PLEASE SUBMIT ALL QUESTIONS BY 3:00 PM, WEDNESDAY, MARCH 11, 2020.
ANY QUESTIONS AFTER THIS TIME WILL NOT BE ANSWERED.
1. Question: What is the tree planting deal?
Answer: Will have to buy the trees and plant them, as requested in task order. See Section C subsection 10.
2. Question: What size do the trees have to be?
Answer: In Section 10.17, required size of trees are listed with the species name
3. Question: Are the waste water treatment still all Type B mowing?
Answer: All Type B mowing, except some parts of Opossum Creek (2.3 acres) and Lithia Springs (2.4 acres)
4. Question: Are there any line items that you think you’ll never exercise (like poison ivy, topsoil replacement)?
Answer: If it was guaranteed we’d never use line items, we wouldn’t have it in the contract.
However, it’s very rare for us to use some of the line items (like poison ivy control and topsoil replacement).
5. Question: Are we allowed to pull a roller along the first couple times we mow each recreation area?
Answer: It’s up to the contractor… it isn’t a line item in the contract so you won’t get paid for it.
The terrain is very rough around the lake, so if you think it’ll make your future mowing easier, go for it. However, if a contractor does use a roller and inadvertently causes damages directly related to the use of that roller, they will be held liable for those damages.
6. Question: Section C under the PWS 1.21.2 Crew Leaders and 1.21.2.3 Supervisors are these considered the same, if not could they be same 2 employees?
Answer: Yes, a crew leader and a supervisor can be the same person.
7. Question: Section L of the solicitation is listed as maximum of $200,000 per year and max of $1 million, and base option year with 4 additional option years, but on the bid schedule it is listed as minimum $10,000, max of $1.5 million and contract as fixed rate of 5 years. Could you please verify which of these are correct?
Answer: The contract DOES NOT have a yearly maximum. The contract as a whole (5 year duration) has a guaranteed minimum of $10,000 and a maximum of $1.5 million. Made this change to (Section L) (Changes are highlighted in yellow).
8. Question: Past Performance (Section M) Can we have a letter of recommendation provided by a previous contractor for work done as a sub-contractor?
Answer: It needs to be outline in PPQ as stated in Section M, Tab 2 Factor 2: Past Performance under the paragraph number (4).
9. Question: Per Section M the Past Performance Questionnaire is at end of section L and should be 4 pages in length, however I cannot find the PPQ. Could you please advise?
Answer: Attachment added to posting on www.beta.sam.gov
10. Question: Section M Sub-factor A. a. 1. We just need to provide list of the equipment we own, rent or lease and number of employees (full and part-time)? If we wanted to add quotes for purchase, we plan to make for additional equipment within the base year, can we add that to that section?
Answer: Section M, Sub-Factor A, refers to the sample task order. We want you to tell us what equipment you would use and how you would complete the “sample” task order with the provided requirements. Section M, Sub-Factor B, is where you would add what equipment you will be using (owned, leased, or proof of availability) to complete the actual contract should you be the accepted offeror.
11. Question: Section M B i & ii does this pertain to the sample task order included to be used for these criteria? Or do we need to submit information for every line item listed on the contract for these and sample task order additionally?
Answer: Section M sub-factor A, part a (I & ii) pertains to the “sample” task order only. We want to evaluate your planning and execution capabilities.
12. Question: Section M Sample Task order also states Mowing A and lawn maintenance are to be completed within 5 working days, Mowing within 10. Contractor will be permitted to complete type B concurrently with “A” and “Maintenance”. We believe that this means both A and lawn maintenance need to be competed in the first 5 days no matter if doing B concurrently or not and B can be completed days 6-10? Not that we would have 10 working days to complete all 3 mowing sections, correct?
Answer: Correct. All type “A” and “lawn maintenance” mowing is to be completed within 5 days, no matter what. If you decide to do type “B” mowing concurrently with the “A” and “lawn maintenance” mowing, that is fine, but all type ”A” and “lawn maintenance” still needs to be done within the first 5 days. Type “B” mowing has to be done within 10 days but is not restricted to days 6 – 10.
13. Question: For the bid proposal binders: 1 original for technical and 1 original for price, I notice there are 4 additional copies for technical, but just the original for price needs submitted, no additional copies. Is that correct?
Answer: Yes, we only need the original for the price proposal.
14. Question: Does a CD for both proposals have to be in all binders including copies or only the originals?
Answer: Only the originals
15. Question: In addition, (Section M Volume 2) I do not see a signature space on the solicitation/synopsis. Do we sign on page 2 under the description information?
Answer: yes
16. Question: First paragraph of page 35, what does “electronic representations and certifications” for SAM registration mean?
Answer: Please fill in clause 52.212-3
17. Question: Section C14.3 Tab 2, says “Signed second page of combined solicitation and synopsis and all Amendments”, however Section L. 7. States Electronic proposals and modifications are not applicable, if an amendment is made to the solicitation, but our bid has already been sent, are we able to acknowledge the amendment by signature via electronic method?
Answer: Yes, please acknowledge the amendment and send a PDF document of the signed amendment via email prior to the closing of this response. The closing of this response is March 19, 2020 at 10:00 AM CST.
18. Question: For Volume 2 proposal the copy of SAM’s Representations and certifications: do we go through the following pages provided in the solicitation and mark them as they are in SAM, or are we to print our FAR Report from SAM and attach?
Please fill in clause 52.212-3
Answer:
19. Question: On the bid schedule I wanted to confirm that TBD means to be determined? EA means each how many times that area will be mowed? AC means acre? TN means ton? SF means what?
Answer: TBD – To Be Determined EA – Each, means the number of times the entire area is to be mowed, mulched, etc.
See corresponding paragraphs in Section C of the solicitation for what “Each” entails for the various line items.
AC – Acre TN - Ton SF – Square Feet
20. Question: After reviewing all line items I am unclear how to bid line item #2 0002ad, supply mulch. Can we get an acreage or some type of amount to be able to know how much mulch will be needed for the areas?
Answer: Yes, we made changes to the bid schedule and Section C indicate that this should be bid per Cubic Yard (CY). (Changes are highlighted in yellow)
21. Question: As I reread the summary of the Sub-Factor 1: I believe all of the work plan, management plan should all be completed by use of the Sample Task Order?
Answer: Section M Sub- factor A (page 40) refers to the "sample" task order. Sub-factor B (page
42) refers to the actual 5 year contract.
22. Question: Management plan b. resource schedule, are we to provide a resource schedule consisting of all line items list on contract to all be completed within the 10 day guidelines?
Including tree planting, bed, sand and turf maintenance?
Answer: In Sub-factor B (page 42), we are looking for proof that you, as the contractor, have the necessary equipment, personnel, and technical capabilities to complete the tasks in the given time frame, if awarded the contract. This is to include: What equipment do you have to mow, what equipment to you have to perform beach maintenance, what equipment do you have to plant trees, etc...... Or provide proof of your capabilities to acquire this equipment. The only tasks that have a definitive time frame for this contract is type "A" mowing (5 days) and type "B" mowing (10 days). If other tasks are issued, such as tree planting, beach maintenance, etc., those tasks can be completed concurrently with mowing or after the mowing has been completed as long as type "A" mowing has been completed within 5 days and type "B" mowing has been completed within 10 days of the cycle issue.
