Single Source Justification US Army Corps of Engineers, St. Louis District

FAR 13.106-1(b)(1), Simplified Acquisitions For purchases not exceeding the simplified acquisition threshold ($250,000)

1. Contracting Activity:

US Army Corps of Engineers, St. Louis District Clarence Cannon Dam & Mark Twain Lake 20642 Hwy J Monroe City, MO

2. Description of Action.

Supply and install packing, packing gland, and H-ring in accordance with the scope of work. For the installation, it will be required to disassemble and reassemble the packing area of the hydroelectric turbine. Access to the area will be available, but temporary scaffolding will need to be provided by the contractor. The packing gland and H-ring shall be of a specific name brand. The contract will be in the form of a service contract due to the labor cost for the installation of the supplied parts.

3. The rationale or circumstances for limiting competition.

The installed hydroelectric turbine was originally installed in 1977 and was manufactured by Allis Chalmers. The original packing was installed in this time and has now reached its lifespan. This turbine is essential to the production of electricity in the area surrounding the project. Time for the installation is limited and must be completed properly in the short timeframe. After reassembly and start-up of the turbine, if the parts are not compatible or need to be exchanged, there will be larger impacts to the project and electricity generation. These impacts include impaired use of the turbine which could damage nearby parts and accessories as well as a shutdown of the turbine until new parts can be procured. With the purchase and installation of original equipment manufacturer parts, there is no possibility for incompatibility with the existing turbine.

4. Market Research (MR) Market research was conducted for the distributors of the name brand parts required for the contract.

Market research was completed by the Hydraulic Design Center and found that Voith would be capable of providing the requested name brand parts for the Allis-Chalmers hydroelectric turbine.

5. Price estimate, including options, if applicable.

Estimated price for the name brand parts is approximately $40,000 based on the quote received from Voith.
