About this file
This document is an amendment to a solicitation for construction services on the Illinois River. The U.S. Army Corps of Engineers, St. Louis District is seeking a firm to construct island protection structures including a 300-foot bullnose chevron, 700-feet of on-bank revetment, and 3 woody bundles between an island head and bullnose structure located at river mile 76 upstream of Meredosia, Illinois. The response date is extended from January 30th to February 1st, 2023 at 10:00 AM CST with all work to be completed via barge in shallow draft work sites within 365 days of the notice to proceed. The amendment provides answers to contractor questions clarifying construction limits, availability of land-based staging areas, and confirmation that the completion date is 365 days from the notice to proceed.

QUESTIONS AND ANSWERS
Questions and Answers Solicitation #W912P923B0002
QUESTION: My question is about the construction limits. Sheet G-101 states that construction limits are described in section 00 08 00 of the specifications. We find no useful description. Can the construction limits be defined?
ANSWER: Refer to 1.1 Rights-of-way in Section 00 08 00 of Attachment 1-Specifications
QUESTION: Is there a land based staging area near the project site to store equipment materials?
ANSWER: Negative
QUESTION: 35 22 23.22 paragraphs 3.1 & 3.10 state that additional work added after award between river mile 0- 80 would not be considered a change to the contract. Is this the intent? If so, it puts the contract in a difficult position. This is a small scope repair with shallow draft requirements, but the pricing we provide could be used for repairs with very different scopes and site requirements.
ANSWER: Related work added after award between river mile 0-80 would not be considered out of scope of to the contract. However, if work were to be added or changes made to the contract, this would be done through a contract modification. The awardee would not be locked into the initial unit prices for any additional work
QUESTION: In 52.211-10 Commencement, Prosecution, and Completion of Work, it notes that the project shall be ready for use within 90 days of the NTP. However, page 1 of the 1442 shows the project shall be completed within 365 days of NTP. Would you mind clarifying which completion date is correct?
ANSWER: The completion date will be 365 days from NTP.
