1. Please confirm the recency standard for Past Performance under this solicitation is ten (10 years). Pages 33, 35, 46, and 47 reference a period of five (5) years from issuance of the solicitation, while pages 34, 35, and 45 reference a period of ten (10) years.

ANSWER: The recency standard for Past Performance is ten (10) years. This has been corrected on the Solicitation Amendment 0001.

2. If offerors submit projects completed for the federal government in Factor 2 – Past Performance, will the Government allow for submittal of completed CPAR or CCASS evaluations in lieu of Past Performance Questionnaires (PPQs)?

ANSWER: The Government will not accept CPAR or CCASS evaluations in lieu of PPQs.

3. The solicitation makes multiple references to Standard Form (SF) 1442, but it appears as if the Government has issued the Solicitation, Offer, and Award documents on an SF33. Can the Government supply the referenced SF 1442 document? Or amend the Solicitation to read SF 33 instead of SF 1442?

ANSWER: The correct form is SF 33. This has been corrected on the Solicitation Amendment 0001.

4. Pages 38 states, “Additionally, the offeror must also complete and return the “Representations, Certifications, and Other Statements of Offerors” included in the solicitation.” However, the solicitation does not appear to include this document (Section K) and it is not checked as being included on the SF 33. Please provide this document or amend the solicitation to eliminate this submittal requirement.

ANSWER: This statement has been removed from the Solicitation in Amendment 0001.

The Contractor’s Representations & Certifications will be pulled from the System of Award Management (SAM.gov) after receipt of proposal.

5. What is the anticipated award date for this contract?

ANSWER: 30 September 2021

ANSWER: The proposal due date has been extended from 26 July 2021 to 10:00am CST, 30 July 2021. No further extensions will be provided.

9. Are the Girder web plates A709-50T2 or A709-50F2? The general notes sheet S-001 calls out the Girder webs to be A709-50F2, but nowhere in the detail sheets is it called out as A709-50FN. All the weld details of stiffeners welds and the welds of the diaphragms (A709-50F2) do not call them out as FCW. The only place it calls for FCW is the weld of the web to the Downstream flange which is A709-50FN.

ANSWER: The drawings do not call out the webs of the horizontal girders to be considered as a fracture critical member. However, the horizontal girder web plates shall be fabricated out of A709 Grade 50F Zone 2 as indicated on S-001.
