AMENDMENT 3
1. Page 135 of 155, Section L, Proposal Submission Requirements, lists “maximum pages” for Factor 1 Technical Approach, Factor 2, Past Performance, and Factor 3, Corporate Technical Plans, Practices and Procedures. However, page 137 of 155 states “Past Performance Questionnaires, and Corporate Technical Plans, Practices and Procedures information will NOT count toward the page limitation.”
Please clarify the page count limitations for each section in Volume I.
ANSWER: Page limit shown in table on page 135 of 155 for Factor 1 is the maximum allowed and page limit for Factor 2 and Factor 3 should be revised to N/A.
2. Page 102 of 155, Appendix K, the sample project requirements include a 2 to 5 page Work Plan.
Please clarify where in the proposal (Volume I or Volume II) the Work Plan should be included and whether it will count towards the page limitation.
ANSWER: Brief Work Plan should be submitted under Volume I, Factor 3 and be considered Subfactor C as follows.
3. Volume 1, Subfactor C: - Sample Project Work Plan
Prepare a brief Work Plan (2 to 5 pages) that documents means and methods being proposed for completion of the work. Include any assumptions that are in addition to the government-provided parameters of this project. At a minimum, the work plan should include
• Pile delineation requirements and procedures for any additional sampling deemed to be required.
• Details to mix small scale pilot tests to determine correct mix ratios if required.
• Detail full scale treatment means and methods.
• Process monitoring (performed during the treatment)
3. Appendix L, Resume Template included on pages 105–106 of 155 lists boxes for 10 “Projects Presented in Company Experience in the Same Role.” However, this RFP only requires two to five projects.
Please issue a new template that resolves the discrepancy between the template and solicitation requirements.
ANSWER: Resume Template in Section J, Appendix L is has been updated to reflect correct project amount.
4. Please confirm that offerors may submit old/existing PPQs in lieu of requesting new PPQs for the purposes of this solicitation.
ANSWER: Originally in Amendment 2, we stated that you were unable to submit old/existing
PPQ’s but that has changed. You are allowed to submit old/existing PPQ’s as long as it dated near the completion date of the project.
5. In Section M, Factor 2 Past Performance (that is, PPQs/CPARS), there is a list of criteria that typically resembles the type of evaluation criteria used for Corporate/Company Experience (project descriptions).
Please clarify why the Past Performance (PPQ/CPARS) section uses scope elements in addition to the confidence rating scale.
ANSWER: Page 152 of 155, states that, "The second aspect of the Performance Confidence evaluation is to assess the government’s confidence that the offeror can successfully execute the scope of this Solicitation with respect to how well the Contractor performed on other contracts.”
6. On page 139 of 155 of the RFP, the paragraph entitled “Content Requirement” mandates that offerors include “summary sections [… that] contain a brief abstract of the file.”
Typically, the titles/labels of individual proposal volumes sufficiently clarify what the volume is and its respective content. Please clarify what exactly this summary section is and if it will be excluded from the overall page count.
ANSWER: The Summary Section is the Executive Summary for Volume I, as it states that the summary section shall contain a brief abstract of the file. Page 139 of 155 states that the Executive Summary shall not exceed two (2) pages in length and will be excluded from the eighty (80) page limitation and the individual factor page limitation. Note that the current limit is been decreased to 30 pages as the page limit for Volume I only applies to Factor 1.
7. On page 135 of 155, the RFP currently allots a total of 25 pages for Factor 3 (Corporate Technical Plans). This Factor requires an “overarching QA/QC Program” and “a specific QA/QC plan for the sample task order.” Likewise, for the Health & Safety Plan, Factor 3 requires a “Health & Safety Plan” as well as a “specific Health & Safety Plan for the sample task order.”
Program-level and project-specific QA/QC Plans and Health & Safety Plans typically have hundreds of pages. Please consider omitting these program and sample task order-specific plans from the overall page count.
ANSWER: Per Section L, Item c, “…Corporate Technical Plans, Practices and Procedures Information will NOT count toward the page limitation.” Page limit shown in table on page 135 of 155 for Factor 3 should be revised to N/A.
8. Page 135 of the RFP states “A standard, 12-point minimum font size applies.” Subsequently, page 140 of the RFP states “The majority of the sheet [11x17 pages for project descriptions] shall utilize a 10-12 point font.”
Due to this discrepancy, please confirm that offerors may use a 10-point font size for all written proposal content.
ANSWER: Please use 12-point font minimum
9. RFP page 140 references a “Box B” and “Box D” in the list of required project information. What are these referenced boxes? Please clarify.
ANSWER: “Box B” will be revised to “item ii” and “Box D” will be revised to “item iv.”
10. Due to the coronavirus and various work issues related to/caused by this pandemic, will the USACE please consider extending the due date for receiving proposals one week, to April 13th, COB? Your consideration would be appreciated.
ANSWER: Proposal due date will be extended to 24 APR 2020, 2:00pm (CST).
11. There are several references to PPQs and CPARS for past performance evaluation. Will USACE please consider accepting previously completed PPQ-0s or CPARS in lieu of having to request our clients complete new PPQs? We, and others within our industry, have been told by clients that they will not complete PPQs and that is why they fill out CPARS, which is the official government evaluation tool.
ANSWER: Please see response to question 4
12. Section L (Pg. 144, 2nd to last para.) states “In addition to PPQs, offerors are responsible for submitting CPARS information in their proposals for the projects submitted under Factor 1, Sub factor A.” Please clarify if both PPQs and CPARS are in fact required for Past Performance, or if only PPQs or CPARS will be acceptable.
ANSWER: Offerors shall compile PPQs and/or CPARs for each project submitted under Factor 1, Subfactor A. PPQ’s are not limited to just for individual tasks orders.
13. Please consider allowing offerors to submit only CPARS in lieu of newly completed PPQ-0s for
Past Performance evaluation.
ANSWER: Please see response to question 12
14. Section L (Pg. 144) indicates that signed PPQs can be submitted back to offerors for inclusion in our proposal. Section M (Pg. 150) then states that PPQs “should be submitted” directly to the Government’s Contracting POC and “the offeror shall submit the first page of each PPQ” with proposals. Please clarify the requirement for PPQ submittal by clients either back to the offeror (Section L) or direct to the Government POC (Section M).
ANSWER: Yes, statement will be revised to read that offers shall submit a completed PPQ with their proposal.
15. In which Volume and section of offeror’s proposals is the table of Exceptions (if any) to be included?
ANSWER: Exceptions should be listed as a part of the proposal, within the volume/factor to which they apply.
16. Section L, Proposal Submission Requirements, Item b (Pg. 135) states a 12-pt minimum font for typewritten pages. Section L, Proposal Files, Item d (Pg. 137) then indicates a 10-pt minimum font requirement. Please clarify the font standards (recommend 11-pt minimum).
17. Section L, Volume I, Factor 1, Subfactor B: Key Personnel lists 5 key positions for which resumes are required with proposals. However, this section also requests that offerors provide resumes for the key personnel listed in Section 3.7 of the PWS, in which there are 11 total personnel positions described. Please confirm that only resumes for the 5 key personnel positions listed in Section L will be required with the proposal.
ANSWER: Yes, resumes should be provided for the five positions listed in Section L and a single resume is desired for each of these five positions.
18. The Section L table titled “Factors and Relative Order of Importance” (Pg. 132) notes for Factor
4, Price, “Factors 1, 2 and 3 ‘when combined’ are approximately equal to Factor 4.’” Section M (Pg. 148) then states “NOTE: ALL NON-PRICED FACTORS COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE.” Please clarify the evaluation standards for Technical vs. Price factors of this proposal.
ANSWER: Page 148 will be revised to state “All non-priced factors combined are approximately equal to price
19. Table 1, page 5 of 155, 2nd bullet after table states: Assume base year 1 labor rates cover period October 2015 through September 2016. Please confirm the dates should read 2020 and 2021 accordingly.
ANSWER: The dates October 2015 through September 2016 are example dates, but the actual dates are 08 April 2020 to 07 April 2021.
20. Appendix K – Page 101. For clarity purposes, is it correct that no written Technical Approach to the PRAC Sample Project is required with the bid and that only pricing is needed to be applied to the table on page 104 and 105 along with note 2 for backup to pricing? If a Technical Approach is required in accordance with Appendix K, please indicate which Volume and section the document should be included.
ANSWER: Please see response to question 2
21. Page 139, Factor 1, Subfactor A states a minimum of 2 and a maximum of 5 projects are to be submitted. All things being equal, will an offeror score higher if 5 projects are submitted versus a firm that submits only 2 projects?
ANSWER: All things being equal, submission of 2 to 5 projects will be evaluated as acceptable.
However, pages 148-149 under Section M state that, "The Government will give additional consideration, in the form of assigned strengths (see page 154 of 155 for the "Strengths" definitions), to company experience on HTRW remedial action projects determined to meet the criteria listed below: Projects performed in CONUS. Additional consideration may be given for up to five (5) submitted projects meeting this criteria."
22. Table 1, Hourly Labor Rates, Firm Fixed Price. Item 2 states to “assume base year labor rates cover period October 2015 through September 2016.” Are we to assume this should be October 2020 through September 2021?
ANSWER: Please see response to question 19
23. Appendix l, Resume Template. The resume requires cross reference to 10 project and Section L requires only 5 projects. Please clarify.
ANSWER: Resume Template in Section J, Appendix L has been updated to reflect correct project amount.
24. Section L, Item 3. Please confirm that the five projects are to be from the prime contractor only.
ANSWER: Offerors are to submit projects in which they completed activities relevant to this scope of work. Offerors may use subcontractor's experience if a joint venture or other business agreement has been arranged. That business agreement should be provided, to ensure the subcontractor's experience is considered and evaluated.
25. Past Performance. Can we submit a previously completed PPQ if available?
26. Resumes, Project Managers. Please clarify how many Project Manager resumes you would like us to submit.
ANSWER: Resumes should be provided for the five positions listed in Section L and a single resume is desired for each of these five positions.
27. Resumes, Site Superintendents. Please clarify how many Site Superintendent resumes you would like us to submit.

28. Section L. Page Count Requirements. Please clarify the use of the extra pages in Volume 1, Factor 3, Past Performance. The PPQs are not in the page count. We understand we are to provide CAGE codes and DUNS for team members. What other information is to be submitted in the 25 pages.

29. Section L, Page Count Requirements. For Factor 3 Corporate Technical Plans, Practices and Procedures, do want a full copy of our QA/QC Program Plan and Health and Safety Plan or do you want a summary of processes and procedures?
ANSWER: Per Section L, Item c, “…Corporate Technical Plans, Practices and Procedures Information will NOT count toward the page limitation.” Page limit shown in table on page 135 of 155 for Factor 3 should be revised to N/A.
30. Section L, Factor 3, Corporate Technical Plans, Practices and Procedures. Items 1 and 2 require us to submit a “specific QA/QC Plan for the sample task order” and a “specific Health and Safety Plan for the sample task order.” Where are these plans to be included? Are these plans included in the page count?
ANSWER: Please see response to question 29
31. Sample Task Order. Are we to provide a technical approach for the sample task order? If so, where should it be included? Is this technical approach included in the page count?

32. Page 144 of the solicitation states “Offerors and/or its team members should submit to the client for each project, the PPQ form and request that the form be completed and returned to the offeror before the date the proposal is due.” Please confirm that PPQs are to be sent back to the offeror and included as part of Volume I, Factor 2 – Past Performance.
ANSWER: Yes, the PPQ’s can be sent back to the offer or sent directly to
Jessica.L.Hicks@usace.army.mil.
33. Page 101, Section J, Appendix K.2, Location and Description – This section states that the site is located within a mixed industrial, commercial, and residential area; however, the site is zoned commercial/industrial. Please clarify if there are any residential structures near the site and their approximate distance from the residue piles and consolidation cell. Are we to assume that there are no permits, improvements, etc. required to access the site?
ANSWER: Offerors should assume unrestricted access to site and stockpile and no further coordination required.
34. Pages 103-104, Section J, Appendix K.7 – Please confirm that costs to remove and place into the consolidation cell the remaining 278,400 CY of residue (outside of the 2,100 CY of potentially hazardous material) are not to be included in the bid schedule.
ANSWER: Only costs for the treatment and disposal of the three potentially hazardous stockpiles identified in the sample project should be included in the bid schedule. These bid items are further defined in the “Measurement and Payment” section on page 103 of 155.
There is no requirement to provide costs or bid on removal or disposal of the remaining residue on site or construction of the consolidation cell.
35. Page 101, Section J, Appendix K.3, Operational History – For residue spread across the site and not consolidated in specific piles, what is the approximate spatial distribution of the residue across the 132 acres and how far is the furthest residue located from the consolidation cell?
ANSWER: Please see response to question 34.
36. Page 101, Section J, Appendix K.3, Operational History – For residue spread across the site, please provide additional information regarding the vertical distribution of residue in the subsurface (e.g., average depth of residue below ground surface [bgs], maximum depth of residue bgs, average thickness of the residue layer, etc.). If residue is buried at depth, are we to assume that there is a layer of clean overburden covering said residue, and if so, what is the relative thickness of the overburden layer?
ANSWER: Please see response to question 34.
37. Page 102, Section J, Appendix K.4, Remedial Action Scope of Work – For residue piles, please provide additional information regarding the non-homogeneity of the piles. Are hazardous concentrations spread evenly throughout the piles, or are the located in one or more specific areas within the pile, and if so what is the horizontal/vertical location of these “hot spots?”
ANSWER: Assume hazardous concentrations are spread evenly through piles and the piles must be treated in their entirety.
38. Page 102, Section J, Appendix K.4, Remedial Action Scope of Work – For the consolidation cell, are we to assume that no additional improvements to the cell are necessary (e.g., building access ramps)?
ANSWER: Assume no additional improvements are necessary.
39. Page 103, Section J, Appendix K.5 – Section K.5.3 states that composite samples should be taken
28 days after treatment for every 125 CY of treated residue and that treated residue that meets RCRA limits can be placed into the consolidation cell. However, Section K.5.5 states we are to “Collect for the Engineer, one, in situ, bulk sample of the newly solidified residue for every 125 cubic yard of the treated residue, or once per lift, whichever is less.” Is the “Engineer” an outside entity that will be performing independent testing from what is required in Section K.5.3? Also, please clarify sampling requirements, as Section K.5.5 implies that testing will be performed immediately following solidification and that newly-solidified material may be placed in the consolidation cell prior to receipt of analytical results, both of which contradict Section K.5.3.
ANSWER: The QC sampling requirement identified in this question is included in the scope of work offerors are expected to include in their bid. Treated residue that passes the RCRA limit for lead can be placed into the consolidation cell, in any fashion the offeror wishes, within the limits specified. QC sampling should be performed as specified, to match the proposed placement methods.
40. Page 103, Section J, Appendix K.6 – Please clarify that the Owner’s or Owner’s Representative’s acceptance criteria are those presented in Section K.6.2 and that no other acceptance criteria apply.
ANSWER: Acceptance criteria for chemical treatment and solidification of the subject residue is outlined in Appendix K, section 5. Acceptance criteria for on-site disposal of the treated residue is listed in Appendix K, section 6.
41. Page 141 Section L Key Personnel – Please confirm that the requirement is for one resume per key position as identified in this section.
ANSWER: Resumes should be provided for the five positions listed in Section L and a single resume is desired for each of these five positions.
42. Page 105 – Would the government please provide a copy of Appendix L Resume Template in an editable Word version?
ANSWER: Resume Template in Section J, Appendix L is provided as reference and can be modified.
43. Page 140 – Given the criteria for the Corporate/Company Experience, does the government have a Word version of the Corporate/Company Experience that they can provide?
ANSWER: No, we do not have a Word version that can be provided
44. Page 135 – In light of the circumstances surrounding the coronavirus and many companies allowing employees to work from home without access to the printing capabilities of their offices, would the government consider electronic only submittals for this proposal?
ANSWER: Due to COVID-19 we will be changing the process of submitting proposals. We will NOT be accepting hand carried proposals. DoD Safe will be the acceptance method for proposal submission. The following are the steps to submitting proposals:
1. Send Jessica.L.Hicks@usace.army.mil an email stating the email address you would like the DoD Safe link emailed to.
2. Once email is submitted, you will receive a DoD Safe web-link to upload your proposal documents.
3. After submission send Jessica.L.Hicks@usace.army.mil an email to confirm submission and she will be able to concur that submission was received.
Be mindful that proposals are due on April 24, 2020 at 2:00pm (CST), please give yourself enough time to submit your proposals timely.
45. Page 145 – If electronic submittals are not allowed, would the government consider allowing electronic only submittals for Volume I, Factor 3, Subfactor A: Quality Assurance/Quality Control Program and Volume I, Factor 3, Subfactor B: Health and Safety Plan due to the sizable length of the corporate documents for these sections.
ANSWER: Please see response to question 44
46. We see a question was answered changing the percent complete requirements for Company
Experience/Past Performance from 100% to 90%. We respectfully request this change to be 75%, as this is the norm for a majority of similar small business set-a-side ERS & PRAC solicitations, not just the one referenced in the question. Can the USACE please consider changing the requirement to allow projects to be evaluated that are at a minimum 75% or more complete? Examples from other Districts include:
a. USACE Tulsa District - W912BV19R0022 Section 3.2.2. Past Experience Project Criteria -
f. “Submitted projects shall be 100% completed, or at least 75% physically completed…”
b. USACE Louisville district - W912QR-18-R-0007 Section 6.1 Project Experience Submission Requirements: “Provide summary descriptions of up to ten (10) projects substantially complete (defined by 75% or greater completion)”
c. Other solicitation with similar language include Omaha District Rapid Response and Omaha District SB ERS/MMRP packages.
ANSWER: No, unfortunately we will not be changing the percentage to 75%.
47. Solicitation Section A, Box 9 indicates that an original and 5 copies (6 total) of the hard copy proposal are due with our submittal. Solicitation Section L, Proposal Submission Requirements, Item c (Pg. 135 table) then states that the Original + 4 (5 total) copies are required. Please clarify which is the correct number of printed copies for offerors proposal.
ANSWER: The correct number of copies are Original + 4 (5 total)
48. Page 139 states “For the specific purpose of presentation of Corporate/Company Experience, one side of one 11”x17” sheet of paper shall be used for each project.” Please consider expanding this to two 11”x17” sheets to give the offeror more opportunity to show relevance to the elements of the PWS.
ANSWER: Only one 11”x17’ sheet will be considered per project.
49. Please clarify font size. Page 135 (b) states a minimum 12 point font and page 137 (d) states no less than 10 point font, Page 140 states 11 x 17 page to be 10-12 point font.
50. Page 139 – 2nd paragraph Content Requirement. Please clarify the requirements for the Narrative Discussion.
ANSWER: The narrative discussion refers to the organized way in which offerors will provide the information in the proposal. The proposal should be structured into 2 volumes with maximum page limits as indicated on page 135 of 155. Each volume shall be written to the greatest extent possible on a stand-alone basis so that its contents may be evaluated with minimum cross referencing to other parts of the proposal. Each volume shall contain a glossary of all abbreviations and acronyms used within that volume, with an explanation for each. The offeror shall make every effort to minimize the amount of data submitted as part of the proposal. The offeror shall ensure that cost and pricing data is included in the Volume II.
The maximum page limit for each volume includes all text pages, tables, foldouts, graphs, and other types of illustrative material. Therefore, cover pages, executive summary, table of content, title page, list of tables/figures/acronyms, glossaries, separator tabs, dividers, blank pages, and Volume II will not be counted.
51. Page 139 – 2nd paragraph Content Requirement. Summary Section – brief abstract of the file.
How does this differ from the Table of Contents? Please clarify what is required from the offeror.
ANSWER: Please see response to question 6.
52. Page 140 – Number vii – Box B, Number viii – Box D. Where is Box A and Box C, etc. Please clarify how items (i-vi) shall be organized
ANSWER: Please see response to question 9.
53. Volume I, Subfactor B: – Health and Safety Plan
The offeror shall prepare and submit a Health and Safety Plan that complies with all the requirements identified in the Section C PWS and any applicable regulation and safety requirements identified within the PWS. Additionally the offeror shall address the roles and responsibilities of the Safety and Health professionals associated with the requirements identified within the Health and Safety Plan. Additionally, the offeror is to address a specific Health and Safety Plan for the sample task order.
* Volume 1, Subfactor B requests “…offeror shall prepare and submit a Health and Safety Plan…” Please clarify if you are requesting a Site Health and Safety Plan, also referred to as a Site Safety and Health Plan (SSHP) as part of the Accident Prevention
Plan (APP), or a Corporate Health and Safety Policy Plan that provides company-wide safety guidance?
ANSWER: Two submittals should be included under Volume 1, Subfactor B. First, a corporate level health and safety plan, referred to as an Accident Prevention Plan (APP), and second, a site specific Health and Safety plan should be submitted for the sample project. See response to question 25 of amendment 2 for additional details regarding the corporate level technical plans.
* Volume 1, Subfactor B requests “…offeror is to address a specific Health and Safety Plan for the sample task order.” Is the offeror to prepare a Site Safety and Health Plan for the sample task order or address the development of such plan in the Corporate Health and Safety Policy Plan being requested? If a SSHP is being requested, it is understood that every TO requires an Accident Prevention Plan (APP) that always includes the SSHP as an appendix . Can we assume the offeror is being requested to develop and submit the SSHP portion of the APP only?
ANSWER: Two submittals should be included under Volume 1, Subfactor B. First, a corporate level health and safety plan, referred to as an Accident Prevention Plan (APP), and second, a site specific Health and Safety plan should be submitted for the sample project. See response to question 25 of amendment 2 for additional details regarding the corporate level technical plans.
54. SECTION L: PROPOSAL SUBMISSION INSTRUCTIONS, CONDITIONS, NOTICES TO OFFERORS
(Section L)
The FACTORS AND RELATIVE ORDER OF IMPORTANCE table on page 132 or 155 has a line item “Sub Factor 3(B) Health and Safety Plan”
* What Health and Safety Plan is being specified for review? Is it the Corporate Health and Safety Policy Plan or the Site Safety and Health Plan required for the sample task order?
ANSWER: Both, per Volume 1, Subfactor B requirements on page 145 of 155.
55. In light of the Coronavirus pandemic, many companies are requiring employees to work from home for the next few weeks in order to prevent spread of the virus. Would USACE consider changing the requirement from hardcopy submission with CD to email submission only?
56. If a labor category is provided by a team subcontractor only, should the direct rate be the fully burdened subcontractor’s rate including their profit and the burdened rate be the direct rate plus the prime contractor’s subcontractor markup only (G&A but not fee)? (i.e. The prime’s cost without the prime’s profit).
ANSWER: Section 6.1, The offeror shall only provide the Overhead and G&A rates for price, even if the labor disciplines will be performed by the prime or a subcontractor. The subcontractor would be subject to honoring the labor rates stated for the subject labor disciple. The offeror fully burden labor rates shall exclude profit.
57. Per FAR 52.222-43, SCA labor categories are not to be escalated. Instead they will be adjusted on an annual basis when new wage determinations are issued. Are any categories on Tables 1 and 2 considered SCA? If so, should we escalate those SCA categories?
ANSWER: Correct, the SCA labor categories will not be escalated
58. Are all labor categories on Tables 1 and 2 considered Non-SCA and/or DBA and that SCA/DBA labor rates will be developed on a task order basis based on the appropriate task order wage determination?
ANSWER: The labor categories in Table 1 and 2 are to be considered SCA. Labor rates in future Task Orders will be developed on the appropriate SCA/DBA rates with wage determinations provided for DBA activities.
59. Will contractors be able to adjust SCA category rates at the task order level based on the appropriate wage determinations?
ANSWER: Yes. The wage determination at the time of the task order is what the appropriate wage determination will be
60. Offeror understands the requirement for overarching Corporate Plans/Procedures in Factor 3 of our proposal. However, Section L also requires that offeror’s prepare specific QA/QC and HASPs for the sample task order. If no Sample Task Technical Approach is required, please confirm that the sample task specific QA/QC and HASP are also not required with our proposals.
ANSWER: See response to question 29 in Amendment 2 in reference to requirement for submittal of Sample Project Work Plan. Per page 145 of 155, Volume I, Subfactor A requires QA/QC plan for sample task order and Volume 1, Subfactor B requires Health and Safety Plan for sample task order.
61. Page 103 Appendix K Section 6.3 Performance Standards (On-site Disposal) – Is there additional detail missing from the last sentence or is “Owner…” a remnant?
ANSWER: The last word in Appendix K, Section 6.3, “Owner”, should be omitted. No additional information is missing.
62. Page 145 Section L Vol I Factor 3 – Please confirm that the requirement is to submit a corporate/contract-level plan as well as site-specific (for sample task) for both QA/QC and Health and Safety plans.

63. RFP Section L, Proposal Submission Requirements, sub-section c, requires an original + four printed copies of each Volume. Due to uncertainty related to the future continuity of Postal/Delivery services and/or access to the USACE District office for hand delivery, Contractor respectfully requests the Government consider removing the requirements for hard copy submission, and as an alternative allowing for upload to a DoD SAFE site or other secure submission site.
64. Can we submit existing PPQs (already in hand) from use in prior solicitations, or do our customers need to fill out and sign new PPQs for this specific solicitation?
65. Page 5, Table 2, Bullet 2 states: “to assume base year 1 labor rates cover period October 2015 through September 2016.” We believe the dates noted are in error. Please advise.
ANSWER: The dates October 2015 through September 2016 are example dates, but the actual dates are 08 April 2020 to 07 April 2021.
66. Are we required to prepare an Interim Remedial Action Report (Closeout Report) as noted on page 102, 2nd bullet from bottom of the page; or is that information for cost only?
ANSWER: Offerors are not required to prepare or submit a closeout report.
67. Page 103, Section 6, Performance Standards, Subsection 6.3. The last sentence begins with
“Owner” but does not finish, is there more?
ANSWER: Please see response to question 61.
68. Page 139, Factor 1, Subfactor A: Corporate/Company Experience. It is noted to demonstrate “… the offeror’s relevant experience on 100% completed performing projects within the last five (5) years similar to the Performance Work Statement (PWS).” We have other relevant and similar long term projects running concurrently with this solicitation. May we include those projects in our Corporate/Company Experience although they are not complete?
ANSWER: Per responses to questions 1 and 2 in Amendment 1, language on page 139 of 155, Section L, Volume 1, Factor 1, and page 148 of 155, Section M, Factor-1 Technical Approach was adjusted to adjust requirement of 100% completion to 90% completion and last five (5) years to last seven (7) years.
69. Page 145, Volume I, Factor 3 – Corporate Technical Plans, Practices, and Procedures. This section appears to only request the following information:
a. Volume I, Subfactor A: - Quality Assurance/Quality Control Program. Prepare an overarching Quality Assurance/Quality Control Plan and additionally prepare a specific QA/QC Plan for the sample task order.
b. Volume I, Subfactor B: - Health and Safety Plan. Prepare and submit a Health and Safety
Plan that complies with all the requirements identified in Section C - PWS and prepare a specific Health and Safety Plan for the sample task order.
Our overarching QA/QC and corporate Health and Safety Plans (APP) are voluminous separately.
According to page 135, Volume I, Factor 3 – Corporate Technical Plans Practices, and Procedures, the page limitation is a maximum of 25 pages for the entire section which appears to include only the four requested submittals that do not count toward page limitations. Is this a correct assumption?
ANSWER: Per Section L, Item c, “…Corporate Technical Plans, Practices and Procedures
Information will NOT count toward the page limitation.” Page limit shown in table on page 135 of 155 for Factor 3 should be revised to N/A.
70. Page 132, Section L, Table Factors And Relative Order Of Importance, Factor #4 Price. It is noted Factors 1, 2 and 3 “when combined” are approximately equal to Factor 4. On page 148, Section M, Evaluation Factors/Criteria for Award, second paragraph, it is noted “NOTE: ALL NON-PRICED FACTORS COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE.” Which evaluation factors reflect the assessment criteria of this proposal?
ANSWER: Page 148 will be revised to state “All non-priced factors combined are approximately equal to price.
71. The bottom of page 139, last paragraph states “… one side of one 11”x17” sheet of paper shall be used for each project.” Is the intent of USACE to require each project be presented on an 11”x17” sheet of paper (which counts as 2 pages)?
ANSWER: Yes each project should be presented on an 11”x17” sheet of paper
72. Which Volume/Factor/Subfactor should include the work plan for the sample project?

73. Page 139, number 1, Executive Summary, 2nd paragraph reads:
“Content Requirement:
All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked.” We are confused about the discussion of a Table of Contents, Summary Section, etc. in the Executive Summary section. Also, language regarding “information shall be confined to the appropriate file” is confusing. Can USACE clarify?
ANSWER: This section refers to the organized way in which the offeror will provide the information in the proposal. The proposal should be structured into 2 volumes with maximum page limits as indicated in page 135 of 155. Volume I should include a Table of Contents, Executive Summary, and Narrative Section.
The Summary Section is the Executive Summary for Volume I, as it states that the summary section shall contain a brief abstract of the file. Page 139 of 155 states that the Executive Summary shall not exceed two (2) pages in length and will be excluded from the eighty (80) page limitation and the individual factor page limitation. Note that the current limit is been decreased to 30 pages as the page limit for Volume I only applies to Factor 1.
The Narrative Section for each volume shall be written to the greatest extent possible on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other parts of the proposal. In addition, each volume shall contain a glossary of all abbreviations and acronyms used within that volume, with an explanation for each. The offeror shall make every effort to minimize the amount of data submitted as part of the proposal. The offeror shall ensure that cost and pricing data is included in the Volume II. The maximum page limit for each volume includes all text pages, tables, foldouts, graphs, and other types of illustrative material. Therefore, cover pages, executive summary, table of content, title page, list of tables/figures/acronyms, glossaries, separator tabs, dividers, blank pages, and Volume II will not be counted.
74. Are we to submit the Work Plan described (page 102 of 155) for the sample project as a deliverable with the proposal?

While we understand the Government has revised this requirement in Amendment 001 to include “90% financially complete” and “7 years” would the Government entertain expanding the definition of “complete” to “construction complete”?
ANSWER: As stated on page 139, projects should be 90% “financially complete”, not “construction complete” within the past seven years.
