under paragraph1.7.2 of the PWS.
(d) The offeror provides their proposed Plan of Action and Milestones in accordance with paragraphs 1.5 and 5.4 of the PWS. In order to be acceptable the offeror must demonstrate their ability to meet the schedule demands stated under paragraphs 1.5 and 5.4 of the PWS.
(e) The offeror provides their proposed plan to meet the Corrective Life Cycle Sustainment (CLCS) Service Level Standards and included response times within the PWS table in accordance with paragraph 5.7.6 of the PWS. In order to be acceptable the offeror must demonstrate their ability that responding assets can acknowledge response calls and be on-site within the stated response time as stated under paragraph 5.7.6.
(f) The offeror provides their proposed plan demonstrating their ability to meet the Preventative Life Cycle Sustainment (PLCS) requirements in accordance with paragraph 5.8 of the PWS with emphasis on ensuring that 100% of installed assets are inspected during planned Preventative Maintenance Inspections (PMI). Additionally, in order to be acceptable the offeror must demonstrate through their Plan of Action and Milestones a sufficient amount of time on site at each location to accomplish all testing at each site and in addition demonstrate that the Preventative Maintenance Inspection team is composed of qualified individuals as described under paragraph 1.11 thru 1.11.1.5 of the PWS.
TECHNICAL RATING DESCRIPTION
Acceptable:
Proposal meets the requirements of the solicitation
Unacceptable Proposal does not meet the requirements of the solicitation
(3) FACTOR PART III – PAST PERFORMANCE
(a) Contractors must provide a list of any recent and relevant contracts that should be considered for Past Performance evaluation. To that end, recent shall be defined as any contract occurring within the last three (3) years, and relevant shall be defined as any contract of similar magnitude for custodial services.
The purpose of the past performance evaluation is to assess the offeror’s ability to fulfill the solicitation requirements while meeting schedule, budget, and performance quality constraints. The offeror's past performance will be evaluated against these requirements to determine whether the proposal is acceptable or unacceptable in accordance with Past Performance Evaluation Ratings shown below:
PAST PERFORMANCE DESCRIPTION RATING
Acceptable Based on the offeror’s performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on pass performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
(a) Past Performance will be evaluated in terms of current and past contract performance, to determine the degree to which an offeror satisfactorily performed services and satisfied customers. Vendor cage codes or DUNs will be used to query sources available to the Government (i.e. Contractor performance Assessment Reporting Systems (CPARS), Past Performance Information Retrieval System (PPIRS), and/or Federal Awardee Performance and Integrity Information System (FAPIIS)). The results of these searches will be the basis of evaluation for this factor.
(b) The Government will evaluate an offeror’s recent and relevant past performance in order to determine whether that performance demonstrates a reasonable expectation that the offeror will be able to successfully perform the required effort. To that end, recent is defined as performance occurring within the last three (3) years of the date of this solicitation. Relevant performance is defined as the performance of efforts involving requirements that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation. For the purposes of determining relevancy, the Government may aggregate or consider together the performance of multiple, separate requirements at the same time by a single offeror.
