SAM REGISTRATION

In order to better manage its expenditures, the U.S. Government requires all contractors, foreign, as well as, domestic to input basic company information into a central database. LIABILITY

For the purpose of this contract the Contractor is considered as an independent Contractor and not as an agent of the US Government. During the performance the Contractor shall be liable and will indemnify and hold harmless the Government, its agents and employees against any actions or claims for all damages to persons or property, including death arising or resulting from fault, negligence, wrongful act or wrongful omission of the Contractor.

PERMITS AND RESPONSIBILITIES

The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any applicable laws, codes and regulations, in connection with the prosecution of the work.

It shall be similarly responsible for all damages to persons or property that occur as a result of his fault or negligence. It shall take proper safety and health precautions to protect the work, the workers, the public, and the property of others. It shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire construction work, except for any completed unit of construction thereof which theretofore may have been accepted.

TRUCK SPECIFICATIONS

DUMP TRUCK: TECHNICAL SPECIFICATIONS

1. TRUCK, TECHNICAL SPECIFICATIONS

1.1. These specifications cover a Dump Truck, equipped with a Loading Crane, an Arm Lift Device system for Containers frame and 2 different types of Containers.

1.2. A 6X2 Truck must be mounted onto a chassis, with 26-Tons-GVW (Front Axle 7.5 T/First Rear Axle 12.0 T/Second Rear Axle 7.5 T), with 4.500 mm wheelbase and local traffic driver’s cab.

MERCEDES BENZ AROCS CHANTIER or IVECO STRALIS or SCANIA CONSTRUCTION or equivalent. These models have been selected because of their load capacities, reliability, maintenance & service availability in Belgium and to standardize the fleet for maintenance/repair efficiency purposes.

Dimensions:

Total length: approx. 10.000 mm Total height: approx. 3.500 mm Total width: approx. 2.500 mm

1.3. The chassis shall be constructed to provide uniformity of tire loading with all components mounted that are necessary for operation with minimum Gross Vehicle Weight / Poids Maximum Authorise of 33 tons.

1.4. The chassis frame shall be manufacturer standard, designated to support gross imposed loads, and maintain alignment and stability. The frame shall be reinforced to provide sufficient structural strength as needed.

1.5. Steering shall be manufacturer's current standard type equipped with hydraulic-assisted power steering controlled by a conventional steering wheel. Design of the power-assist mechanism shall permit manual steering in event of failure of the hydraulic system. The system shall be properly effective at all operating speeds of the truck. Provision shall be made for ready check of the fluid level in reservoir.

1.6. Brakes shall be pneumatic type (with Antilock Breaking System and Anti Slip Regulation) with dual-circuit full air brakes and automatic brake adjusting. The air lines will be provided with air drying and pressure regulating devices. A roll back prevention system shall be present.

1.7. The engine shall be manufacturer's current standard internal combustion four-stroke cycle, water cooled fuel type with not less than six cylinders and developing minimum 260 kW and conform to current Euro Norm (min Euro 6). The engine shall produce the required vehicle performance when operated on regular grade fuel at engine speed as recommended by the manufacturer.

1.8. An automatic gearbox shall be installed.

1.9. Exhaust muffler: pot mounted vertically behind the driver’s cab.

1.10. Fuel tank: 300 liters minimum.

1.11. The engine cooling system shall be the manufacturer's current standard heavy-duty type.

1.12. Fenders or mud guards shall be provided to protect the mounted equipment from road-wash from all wheels.

1.13. The cab shall be two-man type, left hand side steering, fully enclosed, insulated and shall have safety glass throughout. It shall be equipped with a sun visor, cushioned adjustable seat, dome light, air-conditioning, ventilator, adjustable outside mirrors, commercial standard personnel heater and defroster and electric powered windshield wipers. Operator's comfort and accessibility of the various controls shall be considered in the design of the cab. Doors, windows and windshield openings shall have sufficient weather stripping to ensure water and air tightness regardless weather condition.

1.14. A hand throttle for containers movement and crane operations shall be provided for manual control of the engine from idle speed up to and including recommended operating speed. The throttle shall be designed to remain in the setting selecting by the operator.

1.15. The Dump Truck shall be equipped with a trailer socket 15-pin and an additional socket 12V/15A with firewall.

1.16. The Dump Truck shall be equipped with a front base plate allowing the installation of various equipment.

1.17. Hydraulic system. The Dump Truck shall be equipped with sufficient controls for hydraulic operations.

The controls shall be located as to permit ease of operation. The hydraulic system shall consist of rams, pump, supply tank, hoses piping, fittings valves, controls, and all other parts essential to the practical and efficient operation of the system with hydraulic fluid. A minimum number of fittings, joints and connections shall be used to prevent excessive back-pressure, clogging and leakage. All parts shall be insulated to prevent detrimental vibration and shock. The pump shall be driven by the vehicle engine. The pump shall have adequate capacity to provide satisfactory operation of all hydraulically-operated equipment.

1.18. A tow-away coupling compatible with our existing trailers (diameter 40mm) shall be installed at the rear.

1.19. The Dump Truck shall be equipped with a lighting system for night operation and highway travel.

All lights shall operate from the electrical system of the chassis engine. The system shall include two sealed-beam headlamps with upper and lower driving beams, one adjustable spotlight located on left side of the cab and controllable from driver's side, and two combination stoplights and taillights.

1.20. A flasher-type warning light shall be installed on top of the cab. The switch for the light shall be located on the dash of the cab. The light assembly shall be mounted for easy removal.

1.21. Visual and audible indicator shall be mounted on vehicle and shall be operated automatically when backing.

1.22. A fire extinguisher conforming to Belgian laws shall be mounted in the cab in a position accessible to the operator.

1.23. The Dump Truck shall be treated and painted in accordance with standard commercial practice; the colour of the truck will be RAL 2011 Orange. “Red and white” stripes shall be applied on the front of the cabin.

1.24. The Dump Truck shall be equipped with radio interference suppression device in each truck.

1.25. The offeror shall provide the necessary training to 5 operators for operation and routine maintenance of the Dump Truck. Training shall be given in French on Chievres Air Base and shall be supported by publications in French which will be given to the operators (5 sets).

1.26. The warranty shall cover a minimum of one year and include 2 visits for regular maintenance on Chievres Air Base.

2. LOADING CRANE.

2.1. Technical description.

The loading crane shall have a capacity of 127 Kilo Newton Meter (kNm) (13.0 tm) according to the new EN12999 &/or 13001 norm and the new “Machines” European Directive no 2006/42/CE (replaced and implemented since 29.12.2009), model type HIAB 122B-1 HIDUO or MKG HLK 131HP or equivalent.

The crane shall be assembled on a false chassis.

The assembly of the crane shall be done back cabin to allow use of a container lift equipment.

The loading crane shall be equipped with a 6 Ton lift hook with safety valve and pivot.

The loading crane shall have a hydraulic span up to 6.20m.

The ratio Span/weight capacity shall be as followed:

Span: 2.80m 4.30m 6.10m Weight Capacity: 4400kg 3000kg 2100kg

The loading crane base shall be foreseen with four fixation points, designed for assembly on truck.

The rack rotation mechanism shall have a minimum of 405 degrees rotation range with oil bath lubrication.

The loading crane jib shall be equipped with an articulated arm and 1.90m hydraulic extension.

The sliders guides shall be separately adjustable and shall be replaced from outside (without dismounting the sliding girder).

The oil feeding shall be run through ducts in the column and from there by means of steel pipes and flexible pipes up to the jacks. The flexible pipes under the column shall turn when the crane rotates.

The load crane shall be equipped with a 150L oil tank with filter on the backflow pipe, gauge, shut-off faucet and filter system for air suction during the variations of the oil level in the tank with enough capacity.

The load crane shall be equipped with a hydraulic pump for direct assembly on the PTO: pump with axial piston for high working pressures, maximum work pressure of 40Mpa and output of 60L/min at 1000R/min.

A Three-way valve to choose the circuits to run shall be installed.

A high pressure filter shall be installed.

An oil cooler shall be mounted at the base of the crane.

All jacks shall be double-effect and equipped with hydraulic controlled valves.

Standard column height min: 2150mm.

Standard control main distributor shall be “open center” (the oil can always flow back to the tank), 6 functions, 6 used, model type HIAB type V80 or higher/equivalent is recommended.

A remote control shall be foreseen with two-speed, model type HIAB XS DRIVE or higher/equivalent is recommended.

The control levers on the base and on the remote control shall wear clear pictograms and shall be placed in the same logical order.

The control levers shall be protected by safety rib.

The loading crane shall be equipped with 1 pair of extensible hydraulic operated stands up to

4.60m with double safety locks and stability calculator VSL; two hard PVC support plates (PEHD/PP) 400x400x50mm for the stands shall be included, with storing support on the chassis.

A warning light and sound signal in the cabin indicating the height of 4m (passage) when the arm is not folded back shall be installed.

Warning light and sound signal in the cabin indicating that the left or right stands are not fully returned in the truck body shall be installed.

Spotlight shall be installed on the arm of the crane The loading crane shall be delivered in standard black color.

An electrical supply central box shall be provided. It has to be equipped with a general switch with pilot lamp, a service hours meter, a fuse box for all pieces of equipment.

A certificate of compliance for the superstructure with identification plate shall be present.

2.2. Safety and Norms description.

Safety system shall be installed (fully complies with EC norms), this equipment shall include:

Electronic load limiter on all positions of the jib.

Bridging switch with setting of the temporizing duration to switch off the overload safety.

Warning diode on the control box to perform the maintenance of the crane.

Blinking pilot lamps on the control panel above the distributor working from 50%, 70%, 90% and

100% of maximum coupling.

Emergency stop at each control station.

Automatic backflow of oil in the tank (the oil flows back automatically in the tank after 3 seconds if no control is used). This prevents the oil from heating up.

Automatic speed control to increases the capacity at low speed.

ON/OFF PTO switch in the cabin to connect/disconnect the crane from PTO.

Load keeping valves on lifting jacks, articulated arm jacks, rotating jacks and extension jacks.

The crane shall comply with the new Machines 2006/42/CE directive and European norms EN 12999-2009, which means:

Each stabilizing stand shall be equipped with a hinge contact system with support footing to adjust to the configuration of the ground on the front and the rear of the vehicle.

A variable position detector of the support girder extension of the stands shall be installed (so according to the position of the girder, so the distance between the stands (hence their support) with regard to the gravity center of the crane) to allow the security system to automatically recalculate the stability curve of the crane.

Signalling through LED lamp of the position of the supports (supporting stands) shall be installed.

A double effect load keeping valves shall be installed on the arm lifting cylinders.

Flashing lights shall be installed on support girder extremity (during the maximum extension of support points to signal this maximum requirement in width).

The certification of the crane has to be completed by a certified company in accordance with

Belgium safety laws.

Offerors shall provide one training class for each truck to Government employees on the use and functionality of the crane. Instructors providing the class shall be certified on the crane provided in accordance with Belgium safety laws.

2.3. Accessories.

The loading crane shall be delivered with following options:

5th and 6th functions without winder to control grab and rotator, quick grip included.

Continuous rotator gyration with a 4.5 T capacity, with fixed hook.

“Collection” type grab with tooth:

Vertical jack, capacity 350 L, width 650mm, height 650mm.

Flexible pipes and quick grip, suspension for rotator, EC label.

Power Take-Off (PTO):

The PTO shall be supplied and assembled by the vendor of the vehicle; it must comply with following requirements:

Must correspond to a 1/21 ratio.

Must provide a minimum couple of 400 Nm at 1000 R/min.

Must show a 4-hole flange, type DIN 5462.

The space around the PTO must allow the assembly of a pump next to the transmission axis of the vehicle.

3. ARM LIFT DEVICE FOR CONTAINERS.

3.1. Technical description.

Total truck weight authorized: 26 Tons.

Capacity min: 18 Tons.

Length of device min: 5000 mm.

Weight max with equipment installed: 2500 kg.

Hooking height max: 1450 mm.

The sliding support arm shall allow grabbing containers of different lengths between 4300 and 6050mm.

Secondary chassis and structure shall be made of top quality steel and the connection shall be made in poured steel.

A Container hydraulic blocking system shall be installed.

A Control box with joystick to control the container system shall be included.

Fixed hook with safety device shall be included.

Automatic damping of main jacks in transportation position shall be installed.

Automatic locking of rear frame shall be installed.

Safety and logical sequencing of controls shall be ensured by adjustable approach detectors.

The large guiding rollers at the back shall be fitted with bearings.

Support for maintenance shall be installed.

All jacks shall be fitted with load keeping valves.

The assembly of the system shall be realised at reduced height (Height of the installation: 245mm max).

All pipes shall be well fixed and protected.

The jacks shall be realised in hard chrome.

The lay-down system shall be fitted with greasers put at highly visible spots and with a level gauge.

All connections between the hydraulic components shall be made with high pressure steel pipes with JIC connections. Hydraulic connections shall be made with high pressure flexible pipes with JIC connections. The whole has to be designed for high working pressures (300 Bar).

The arm lift shall be EC MARK labelled.

The structure shall be painted with 2 bottom layers and 2 layers of lacquered paint, colour of the chassis of the truck.

A closed trunk made of PVC 800 or 1000mm length shall be included.

An open trunk made of steel +/- 1000mm length shall be included.

The Mudguard have to be made of aluminium sheets and mud flaps shall be included.

An extensible bumper with reinforced boxes for rear lights shall be installed.

A hydraulic blocking on rear casing shall be installed.

A Working light on bumper with cable to cabin shall be installed.

3.2. Safety and Norms description.

The assembling of the whole set on the truck shall be in compliance with the Belgian Highway Code.

The Certificate of conformity for the superstructure shall be present with identification plate.

The certification of the arm device shall be done by a recognized firm.

3.3. Accessories.

The arm lift device shall be delivered with following options:

Anti-jerks system during the sliding of the container (without additional rollers):

Cylinders are put under pressure and they raise for more or less 10mm the cradle of the supports, and the sliding can occur without friction, hence without jerks. This makes loading and unloading of heavy containers much more harmonious and comfortable.

Power Take-Off (PTO):

The PTO shall be supplied and assembled by the vendor of the vehicle, it must comply with following requirements:

Must correspond to a 1/21 ratio.

Must provide a minimum couple of 400 Nm at 1000 R/min.

Must show a 4-hole flange, type DIN 5462.

The space around the PTO must allow the assembly of a pump next to the transmission axis of the vehicle.

3.4. Documents needed.

4. CONTAINER TYPE “PUBLIC WORKS”.

Container type “Public Works” to fit the gripper system.

Interior dimensions: 5200 x 2300 x 1000 mm.

Volume: 12 m3.

Tare Weight: 2300 Kg.

4.1. Frame/Structure.

Sheet metal ST 37/2.

Floor ; thickness : 5 mm.

Sides : thickness : 3 mm.

Doors : thickness : 3 mm.

Front side : thickness : 3 mm.

4.2. Chassis.

The chassis shall be made of two (2) IPN180 beams with 5 mm sheet metal reinforcement veil on the exterior of the chassis.

4.4. Outer frame.

Two welded chains on sides in order to attach open doors on the sides.

The entire system will be in a tilting frame with 2 upper hinges in three parts with lubricating devices.

Axle in the bottom with four hooks and safety locking device. The entire system will open and close by means of mechanical system and a cam will be installed below the chassis on driver’s side.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2014)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a single copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained free of charge by submitting a request to the addressee in paragraph (i)(1)(i) of this provision.

(j) Data Universal Numbering System (DUNS) Number. (Applies to all offers exceeding $3,000, and offers of $3,000 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database. The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror's name and address. The DUNS +4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the offeror to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. An offeror located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The offeror should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office.

(k) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

ADDENDUM TO FAR 52.212-1

The Standard Subparagraph (c) in FAR 52.212-1 is replaced with the following

(c) Period of acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for the receipt of offers.

BASIS FOR AWARD

Award shall be made to the lowest priced, technically acceptable offer with an acceptable past performance evaluation.

OFFEROR SUBMISSION INSTRUCTIONS

A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.

All offers, questions, and correspondence, SHALL BE submitted in the ENGLISH language. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts;

Part I - Price Proposal, Part II - Technical Proposal, and Part III - Past Performance Information.

B. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price

C. Offerors are cautioned that the US Army Garrison-Brussels has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING OFFERS. Offerors should allow sufficient time to obtain a visitor pass and arrive at USAG Brussels PRIOR to the time specified for receipt. Late offers will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.”

Questions and comments pertaining to this RFQ shall be submitted in writing (preferred method is by e-mail) to the individual(s) listed below not later than close of business on the tenth (10th) day prior to the closing date of this RFQ, as amended. The government reserves the right to disregard questions submitted after the proposed deadline.

D. PART I – PRICE

(1) Complete blocks 12, 17a, 17b, 30a, 30b, and 30c of the Solicitation Standard Form (SF) 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, with attachments.

(2) Offeror must acknowledge receipt of solicitations amendments prior to the hour and date specified in the solicitation by completing item 8 and 15 of Standard Form 30 and returning one (1) copy of the amendment.

(3) Insert proposed unit prices and extended amounts in the Pricing Schedule for each firm-fixed price Contract Line Item Number (CLIN). All quotes will be submitted without the inclusion of VAT type taxes.

(4) Complete the representations and certifications at FAR 52.212-3 or complete the online representation provide at www.sam.gov

(5) Complete DFARS 252.229-7001 ALT I Tax Relief.

E. PART II – TECHNICAL

The offeror’s proposal shall address all factors described in the 52.212-2 “Evaluation Criteria” provided in this solicitation in sufficient detail and description to convey understanding, capability and competence to perform in accordance with the Statement of Work and related contractual requirements.

(1) The offeror must submit documentation reflecting their crane certification in accordance with Belgium safety laws.

F. PART III – PAST PERFORMANCE

The offeror shall submit a Past Peformance which contains the following: Submit information on recent contracts (5 maximum) you consider most relevant in demonstrating your ability to perform the proposed effort. Relevant performance is defined as performance of efforts involving requirements that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation. Recency is defined as performance occurring within the last three (3) years of the date of this solicitation.
