About this file

This is a Questions and Government Responses document issued as Amendment 0001 Attachment 4 to a federal contract solicitation.

The document addresses five key questions from prospective offerors regarding a contract to produce 3D-printed scale models of Lock 25 and a 15-barge tow configuration. Question 1 seeks clarification on whether a push/tug boat is required in addition to barges and whether a mechanical interlock is needed for single lockage tow configurations; the government directs offerors to refer to updated SOW section 6.4(b) in Amendment 0001 for these details. Question 2 inquires about the timing and delivery method for 3D model files in NavisWorks and STEP format; the government references updated SOW section 5.2 for clarification on the medium and method for requesting digital files. Question 3 requests access to representative STEP model files or sample model data to assess printability, geometry cleanup requirements, and fabrication costs, noting that file preprocessing is a significant effort with multiple evaluation iterations; the government directs offerors to updated sections 5.1 and 8.1 of the SOW and Factor 1(a) of the Evaluation Factors for Award, indicating files will be provided upon written request. Question 4 seeks confirmation that the "new and unused" materials requirement applies only to items physically incorporated into delivered models (printed components, hardware, coatings, adhesives) and not to production equipment; the government directs reference to updated Note 3 of the Quote Schedule. Question 5 requests STEP-formatted CAD files and 2D drawings and expresses concern about answer availability; the government responds by referencing answers to Questions 1-4 above and provides navigation instructions for accessing responses.

Amendment 0001 Attachment 4 - Questions and Government Responses

Question 1. For the 15 barge tow portion of the model, will a push/tug boat be required in addition to the barges, or just the barges themselves? As for the split tow vs. single lockage configuration, will a mechanical interlock be required to join the two sections together for the single lockage tow?

Government Response: Refer to section 6.4(b) of the Scope of Work (SOW), which will be updated in Amendment 0001, for clarification regarding the relevant components of the 15-barge tow, as well as the requirements for an interlocking mechanism that connects the two sections of the 15-barge tow.

Question 2. 5.2 of the Scope of Work notes "The Government will provide the GFI to all prospective offerors electronically during the solicitation period." Does the Government intend to provide the 3D model files now during the solicitation? If so, please remit a link to the provided files.

Government Response Refer to section 5.2 of the SOW, which will be updated in Amendment 0001, for clarification regarding the medium and method for requesting the digital files of the Lock 25 and 15-barge tow 3D models.

Question 3. Per SOW Section 5.1, the Government-furnished information will include project design files in NavisWorks and STEP format. SOW Section 8.1 states that conversion of the furnished NavisWorks and STEP files into fabrication-ready geometry is a significant pre-processing effort that may require multiple iterations. Attachment 3, Factor 1(a), also states that offerors will be evaluated on their approach to processing the Government-furnished NavisWorks and STEP files into fabrication-ready geometry.

To develop a realistic technical approach and firm-fixed-price quote, please provide access to two to three representative STEP model files, or sample portions of the Government-furnished model data, so offerors can assess printability, geometry cleanup requirements, segmentation assumptions, and fabrication cost. If representative sample files cannot be provided, please clarify what assumptions offerors should make regarding file condition, geometry complexity, printability, and required pre-processing effort.

Government Response Refer to sections 5.1 and 8.1 of the Scope of Work (SOW) and Factor 1(a) of the Evaluation Factors for Award, which will be updated in Amendment 0001, for clarification regarding the files that will be provided to contractors, upon written request.

Question 4. Attachment 1, Quote Schedule, Note 3 states: Articles, materials, and equipment to be incorporated into the work under the contract shall be new and unused unless otherwise specified.

Please confirm whether this requirement applies only to items physically incorporated into the delivered model and associated deliverables, such as printed model components, transport cases, hardware, coatings, adhesives, labels, and related finished articles.

Please also confirm that this language does not require the contractor to purchase or use new 3D printing machines, fabrication tools, post-processing equipment, or other production equipment, provided the delivered articles, materials, and incorporated components are new, unused, and otherwise compliant with the SOW.

Government Response Refer to Note 3 of the Quote Schedule, which will be updated in Amendment 0001, for clarification on the quality of articles, materials and equipment.

Question 5. we would like you to provide step formatted cad files and 2d drawings for all of the models that you require.

We do not see any answers to any of the questions asked thus far. When will the questions be answered since we need this TDP in order to provide a proposal
