1. What is the capacity / volume of the several grease Separators?

RESPONSE: Please reference paragraph 5.2.2.2. of the PWS for grease separator specifications. Capacity of the grease separators is available in liters. Capacity for each installation is as follows:

· Schinnen Bowling Center: 1,600 Liters

· Schinnen DECA Commissary: 865 Liters

· CYSS Brunssum: 915 Liters

· NIC Bowling Center: 1,600 Liters

· NIC DECA Commissary: 1,600 Liters

· Eygelshoven Dutch Cantina: 1,600 Liters

2. We want to know if and so how many meters duct are to be cleaned, or is the cleaning mentioned in CLIN 0025 only the cleaning of the separator inside?

RESPONSE: CLIN X024 is for the collection and cleaning of contents inside the grease separators. CLIN X025 is for an Annual FULL cleaning of the Grease separators to remove sediment and clean the piping (or ducts). In total, there are 18 meters (approximately 3 meters per grease separator) of piping connected to the grease separators that shall be cleaned.

3. For opening the lids of the containers from 10 to 40 m3; is this based on electric wired principle or is there an battery pack necessary?

RESPONSE: The contractor may use wired electric containers, containers powered by battery pack, or hydraulic lids. Any solution where an individual is not require to manually open and close the lids shall be considered acceptable. Lids are required on all containers that are 10m3 or larger.

4. Are the CLIN numbers 0001 / 0008; 10001 / 10008; etc for the rental for the containers?

RESPONSE: Correct. CLINS X001-X008 are for the rental of the containers themselves. CLINs X009-X023 are for the collection of the refuse inside of those containers. CLINs X024 and X025 are for the emptying and cleaning of the Grease Separators. CLINs X026 is for the rental of 200 ltr Polyethylene containers for Kitchen grease, and CLIN X027 is for the collection of the contents of those 200 ltr Polyethylene containers.

5. Are all the question that we asked going to be published so every other offeror has the same answers? And are the questions that are asked be other offerors with answers published for us available?

RESPONSE: All information provided by the Government is posted publically on www.fbo.gov to prevent an unfair competitive advantage. Responses to vendor questions will also be emailed directly to all site visit attendees.

6. What is your definition of swill?

RESPONSE: For purposes of this requirement, “Swill” is defined as kitchen refuse, such as scraps of waste food and liquid.

7. Do you also have kitchen and/or garden waste that does not fall under the definition of swill?

RESPONSE: CLIN X014 is for Pruning Wood waste.

8. Your solicitation states that waste pick-ups will be called off as needed. Could you please elaborate on how this will actually work? For example, will you call-off containers / sites individually or as a group?

RESPONSE: The awarded base contract is like a catalog of services that the Government can order from. The Government will issue “delivery orders” on an as needed basis for each individual installation. For example, after the base contract is awarded, the Government may issue a delivery order for the rental of all required containers on Eygelshoven for a full year. Then, the Government may issue separate delivery orders for the pick-ups of those containers, either on a monthly or quarterly basis. NO SERVICES MAY BE PERFORMED UNDER THIS CONTRACT WITHOUT THE RELEASE OF A DELIVERY ORDER.

9. What is the reaction time for executing call-off orders? Please specify separately for roll containers (ie 240L, 660L, etc.) and for stationary containers (ie 10, 20, etc. cubic containers).

RESPONSE: The contractor is expected to respond to the delivery order within 5 days. Each delivery order for the pick-ups of containers will include a proposed schedule of pick-ups.

10. Are you open to defining fixed call-off and pick-up days?

RESPONSE: Because several of the sites are newly possessed by the U.S. Government, there will be a period of adjustment in determining how often each container will need to be picked up. The Government intends to issue delivery orders for pick-ups on a regular basis. However, the Government reserves to right to issue additional quantities on delivery orders as needed for special events, or periods where with higher than normal volume.

11. With regards to the stationary containers your solicitation requires that we quote a price for pick-up. In order to provide you with this information we will need to know what the average weight will be for each type of container or we can base our quote on the estimated maximum weight for these containers. Please let us know which method you prefer.

RESPONSE: Please provide a quote for the maximum weight for each container.

12. Do the containers have to be the exact size as stated in the CLINs?

RESPONSE: As indicated in PWS paragraph 5.2.1, container sizes specified in the CLIN structure represent the minimum acceptable capacity. Equivalent solutions are acceptable.
