Questions & Answers

Question 1:

CLINs 0001 – 0003, Product Requirements 4.1 For the Gaskets, can you please provide either the OEM drawing of the Transformer or a detailed description of the size required for the new gaskets? You include an appendix listing of the gaskets that references a series of drawings, this information necessary to provide new gaskets.

Government Response: See Spare Parts List and Bushing Drawings included in original solicitation. Spare parts list contains gasket part numbers but no detailed drawings of the gaskets are available. Gaskets are to be design by the contractor in accordance with the contract specifications to meet the manufacturer’s original design.

Product Requirement 4.1.5.d. This sentence is a big ambiguous – it says to test the bushing on receipt but also that the test shall be ‘on the transformer’ which would indicate testing after the bushing has been installed. We are not set up to provide installation services and assume that the Government or another party will be installing the bushings. Typically, bushings are tested at the factory to compare baseline measurements of the bushing and then tested after installation to establish a baseline of the bushing installed in the transformer.

Is this supply contract responsible for installation?

If not, I would request paragraph 4.1.5.d be removed from the solicitation.

Government Response: No receipt testing required by the contractor. Paragraph 4.1.5.d has been revised to indicate Government Testing upon delivery and Paragraph 6.5 shall be removed from the solicitation.

Question 2:

CLIN 0004

Item 0004 Pressure Relief Device, Para 4.2.1 – can you provide a copy of the OEM drawing for the transformer? This will be required to determine the opening of the PRD flange in the transformer as well as the routing of the piping system across and down the transformer walls.

Government Response: No additional drawings from OEM available. O&M Manual for cutsheet has been included as Attachment 3.

Question 3:

Item 0004 Oil Discharge Piping, Para 4.2.2 Again, request copy of the OEM drawing to determine the flange outlet on the transformer. Also, please clarify the desired material for the discharge piping – Aluminum, Stainless Steel or PVC? Do you have a desired footage? As the bid is LPTA, and the piping is rather pricy, a variation is the required footage could be a significant factor in the award – alternately, we could Propose a routing but at risk of being more costly.

Government Response: Utilize stainless steel. Approximately 15’ (each) of piping for the discharge of the XPRD’s.

Pre-award submittals have been revised to include only Descriptive Materials associated with Line Items 0001-0003 for High and Low Voltage Bushings.

Question 4:

Item 0005 Gaskets, Para 4.3 The attachment is noted, however the attachment references a series of drawings in which, presumably, the size, thickness, diameter, etc. of the individual gaskets is detailed. McGraw Edison is no longer a manufacturer, their Pittsfield Products, I believe, are now legacy ABB Hitachi. It would be best if you could provide the drawings noted in the attachment, it could take quite a while to get the detailed information from Hitachi. Note as well, in the attachment, the drawing references for the various thermometers and gauges – these will be necessary for the items in Item 0006, Liquid Level Gauge.

Government Response: See Spare Parts List and Bushing Drawings included with original solicitation. Spare parts list contains gasket part numbers but no detailed drawings of the gaskets are available. No additional drawings are available. Contractor shall be responsible for acquiring additional information as needed from applicable manufacturer. Gaskets are to be design by the contractor in accordance with the contract specifications to meet the manufacturer’s original design.

Question 5:

Item 0006 Liquid Level Gauge, Para 4.4 The attachment noted above references the detail drawings available which are necessary to determine the proper configuration of the various gauges and thermometers. For example, see the attached document “A.02.16++ SOW+#9-LLG042_+LD+tech+2020-4-16”. This is the configuration table from Qualitrol for the Liquid Level Gauge. It’s likely the original transformer had McGraw Edison and/or GE gauges, the more common gauges today are manufactured by Qualitrol and/or Messko and to configure the gauges properly, we will need to determine the information for each gauge similar to the configuration chart attached here for the Liquid Level Gauge. This particular example was for material we supplied for the Libby Dam T3 Transformer in Libby, MT.

Proper configuration of the devices is / will be critical to the proper indication of the temperatures, liquid levels, etc.

– we are an astute supplier of these materials but it’s a bit of a stretch for us to configure them without a lot more data from the field that we can share with our suppliers.

Government Response: We have attached O&M Manual as Attachment 3 with some details on the existing liquid level gauge. No additional drawings are available. Contractor shall be responsible for acquiring additional information as needed from applicable manufacturer.

Question 6:

Item 0009, Low Voltage Braided Flex Connectors Can you please provide the desired quantity? We could make an assumption based on the bushing configuration, but different vendors may have different opinions of the quantity required for the stated ampacity.

Government Response: Quantity will depend on vendor – we have no desired quantity but need to meet ampacity requirements. See attached picture of LV bushing and connector included in Attachment 4 – Reference Photos.

Question 7:

I have attached configuration form for the XPRD. Please fill out one for each item to your specifications and return so I may quote the correct XPRD for your application.

Are the two items identical?

Government Response: Additional Product information has been included in the Specification to assist with completion of manufacturer forms.

Question 8:

Are Nameplate and Outline drawings available for the transformer?

Government Response: Name plate drawing has been included in Attachment 4 – Reference Photos. Outline drawings not available.

Question 9:

Are the gasket drawings listed with the Spare Parts available?

Government Response: Spare Parts list included in original solicitation. Spare parts list contains gasket part numbers but no detailed drawings of the gaskets are available. Gaskets are to be design by the contractor in accordance with the contract specifications to meet the manufacturer’s original design.

Question 10:

4.1.5 Bushing Testing

Is the Corps requesting the supplier to come to site to perform field testing after the bushings are installed by others?

Government Response: No receipt testing required by the contractor. Paragraph 4.1.5.d has been revised to indicate Government Testing upon delivery and Paragraph 6.5 shall be removed from the solicitation.

Question 11:

Item 0009 Can the Corps provide photographs of the existing LV Braided Flex connectors? The length of the connector is a critical measurement since the flex connectors will not stretch and you want to avoid any stress on the bushing or bus when connecting. If they are too long they will bow again causing stress.

Government Response: See photos in Attachment 4 – Reference Photos. Spec section 4.6 details the low voltage connectors.

Question 12:

4.6 ITEM 0008 VALVES

d. Main drain. Provide same size as existing. Quantity 1.

e. Oil sampling valve. Provide same size as existing. Quantity 1.

What is the size of the existing Main Drain and Oil Sampling valves?

Government Response: Both valves are 2" globe valves with a 4 bolt hole flange connection. Bolt hole pattern is 3 1/2" centers. Both valves will need a sampler device for taking oil samples. Photos have been included in Attachment 4 – Reference Photos.

Question 13:

Is Item 0004 for (1) General Pressure Relief Device and (1) Oil Discharge Piping for a total of (2) or (2) of each?

Government Response: (2) XPRD and (2) Oil discharge piping. There are 2 pressure relief devices on the transformer.

Question 14:
