About this file
This document contains questions and answers regarding the solicitation for janitorial services at Rivers Project Office facilities under solicitation number W912P923R0067 issued by the Department of the Army Corps of Engineers Engineering District St Louis. The questions and answers clarify that four additional facilities, Piasa Access Area Comfort Station, Lincoln Shield, Winfield and Clarksville, are included in the scope of work. Contractors must clean desks and floors by moving any papers but are not required to return papers to their original locations. Ceiling tiles must be gently cleaned to remove debris from open HVAC filters above the tiles, and the government will replace any tiles too dirty to clean.

Contractor Questions and Government Answers for the Rivers Project Office , Janitorial Services, Solicitation # W912P923R0067
1. Are the Piasa Access Area Comfort Station, Lincoln Shield, Winfield and Clarksville facilities not a part of this project?
Government Answer-These four areas in the question are the same type of facilities as represented by the two comfort station types shown during the site visit. The “Contract Maps” attachment in SAM.gov specifically states which facilities are “Waterborne” and “Nonwaterborne”. Please reference these maps. For ease in transportation and timing, the site visit only went to one waterborne facility and one nonwaterborne facility.
The only major difference between the sites visited and the ones in question are location.
2. During the cleaning process, if papers are on the floors or employees' desks, contractors must move these items and return these items to the original location? I saw the answer in the solicitation but wanted to ensure that my thought was accurate.
Government Answer-It is requested that the contractor move papers and clean when appropriate. One or two papers should not pose any type of delay, however, the Government will not require the contractor to move anything they do not feel comfortable touching for liability purposes and if a desk is covered in papers. The Government has strict regulations about leaving Classified Uncontrolled Information or CUI in a place for anyone to see so there shouldn’t be anything of great importance on the desks or floor. It is requested that papers not be placed back on the floor but in the closest cubical to leave a clean and tidy appearance.
3. What are the requirements for cleaning ceiling tiles?
Government Answer-Rivers Project Office and National Great Rivers Museum have LED light fixtures that have holes in them to allow HVAC to function properly. Due to the open HVAC filters above the ceiling; dirt, fuzz, and other various forms of debris travel through these vents and may become hung up in the tiles. The louvers in the lights and dirt on the tiles shall be cleaned gently to remove or dislodge the debris. The Government can not dictate what cleaning instrument is used to clean these items due to the nature of a Performance Based Contract. It is the Governments responsibility to replace the tiles that get so dirty they need to be replaced. This is unavoidable and a common occurrence given this type of HVAC system. No other ceiling tile cleaning is required.
