About this file

This document provides an amendment to a solicitation for the Harlem Baden Phase 3 project. The amendment revises the bid schedule to include asphalt overlay line items under the base contract and one option. It also replaces and updates sections of the technical specifications regarding rigid base pavement restoration requirements in the City of St. Louis. The document further includes contractor questions and answers related to permitting responsibilities and the extent of milling and overlay work. MSD permits will be required but at no cost, and the specifications describe the contractor's and city's respective restoration obligations for asphalt over rigid base pavements. The solicitation number is changed from a request for proposal to an invitation for bid to be awarded using the lowest priced method. The bid due date and a pre-bid site visit details are provided.

Amendment No. 0001 W912P9-21-B-0008

GENERAL REQUIREMENTS

BIDDING SCHEDULE - Bid Schedule has been revised to include Asphalt Overlay line items within the Base Contract (A033) and Option 2 (C091).

SECTION 01 22 00 – Delete this section and replace it with the attached, like-numbered section, which includes changes to paragraph 1.26 and the addition of paragraph 1.32.

TECHNICAL INFORMATION

Delete the technical specs and replace it with the attached, updated specs, which reflect the changes to Part 9, Section D, Paragraph 5, c, (3).

CONTRACTOR QUESTIONS

See below questions with Government responses.

1. The solicitation states that we are responsible for taking out MSD permits for this project. Can you confirm if MSD will be charging the contractor for the permits?

RESPONSE: MSD will not charge permit fees for this project. There will be MSD no-cost permits required for lateral disconnect and reconnect, as described in the specs. The contractor will need to coordinate those permits with MSD’s permitting office but there will be no cost.

2. The solicitation states that the City of St Louis will mill and overlay the asphalt on the asphalt over concrete streets. Do I need to include the cost to the city for the milling and overlay in my bid, or will the Corps pay that directly to the City of St Louis? If we are to include these costs, can you clarify the extent of the streets to which we are to mill and overlay?

RESPONSE: Part 9, Section D, Paragraph 5, c. (Rigid Base Pavements in the City of St. Louis) of the specs (page 161) describes the 2 part restoration for asphalt over rigid base pavement. Subparagraph c(2) describes the removal of the ridge base pavement and base restoration with concrete to be completed by the contractor. Subparagraph c(3) has been revised per this amendment.
