TECHNICAL SPECIFICATIONS
CLARENCE CANNON BUSHINGS
1.0 INTENT
The following specifications pertain to the purchase and storage of seven total bushings and transformer instrumentation and monitoring equipment for the U.S. Army Corps of Engineers’ Clarence Cannon Dam, Monroe City, MO.
2.0 BACKGROUND
The generator step-up transformer at Clarence Cannon has seven bushings; one high-voltage neutral, three high voltage, and three low-voltage bushings, which then connect to the iso-phase bus. These bushings are all original to the transformer and have exceeded the typical 35 year life of a bushing and are in need of replacement. The lead time for bushings is around 25 weeks so it is critical to plan for the replacement of the bushings before a failure. It is also critical for the bushings to be on site during before the planned outage window for the transformer refurbishment work. During the transformer outage it is prudent to replace other aged components on the transformer.
3.0 SCOPE
Provide one high-voltage neutral, and three high voltage, three low-voltage bushings. All bushings must be direct replacements for transformer bushings. The successful offeror shall be required to furnish the products specified within the timeframe listen in Section 9.0 Shipment and Delivery, including documentation and other items as stated in the specifications.
4.0 PRODUCT REQUIREMENTS
4.1 ITEM 001, ITEM 002, ITEM 003 BUSHINGS

Provide a pressure relief device with connected oil discharge piping and all connecting hardware required to replace the existing pressure relief device. The pressure relief device is to be of a self resetting, mechanical- type high-flow design to automatically relieve internal pressure and to protect the tank against rupture due to arcing below the surface of the oil for each transformer. The pressure relief device must be capable of withstanding full vacuum without rupture or loss of accuracy, be constructed to minimize oil discharge during operation and to exclude air and water after it opens. The pressure relief device is to have the following features:
a. Capable of 12,000 cubic feet per minute flow rate at 15 pounds per square inch.
b. Dual spring-loaded valve.

4.2.2 Oil Discharge Piping
Provide oil discharge piping for directing the gas and oil discharged from the pressure relief device to the base level of the transformer tank into the transformer vault. Provide brackets for installing the oil discharge piping. The oil discharge piping is to be sized to match the outlet of the pressure relief device discharge outlet and the supplied discharge piping should have enough length from the new pressure relief device to pipe to the base level of the transformer tank.
4.3 ITEM 0005 GASKETS
4.3.1 GENERAL GASKET REQUIREMENTS

The gaskets must be made of nitrile butadiene rubber (NBR) with a Durometer rating between 50 and 70, with the exception that gaskets for the low-voltage bushings are to be fluoroelastomer rubber.
Design gaskets for compression by at least 25% of their original thickness. Do not provide circular cross- section gaskets for gasket grooves of rectangular cross-section. Provide replacement gaskets for all transformer mounted tank covers, valves, and tank mounted devices that provide a barrier for oil leaks that meet the manufacturer's original design.
4.3.2 Fluoroelastomer Rubber Gaskets
Fluoroelastomer rubber gaskets are to meet the requirements of ASTM D1418, designation FKM Type 2, and have the following characteristics:
a. Manufactured with 100-percent virgin FKM fluoroelastomer polymer.
b. Operating temperature range between -20 and +400 Fahrenheit.
c. Durometer hardness of 70 (+/- 2)
d. Fluorine content of 66-percent.
4.3.3 Gasket Sizing
Gasket sizing for rectangular cross-section grooves is to be accomplished as follows:
a. Gasket thickness is chosen so that approximately 25-percent of the gasket cross-section protrudes above the depth of the groove, referred to as the 'gasket compression area'.
b. The width of the groove minus the width of the gasket determines the space available for gasket expansion during compression. The amount of groove space available for gasket expansion during the compression process is referred to as the 'gasket expansion area', which must be greater than the gasket compression area to avoid pinching of the gasket between the metal surfaces when tightened.
c. Proper sizing coordination between the gasket groove and the gasket cross-sections results in 25- percent gasket compression, with a remaining gasket expansion area after tightening of between 5 and 10-percent.
