Questions & Answers:
All requests shall be made via e-mail to Virginia Bjornson at Virginia.e.bjornson@usace.army.mil. The email request, shall contain the subject “Question! Curation Services – W912P920R0010”. All inquiries will be answered in writing and provided to all Offerors via Contract Opportunities at www.beta.sam.gov
Below are the questions received by 1630 hrs (CST) on Thursday, 4th June 2020.
1. Are we correct to understand that pricing, in the form of rate schedules, is not required for this solicitation and that evaluation will be per MATOC Class Deviation 2018- O0006?
Answer: That is correct, no labor rates are required for this solicitation. Please see page 27 of Solicitation states “Pricing shall not be included as an evaluation factor for the contract awards, but shall be one of the factors in the selection decision for each task order under the contract, in accordance with FAR 16.505.”
2. Is any pricing required for what is typically Schedule B, pages 33-40?
Answer: No. See question 1.
3. Pages 40-41 list CLINs with Minimum and Maximum Quantities and values. We are unclear on what the CLINs (Contract Line Item Number) refer to – could you please advise? As with question 2, is pricing required?
Answer: Please disregard Page 40 - 41 list of Clin’s with minimum and maximum quantities. This is part of the contract writing system and cannot be removed. They were left blank on purpose. No, pricing is not required see question 1.
4. Under Volume 1, Factor 3 – Staffing (p. 21) the offeror is asked to discuss staffing approaches to several subfactors. Should the response list the names and qualifications of the offeror’s personnel by position, or simply list the positions the offeror believes are required to complete each task?
Answer: Just the position name/description is required to be in the approach.
5. Under Volume 2, Factor 4 – Past Performance (p. 21) the solicitation states that “The offeror will submit a minimum of five (5) recent and relevant projects that demonstrate national coverage for cultural resource projects and a minimum of five (5) Past Performance Questionnaires.” Are these intended to be the same minimum five (5) projects with both descriptions and PPQs or can these represent two separate sets of projects, i.e. project descriptions and project PPQs?
Answer: The past performance and PPQ’s have to be the same set of projects.
6. Should we provide PPQs for subs as well as ours as Prime, or Prime only?
Answer: Yes
7. Volume III, Solicitation, Offer and Award Documents (p. 32) requires Section G – Contract
Administration Data. We could not identify Section G in the Solicitation. Please advise.
Answer: Please disregard Section G. It will be removed from solicitation when amendment is posted.
It also requires Section K, Representations, Certification and Other Statements of
Offerors. If our Reps and Certs are posted on SAM, do we need to provide a copy from SAM or is a statement to that effect sufficient?
Answer: Yes, provide a copy from SAM or fill out appropriate clauses in this solicitation.
8. Section 1.3.1 part i of the PWS lists “forensic recovery” as a required service under this contract. Does “forensic” in this usage relate to medicolegal application of archaeology (such as an ongoing criminal investigation) or recovery of human remains and associated materials outside the context of a criminal investigation (such as recovery of war dead, excavation of marked or unmarked human burials, and/or recovery of human remains from prehistoric contexts)?
Answer: It would be "recovery of human remains and associated materials outside the context of a criminal investigation (such as recovery of war dead, excavation of marked or unmarked human burials, and/or recovery of human remains from prehistoric contexts)".
9. Should we only send resumes of key personnel? My thought was to provide an organizational chart to demonstrate our team’s coverage, but only submit resumes for the key personnel for our subs.
Answer: Resumes will not be a part of the evaluation.
