AMENDENT 1
QUESTION:
1) Page 139 of 155, Section L, Volume 1, Factor 1 – Technical Approach and Page 148 of 155, Section M, Factor 1-Technical approach: States that “…demonstrate the offeror’s relevant experience of 100% completed performing projects within the last five (5) years” and “….were 100% completed within the last five (5) years.” Many projects with scope similar to the Performance Work Statement require completion of annual inspections, monitoring and/or reporting that may extend for years after substantial completion of the remedial action. We request that the government revise this requirement to allow projects that have been completed or are at a minimum 90% financially complete….”
Note that this would be consistent with another USACE District open MEGA PRAC Solicitation. On March 2, 2020, the USACE, Omaha District issued Solicitation Number W9128F20R0038, also for a PRAC under the MEGA that included identical language requiring 100% completion. On March 6, 2020, in a response to a question on this same topic, Omaha released an amendment to revise the language to indicate that projects be “… 90% financially complete from the initial proposal date.”
ANWSER: Concur, we agree to adjust the language at Page 139 of 155, Section L, Volume 1, Factor 1 – Technical Approach and Page 148 of 155, Section M, Factor 1-Technical approach to replace the requirement of 100% completion to 90% completion.
2) Page 139 of 155, Section L, Volume 1, Factor 1 – Technical Approach and Page 148 of 155, Section M, Factor 1-Techncial approach: States that “…demonstrate the offeror’s relevant experience of 100% completed performing projects within the last five (5) years” and “….were 100% completed within the last five (5) years.” While five (5) years may be a sufficient window of time for Large Businesses to demonstrate relevant project experience, Small Businesses due to nature of size do not have as many projects ongoing and therefore a five (5) year window is limiting with regard to allowing their ability to demonstrate relevance experience to the Performance Work Statement. We request that the government revise this requirement to allow offerors to include projects completed within seven (7) years of the initial proposal date.
Note that this would be consistent with the most recent USACE St. Louis District solicitation for remedial action services. On April 8, 2019 the USACE St. Louis District issued Solicitation W912P919R0020, also a Small Business set-aside for remedial action services. While this initially restricted projects that had been completed within the last five (5) years, Amendment 2 was issued that revised to “allow past performance completed or substantially completed in the last seven (7) years.
ANSWER: Concur, we agree to adjust the language at Page 139 of 155, Section L, Volume 1, Factor 1
– Technical Approach and Page 148 of 155, Section M, Factor 1-Techncial approach to replace the requirement of the last five (5) years to the last seven (7) years.
3) SF1442, Item 9, Proposal Due Date 06 APR 2020 - Please provide an extension for proposal submittal until April 21 to provide adequate time necessary to develop a comprehensive and responsive technical submission and realistic cost estimate for the sample task. Our request is based on the RFI deadline being 10 days before the due date and no known date for RFI responses and to allow sufficient time to accurately incorporate the information into our submission.
ANSWER: The current due date will not be extended, the government plans to collect RFI’s every two business days and respond within 24hrs until the RFI deadline.
